OF THE COUNCIL OF THE CITY OF LIVONIA
On April 22, 1987, the above meeting was held at the City Hall , 33000
Civic Center Drive, Livonia, Michigan and was called to order by the President of
the Council at 8.01 P.M Councilman Ochala delivered the invocation Roll was
called with the following result Present Robert E McCann, Fernon P. Feenstra,
Robert R. Bishop, Gerald Taylor, Robert D Bennett and Ron Ochala, Absent Joan
McCotter.
Elected and appointed officials present Harry Tatigian, City Attorney,

On a motion by Councilman Bishop, seconded by Councilman Taylor, and
unanimously adopted, it was
#348-87 RESOLVED, that the minutes of the 1 ,101st Regular Meeting
of the Council of the City of Livonia, held April 8, 1987 are
hereby approved
On a motion by Councilman Feenstra, seconded by Councilman Taylor,
it was
#349-87 RESOLVED, that having considered a petition which bears
the signatures of certain residents on Fargo and Merriman received
by the Office of the City Clerk on March 27, 1987 wherein a
request is submitted for a street improvement of Fargo between
Seven and Eight Mile Roads, the Council does hereby refer this
item to the City Engineer for his report and recommendation
#350-87 RESOLVED, that having considered Petition 87-3-3-4
submitted by Doris Batten, 20821 Hugo, Farmington Hills, MI
48024 dated March 27, 1987 wherein a request is made for the
vacating of the south 1/2 (30 feet) of the 60 foot easement
located in the vacated public right-of-way, commonly known as
Pembroke Avenue, the Council does hereby refer the same to the

City Planning Department for action and recommendation in
accordance with provisions of law and City ordinance
#351-87 RESOLVED, that having considered a letter from Judith
I. Anderson dated March 30, 1987 wherein an interest is indicated
in the purchase of a portion of two parcels of City-owned land
which is located at the southeast corner of Wayne Road and Six
Mile Road, the Council does hereby refer this item to the
Engineering, Planning and Parks and Recreation Departments for
their respective reports and recommendations
#352-87 RESOLVED, that having considered a letter from Hart
b Leidal Investment Company, DQD Industries, SIJ L Development
Co. and Iron Workers Apprenticeship Fund of Eastern Michigan
dated March 19, 1987 wherein a request is submitted for the
City of Livonia to establish a special assessment district for
purpose of extending 900 feet of paving and utilities within
the Northeast 1/4 of Section 27, as indicated on the attached
map, and which Industrial Road extension would be a continuation
of the current SIJ L Industrial Park Subdivision area (Special
Assessment District 274), the Council does hereby refer this
item to the Engineering Department for its report and
recommendation, further the Council does hereby request that
the Engineering Department also submit a report and recommendation
lbw with respect to the feasibility of including an extension of
Hubbard Road to Schoolcraft Road as part of the proposed special
assessment district
#353-87 RESOLVED, that having considered a letter from Patricia Ann
Smith of the law firm of Brashear, Tangora and Spence dated
April 2, 1987 and submitted in behalf of Dr Stella Evangelista,
the owner and developer of the Laurel Park Center located at
Six Mile and Newburgh Roads wherein a request is submitted for
an amended site plan which would permit the reduction of the
berm along Six Mile Road as well as a request for permission
to place a sign on the south side of Six Mile Road on Laurel
Park Drive South, the Council does hereby refer this item to
the Planning Department for its report and recommendation which
should include consideration of providing an additional curb
cut on Six Mile Road to provide for access to this and adjoining
properties in the area
#354-87 RESOLVED, that having considered a letter from the
Chair of the Heritage Fair Committee of the Livonia Historical
Society dated April 3, 1987 wherein it is requested that
permission be granted to the "Buckskins" to set up campsites
at Greenmead Historical Village on Saturday night, June 6, 1987,
grant a Waiver of the Transient Merchants License for 31 craft
booths to be located on the grounds on Fair Day as well as the
impwaiver of the fee for auxillary police to be used for traffic
control on Fair Day, the Council does hereby approve and grant
this request in the manner and form herein submitted

