HomeMy WebLinkAbout1195th CSC MEETING1195th REGULAR MEETING OF THE CIVIL SERVICE COMMISSION The 1195th Regular Meeting of the Civil Service Commission was held on Thursday, December 4, 2003. The meeting was called to order at 5:30 P.M. Members Present: Ronald E. Campau, Chairperson Charlotte S. Mahoney Harry C. Tatigian Also Present: Mary E. Rutan, Human Resources Director Derrick L. Washington, Personnel Analyst II David G. Beecher, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was RESOLVED, That the minutes of the 1194th Regular Meeting held Thursday, November 20, 2003, be approved as submitted. The Commission received and fled the Status of Temporary Employees Report for November 2003. The Commission received and fled the Non -Resident Report as of December 1, 2003. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the letter of November 21, 2003, from David C. Flahan, Custodial Foreman, as approved for submission by Robert J. Beckley, Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Flahan's request to carry over ninety-eight point five (98.5) excess vacation hours into 2004 with the understanding that these hours will be used in 2004; AND BE IF FURTHER RESOLVED, That no future request will be considered to carry over excess vacation into 2005. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the expiring eligible lists for January 2004 — Civil Engineer (847 o.c.), Firefighter (836 o.c.), Program Supervisor — Fitness & Wellness (852 o.c.), Recreation Supervisor — Marketing Coordinator (853 o.c.) and Recreation Supervisor — Programming & Special Events (854 o.c.), the Civil Service Commission does hereby approve to extend the eligible list for Firefighter (836 o.c.) for an additional three (3) months. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was Paget 1195th Regular Meeting December 4, 20D3 RESOLVED, That the Civil Service Commission does hereby approve the passing point of 79% or a minimum of 79 out of a maximum raw score of 100 in the written examination for Firefighter (857 o.c.). The Commission received and filed the following items: Council Resolution from the meeting of November 19, 2003, with minutes being approved December 3, 2003: CR# 596-03 Approving the proposal received from the City's self-insurance program for workers' compensation and authorizing the Mayor and City Clerk to enter into a contract for the period December 1, 2003 to November 30, 2006 with Accident Fund Company, 232 S. Capitol Avenue, Lansing, Michigan 48901, to provide the City claims administrative service and excess insurance coverage. b. Affirmative Action Report for November 2003. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the letter of December 3, 2003, from James P. Andres, Chief Accountant, regarding the Survey of Communities for Policies Regarding New 457 Regulations, the Civil Service Commission does hereby accept the survey and reconfirms the previous motion to permit partial employee accrued leave payouts prior to termination to comply with new IRS 457 'catch up" provisions. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That having reviewed the letter of December 2, 2003, from Robert J. Beckley, Director of Public Works, requesting an extension of leave of absence from the classified service, the Civil Service Commission does hereby approve a leave of absence from the classified service for Mr. Beckley for one (1) year, commencing January 1, 2004, pursuant to Civil Service Commission Rules and Regulations, RULE 16, CERTIFICATION, APPOINTMENT AND REINSTATEMENT, Section 16.5, Appointment of an Employee in the Classified Service to a Position in the Unclassified Service. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was RESOLVED, That having reviewed the letter of December 2, 2003, from Brian Wilson, Assistant Superintendent of Public Service, as approved for submission by Robert J. Beckley, Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Wilson's request to carry over five point five (5.5) days or forty-four (44) excess vacation hours into 2004 with the understanding that these hours will be used in 2004; Page 1195th Regular Meeting December 4, 2003 AND BE IF FURTHER RESOLVED, That no future request will be considered to carry over excess vacation into 2005. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was RESOLVED, That having reviewed the letter of December 4, 2003, from Jack E. Kirksey, Mayor, recommending salary and fringe benefit adjustments for Deputy Police Chief and Police Captain job classifications, the Civil Service Commission does hereby approve the recommended salary and fringe benefit adjustments for the period December 1, 2003 through November 30, 2006, to be submitted to City Council for their review and consideration. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That the meeting be adjourned at 5:35 p.m. Gretchen Guisbert, Secretary III Ronald E.
