CONSENT AGENDA
1. BLOCK PARTY: Jeff Shingler, re: to be held on Saturday, October 12, 2013,
from 3:00 p.m. to 10:00 p.m. on Grandon Street, between Harrison and
Brentwood, with a rain date of Sunday, October 13, 2013.
2. APPLICATION FOR MASSAGE APPRENTICE PERMIT: Office of the City
Clerk, re: submitted by Xiao Gang Bian in accordance with Chapter 5.49 of the
Livonia Code of Ordinances, as amended.
3. REQUEST TO REVISE COUNCIL RESOLUTION 273-13 TO INCLUDE
ATTACHMENT “A” FOR THE PASS THROUGH AGREEMENT BETWEEN THE
SOUTHEAST MICHIGAN COUNCIL OF GOVERNMENTS (SEMCOG) AND
THE CITY OF LIVONIA COMMUNITY TRANSIT CENTER (LCTC); AND THE
FEDERAL TRANSIT ADMINISTRATION (FTA) CERTIFICATIONS AND
ASSURANCES: Department of Community Resources, re: to update the
Livonia Community Transit’s Call Center. (CR 394-12)
4. REQUEST TO ACCEPT A U.S. DEPARTMENT OF JUSTICE, 2010 JUSTICE
ASSISTANCE GRANT (JAG) IN CONJUNCTION WITH WAYNE COUNTY
DEPARTMENT OF HOMELAND SECURITY: Division of Police, re: to purchase
law enforcement equipment, no matching funds are required.

5. REQUEST TO ACCEPT A U.S. DEPARTMENT OF JUSTICE, 2013 JUSTICE
ASSISTANCE GRANT (JAG) IN CONJUNCTION WITH WAYNE COUNTY
DEPARTMENT OF HOMELAND SECURITY: Division of Police, re: to purchase
law enforcement equipment, no matching funds are required.
6. REQUEST TO APPROVE CONTRACT WITH SOLE SUPPLIER, EJ USA, INC.
f/k/a EAST JORDAN IRON WORKS, FOR A PERIOD OF ONE (1) YEAR: Water
and Sewer Board, re: for the purchase of stormwater, water main and sanitary
manhole-related items in an amount not to exceed $60,000.00 annually.
7. AWARD OF BID: Public Service Division, re: Street Sweeping Services for the
2013-2015 Leaf Pickup Program as well as emergency services if necessary for
two (2) years, from budgeted funds.
8. REQUEST TO ADOPT A “LIVONIA EVENTS CALENDAR” POLICY AND
DISCLAIMER FOR THE CITY’S WEBSITE: Department of Law, re: to regulate
the posting of local, non-commercial events to the City website.

9. PROPOSED AMENDMENT TO THE LIVONIA CODE OF ORDINANCES, AS
AMENDED: Department of Law, re: Petition 2013-05-03-01 submitted by
Farmington Property L.L.C., to determine whether or not to vacate part of an
existing utility easement located on the west side of Levan Road between
Amrhein Road and Commerce Street (12445 and 12319 Levan Road) in the
Southwest 1/4 of Section 29. (CR 214-13 & CR 277-13)
10. ROLL CALL: Proposed Amendment to Zoning Ordinance No. 543, as amended:
Department of Law, re: Petition 2013-06-01-03 submitted by Tim Horton’s Café
and Bake Shop, to rezone the property located on the south side of Five Mile
Road between Newburgh Road and Blue Skies Avenue (37685 Five Mile Road)
in the Northeast 1/4 of Section 19, from C-1 (Local Business) to C-2 (General
Business).
First Reading given by Councilmember Brosnan on September 23, 2013.
11. REQUEST TO AMEND THE CONTRACT WITH ORCHARD, HILTZ AND
MCCLIMENT ADVISORS FOR DESIGN AND CONSTRUCTION ENGINEERING
SERVICES FOR THE 2014 ASPHALT ROAD PROGRAM: Engineering Division,
re: same. (CR 260-10, CR 379-10, CR 336-11 & CR 449-12)
12. ADMINISTRATIVE RESPONSE TO COUNCIL RESOLUTION 269-13: Planning
Commission, re: the request from Ali Albo to purchase City-owned vacant
property located at 27560 Joy Road in order to establish a driveway and allow for
a garage to be built. (CR 269-13)

cash and gifts from various contributors to be used as designated by the donors.