L #355-87 RESOLVED, that having considered the report and
recommendation of the Fire Chief dated March 23, 1987 which
bears the signature of the Director of Finance and is approved
for submission by the Mayor Pro Tem, the Council does hereby
accept the bid of Life-Star, Inc. , 16855 Northville Road,
Northville, Michigan 48167 for supplying the Fire Division with
a new Chassis with Retrofit 1977 Horton 450MR for the price
of $44,693.00 the same having been in fact the lowest and only
bid received and meets specifications , further the Council does
hereby appropriate and authorize the expenditure of the sum
of $44,693.00 from the 1968 Fire Department Bond Issue for this
purpose
#356-87 RESOLVED, that having considered the report and
recommendation of the Chief of Police dated March 19, 1987 which
bears the signature of the Finance Director and is approved
for submission by the Mayor Pro Tem, the Council does hereby
authorize a one-year extension to expire on February 14, 1988
of the contract and unit price bid accepted in Council Resolution
108-86 adopted on February 10, 1986 of Allie Brothers Uniform,
20295 Middlebelt, Livonia, Michigan 48152 for supplying the
Division of Police with uniforms on the basis of the same prices,
terms and conditions previously approved, and the Council does
hereby authorize the said item without additional competitive
bids for the reasons indicated in the aforesaid communication,
and such action is taken in accordance with the provisions set
forth in Section 3 04. 140 D. 5 of the Livonia Code of Ordinances,
as amended.
#357-87 RESOLVED, that having considered the report and
recommendation of the Director of Finance dated April 8, 1987,
approved for submission by the Mayor Pro Tem, the Council does
hereby accept the unit price bid of Specialty Advertising, Inc ,
10833 Farmington Road, Livonia , Michigan 48150 for supplying
the City with the printing of envelopes and letterhead, further
the Council does hereby accept the unit price bid of Advance
Reproduction Company, 3000 W Fort Street, Detroit, Michigan
48216 for the printing of various forms , the aforesaid bids
having been in fact the lowest bid received and meets all
specifications
#358-87 RESOLVED, that having considered a communication from
the Director of Finance dated March 30, 1987, approved for
submission by the Mayor Pro Tem and to which is attached a
compilation and study of copy machines currently being used
in the City, the Council does hereby refer this item to the
Capital Improvement Committee for its report and recommendation.
L #359-87 RESOLVED, that having considered the report and
recommendation of the Department of Law dated March 11 , 1987,
approved for submission by the Mayor Pro Tem in connection with

