CONSENT AGENDA
1. BLOCK PARTY: Denise Justice, re: to be held Saturday, August 1, 2009, from
12:00 p.m. to 10:00 p.m. on Washington, between Hubbard and Indiana, with a
rain date requested of Saturday, August 22, 2009.
2. BLOCK PARTY: Dawn Nowicki, re: to be held Saturday, August 29, 2009, from
3:00 p.m. to 10:00 p.m. on Orangelawn, between Denne and Sunset, with no rain
date requested.
3. BLOCK PARTY: Andy Magar, re: to be held Saturday, September 12, 2009,

6. TAX RATE FOR LIVONIA PUBLIC SCHOOLS FOR THE 2009-10 SCHOOL
YEAR: Office of the City Clerk, re: as approved by the Board of Education on
June 29, 2009.
7. REQUEST TO APPROVE CHANGE ORDERS TO THE 2009 CONTRACTS
WITH HAYBALL TRANSPORT, INC. AND ORCHARD, HILTZ & MCCLIMENT,
INC.: Engineering Division, re: reconstruction of Victor Parkway from Seven
Mile Road north to Pembroke Avenue and the reconstruction of Hees Avenue
from Nevada Avenue east to Nebraska Avenue. (CR 147-09, CR 506-07)
8. REQUEST FOR REFERRAL TO THE PARKS AND RECREATION
COMMISSION FOR A REPORT AND RECOMMENDATION: Councilmember
James C. McCann, re: the possible installation of a bicycle or recreation trail
along Hubbard Road between the Recreation Center and Rotary Park.

UNFINISHED BUSINESS
9. ROLL CALL: Proposed amendment to the Livonia Code of Ordinances, as
amended: Department of Law, re: to Chapter 40 (Prohibition on Use of
Groundwater) of Title 13 regarding use of groundwater wells.
First Reading given by Councilmember Meakin on July 8, 2009.
10. ROLL CALL: Proposed amendment to the Zoning Ordinance No. 543, as
amended: Department of Law, re: Petition 2009-03-06-01 submitted by the City
Planning Commission, pursuant to Council Resolution 98-09 and Section
23.01(a) of the Livonia Zoning Ordinance, as amended, to determine whether or
not to amend Sections 19.06 of Article XIX and Section 23.06 of Article XXIII of
Zoning Ordinance No. 543 in order to provide for a Mayoral veto of waiver use
and rezoning petitions. (CR 273-09)
First Reading given by Councilmember McCann on July 8, 2009.
11. APPLICATION FOR MASSAGE THERAPIST PERMIT: Office of the City Clerk,
re: submitted by Mariah A. Colella in accordance with Chapter 5.49 of the
Livonia Code of Ordinances, as amended.
12. WAIVER PETITION: Planning Commission, re: Petition 2009-04-02-07
submitted by BJKL d/b/a Valvoline Instant Oil Change requesting approval for
limited U-Haul truck rental in conjunction with an existing oil change facility on
property located on the north side of Plymouth Road, between Farmington Road
and Mayfield Avenue (32850 Plymouth Road), in the Southwest ¼ of Section 27.
13. LANGUAGE CHANGE: Petition 2009-04-06-02 submitted by the City Planning
Commission pursuant to Council Resolution #209-09 and Section 23.01(a) of
Zoning Ordinance No. 543, as amended, proposing to amend Sections 18.50A
and 18.50H of Article XVIII of the City of Livonia Zoning Ordinance to allow
variable electronic message signs.
Public Hearing held on July 13, 2009.
NEW BUSINESS
14. REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Linda Saenz, re: to
allow a DJ to perform from approximately 2:00 p.m. until 10:00 p.m. at 30285
Seven Mile, in connection with an outdoor graduation party scheduled for
Saturday, August 1, 2009.
15. REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Heather Swingle, re:
to allow a live band to perform from approximately 7:00 p.m. until 11:00 p.m. at

12332 Camden, in connection with their 3 annual gathering of friends scheduled
for Saturday, August 8, 2009.
