CONSENT AGENDA
1. REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: John Paepke, P.E.,
Traffic Operations Engineer-Taylor, State of Michigan, Department of
Transportation, re: in conjunction with the crack treatment on Old M-14 (Plymouth
Road) between Market Street and Farmington Road, to allow the contractor to start
operations at night, starting at 9:00 p.m. and continuing until 5:00 a.m. – Monday
through Thursday, work is expected to begin in or around June of 2015.
2. REQUEST TO APPROVE LEASE AGREEMENT BETWEEN THE CITY OF
LIVONIA AND ELIZABETH BURR FOR THE WHISPERING WILLOWS GOLF
COURSE CLUBHOUSE RESTAURANT: Department of Parks & Recreation, re:
for a period of eight (8) months, commencing on April 1, 2015 and ending on
November 30, 2015, with three (3) optional five (5) year extensions.
3. AWARD OF BID: Department of Management Information Systems, re: for the
proposed expansion of the City Fiber Network from City Hall to the Livonia
Community Recreation Center (LCRC) and the Department of Public Works
(DPW) for an amount not to exceed $145,348.91 from budgeted funds.

4. REQUEST FOR INFORMAL APPROVAL OF PROPOSED PROGRAM AND
TENTATIVE BUDGET FOR THE 2015-2016 COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM: Livonia Housing Commission, re: so that a
second public hearing can be held on this matter, after which time a final program
and budget will be forwarded to Council for formal adoption.
5. WAIVER PETITION: Planning Commission, re: Petition 2014-12-02-15,
submitted by Matthew Adamcheck, to operate an indoor training facility (4 Star
Strength & Conditioning) located on the west side of Industrial Road between the
CSX railroad right-of-way and Schoolcraft Road (30958 Industrial Road) in the
Northwest 1/4 of Section 26.

6. PROPOSED AMENDMENT TO ZONING ORDINANCE NO. 543, AS AMENDED:
Department of Law, re: Petition 2014-11-01-07, submitted by NPM Acquisitions,
L.L.C., to rezone the properties located on the southwest corner of Schoolcraft and
Inkster Roads (27403 and 27451 Schoolcraft Road), in the Northeast 1/4 of
Section 25, from OS (Office Services) and M-1 (Light Manufacturing) to C-4 (High
Rise Commercial Four Stories).

X1. REQUEST TO APPROVE NOTICE OF INTENT RESOLUTION TO ISSUE
REVENUE BONDS NOT TO EXCEED $9,400,000 AND DECLARING INTENT TO
REIMBURSE: Department of Finance, re: to construct, furnish and equip
improvements to the water supply system of the City’s existing Water Supply and
Sewage Disposal System through the approved State Drinking Water Revolving
Fund (DWRF) loan to be closed on June 25, 2015.
X2. REQUEST TO APPROVE EXTENSION OF CONTRACT BETWEEN THE
CONFERENCE OF WESTERN WAYNE AND LIVONIA YOUTH ASSISTANCE
PROGRAM THROUGH SEPTEMBER 30, 2016: Department of Community
Resources, re: to receive $18,046 to be used for the Youth Employment Resource
Program, the Youth Assistance Group Facilitators and Jail Tour expenses.