certain City-owned tax-reverted property located on the Northeast
corner of Eckles and Schoolcraft Roads which property is 1 54
acres in size, the Council does hereby request that the Finance
Director advertise and thereafter take competitive bids for
the sale of this property in accordance with provisions of the
Finance Ordinance to thereafter be submitted to the Council
for its consideration
#360-87 RESOLVED, that having considered the report and
recommendation of the Labor Relations Director dated April 7,
1987, approved for submission by the Mayor Pro Tem with regard
to fee assessment received by the City of Livonia for its share
of the costs involved for coordinating services provided by
the Conference of Western Wayne for the Enhanced 9-1-1 emergency
telephone service, the Council does hereby appropriate and
authorize the expenditure of the sum of $1 ,650 00 from the
Unexpended Fund Balance Account to be paid to the Conference
of Western Wayne for the said coordinating services.
#361-87 RESOLVED, that having considered a letter from the
Executive Director of the Livonia Chamber of Commerce dated
April 13, 1987 wherein permission is requested to place 18 x
24 metal directional signs on the public right-of-way for the
"Livonia Business Expo" to be conducted on May 5, 6 and 7, 1987,
at the following locations
2 signs at 275 and Six Mile - 18 x 24
2 signs at 275 and Seven Mile - 18 x 24
1 sign at Haggerty and Six Mile - 18 x 24
1 sign at Haggerty and Seven Mile - 18 x 24
and which signs will read "Livonia Business Expo" with an
appropriate arrow, the Council does hereby concur in and approve
of this request in the manner and form herein submitted
#362-87 RESOLVED, that in accordance with the provisions set
forth in Section 4 of Act 207 of the Public Acts of Michigan
of 1921 , as amended, the City Zoning Act (MSA 5 2934, MCLA
125 584) , as well as Article XXIII of Ordinance 543, as amended,
the Zoning Ordinance of the City of Livonia, the Council does
hereby determine that a public hearing will take place before
the City Council of the City of Livonia on Monday, June 1 , 1987,
at 8 00 p m at the City Hall , 33000 Civic Center Drive, Livonia,
Michigan, with respect to the following items
(1 ) Petition 87-1-1-1 , as amended, submitted by Thomas
Goebel for a change of zoning of property located
on the southwest corner of Seven Mile Road and Harrison
Avenue in the Northwest 1/4 of Section 12,from RUF to
ifto R-1 and P S , the City Planning Commission in its
resolution 3-57-87 having recommended to the City
Council that Petition 87-1-1-1 , as amended, be approved,

(2) Petition 87-1-1-2, submitted by B. Boland Adams for
a change of zoning of property located on the north
side of Schoolcraft Service Drive, west of Richfield
in the Southeast 1/4 of Section 19, from R-1 to P.S. ,
the City Planning Commission in its resolution 3-58-87
having recommended to the City Council that Petition
87-1-1-2 be denied,
(3) Petition 87-1-1-3, submitted by Theodore and Diane
Manolakas for a change of zoning of property located
south of Plymouth Road, west of Farmington Road in
the Northeast 1/4 of Section 33 from RUF to P, the
City Planning Commission in its resolution 3-59-87
having recommended to the City Council that Petition
87-1-1-3 be denied,
(4) Petition 87-1-1-6, submitted by Dominic Soave for
a change of zoning of property located on the south
side of Eight Mile Road between Middlebelt and Brentwood
in the Northwest 1/4 of Section 1 from P.S to C-2,
the City Planning Commission in its resolution 3-60-87
having recommended to the City Council that Petition
87-1-1-6 be denied,
ii• (5) Petition 87-2-1-7, submitted by Dr Lawrence Singer
for a change of zoning of property located on the
southeast corner of Seven Mile Road and Brentwood
in the Northwest 1/4 of Section 12 from RUF to P S. ,
the City Planning Commission in its resolution 3-61-87
having recommended to the City Council that Petition
87-2-1-7 be approved,
FURTHER, the City Clerk is hereby requested to, no less than
fifteen (15) days prior to the aforesaid date of said public
hearing, cause to have a state indicating the (a) nature of
the proposed amendments to the Zoning Ordinance, and/or (b)
location of the proposed changes of zoning as set forth above,
first to be published in the official newspaper of the City
or a newspaper of general circulation in the City of Livonia
as well as to, not less than fifteen (15) days prior to said
public hearing, cause to have notice to be given by registered
mail to each public utility company and to each railroad company
owning or operating any public utility or railroad within the
districts or zones affected, and further, the City Clerk is
requested to do all other things necessary or incidental to
the full performance of this resolution
#363-87 WHEREAS, pursuant to the direction of the City Council
in its resolution 226-87, adopted on March 11 , 1987, and in
accordance with Section 3 08 140 of the Livonia Code of
Ordinances, as amended, the City Assessor of the City of Livonia

has prepared, reported and certified to the Council under date
of March 30, 1987 an assessment roll dated January 9, 1987 for
street lighting consisting of the installation of 100-watt high
pressure sodium lights on davitt poles with underground wiring
in the Newburgh Industrial Subdivision in the Northeast 1/4
of Section 30, containing the special assessments to be assessed
and levied, respectively, in the proposed special assessment
district heretofore established for the construction and operation
of the proposed improvement in said district as designated in
Council Resolution 226-87
THEREFORE, BE IT RESOLVED, that the said roll is hereby accepted
by the City Council , that it is hereby ordered to be filed in
the office of the City Clerk for public examination , that the
City Clerk be and hereby is directed to give notice as required
by the provisions of Section 3 08.110 of the Livonia Code of
Ordinances, as amended, to wit. that the assessment roll has
been made and filed in the office of the City Clerk for public
examination and that the City Council of the City of Livonia
will meet in the City Hall , 33000 Civic Center Drive, Livonia,
Michigan, on Monday, June 15, 1987, at 8.00 P.M. to review the
said Special Assessment Roll at which time and place opportunity
will be given to all interested persons to be heard,
IT IS FURTHER RESOLVED, that the City Clerk be and hereby is
directed to publish a notice of said public hearing at least
once in the official newspaper of the City of Livonia which
is published and circulated generally in and throughout the
said City, at least ten (10) days prior to the aforesaid date
of Monday, June 15, 1987, at 8 00 p m , the City Clerk is also
directed to give notice of said hearing by sending written notice
thereof by first class mail to each and every property owner
in the proposed assessment district as their respective names
and addresses appear on the most current assessment roll in
the City Assessor's office.
p364-87 RESOLVED, that the Council having considered a
communication from the City Engineer dated March 31 , 1987 ,
approved by the Director of Public Works and approved for
submission by the Mayor Pro Tem, submitted pursuant to the
requirements set forth in Section 16 24 310 of the Livonia Code
of Ordinances, as amended, wherein it is required that 100 watt
high pressure sodium lights on colonial post tops with underground
wiring shall be provided in all subdivisions in conformity with
the standards prescribed, and the City Engineer having ascertained
the assessed valuation of all property affected by the proposed
improvement with regard to Prides Court Subdivision located
in the Northeast 1/4 of Section 7, T 1S , R 9E , City of Livonia ,
Ibm Wayne County, Michigan, and such report having indicated the
number of parcels which show tax delinquencies, the number of
parcels owned by public authorities, the number of parcels which
are vacant, and having prepared and caused to be prepared plans

and specifications therefor and an estimate for the cost thereof,
and to file the same with the City Clerk together with his
recommendation as to what proportion of the cost should be paid
by special assessment and what part, if any, should be a general
obligation of the City, the number of installments in which
assessments may be paid and the lands which should be included
in the proposed special assessment district, and it appearing
to the Council that all of such information, estimate, plans,
specifications and recommendations have been properly filed
by the City Engineer with the City Clerk under date of March
31 , 1987, and that there has been a full compliance with all
of the provisions of Section 3 08.060 of the Livonia Code of
Ordinances, as amended, the Council does hereby set Monday,
June 15, 1987, at 8 00 P M as the date and time for a public
hearing on the Necessity for such proposed improvement which
public hearing shall be held before the Council in the Livonia
City Hall , 33000 Civic Center Drive, Livonia, Michigan, pursuant
to Section 3.08.070 of said Livonia Code of Ordinances, as
amended, and the City Clerk is hereby authorized to give notice
and publication of such hearing as is required by Section 3.08.070
of said Code.
#365-87 RESOLVED, that the Council having considered a
communication from the City Engineer dated April 3, 1987, which
bears the signature of the Finance Director and approved for
imi submission by the Mayor Pro Tem, and submitted pursuant to Council
Resolution 1115-86, and the City Engineer having ascertained
the assessed valuation of all property affected by the proposed
street improvement of Brightmoor Homes Acres Subdivision, located
in the Southeast 1/4 of Section 15 which property would be
improved by placing an asphalt surface of approximately
4" on the existing roadway (Alternate IV) and such report having
indicated the number of parcels which show tax delinquencies,
the number of parcels owned by public authorities, the number
of parcels which are vacant, and having prepared and caused
to be prepared plans and specifications therefor and an estimate
for the cost thereof, and to file the same with the City Clerk
together with his recommendation as to what proportion of the
cost should be paid by special assessment and what part, if
any, should be a general obligation of the City, the number
of installments in which assessments may be paid and the lands
which should be included in the proposed special assessment
district, and it appearing to the Council that all of such

On a motion by Councilman Feenstra, seconded by Councilman Taylor, and
unanimously adopted, it was
#366-87 RESOLVED, that having considered the report and
recommendation of the Finance and Insurance Committee dated
April 6, 1987 and submitted pursuant to Council Resolution 261-87
in connection with Summer CTAN' s and Arbitrage, the Council
does hereby concur in the recommendation of the Finance Director
that the City should proceed with Summer CTAN's, and the Finance
Director is hereby requested to do all things necessary and
incidental to the full performance of this resolution.
On a motion by Councilman Taylor, seconded by Councilman Bishop, and
160 unanimously adopted, it was
#367-87 RESOLVED, that having considered the report and
recommendation of the Committee of the Whole dated April 13,
1987, submitted pursuant to Council Resolution 272-87 in
connection with a communication from the City Planning Commission,
dated November 24, 1986 which sets forth its resolution 11-287-86
adopted on November 18, 1986 with regard to Petition 86-10-1-44
submitted by Centrum Development Company for a change of zoning
on property located south of Jamison, west of Sunbury in the
Northwest 1/4 of Section 24 from P L to R 9-1 (Public Land
to Housing for the Elderly-4 stories) , and the Council having
conducted a public hearing with regard to this matter on Monday,
January 26, 1987, pursuant to Council Resolution 1149-86, the
Council does hereby concur in the recommendation of the Planning
Commission and said Petition 86-10-1-44 is hereby approved and
granted, and the City Planner is hereby instructed to cause
the necessary map for publication to be prepared indicating
the zoning change herein approved and to furnish the same to
the Department of Law and, upon receipt of such map, the
Department of Law is requested to prepare an ordinance amending
Ordinance 543, as amended, in accordance with this resolution

On a motion by Councilman Bennett, seconded by Councilman Feenstra, and

#368-87 RESOLVED, that having considered the report and
recommendation of the Legislative Committee dated April 14,
1987 submitted pursuant to Council Resolution 476-82 in connection
with a communication from the City Planning Commission, dated
April 23, 1982, which sets forth its resolution 4-66-82, adopted
on April 13, 1982, with regard to Petition 81-2-6-3 submitted
by the City Planning Commission on its motion to amend Article
XII of Ordinance No 543, by adding Section 12.03, Special
Uses, to P.L District regulations, and the Council having
conducted a public hearing on this matter on June 7, 1982 pursuant
to Council Resolution 342-82, the Council does hereby refer
this item back to the City Planning Commission for an updated
report and recommendation, the action herein being based in
part on the staleness of the public hearing previously conducted
on this item
On a motion by Councilman Bennett, seconded by Councilman Feenstra, and
unanimously adopted, it was
#369-87 RESOLVED, that having considered the report and
ibm recommendation of the Legislative Committee dated April 14,
1987 submitted pursuant to Council Resolution 281-85, the Council
does hereby request that the City Planning Commission prepare
an amendment to Ordinance No 543 to eliminate those sections
which provide for site plan approval by the Planning Commission
only for commercial sites less than five acres and P S sites
less than two acres, and thereafter to hold a public hearing
and provide a report and recommendation to the City Council
On a motion Councilman Bennett, seconded by Councilman Taylor, and
unanimously adopted, it was
1370-87 RESOLVED, that having considered the report and
recommendation of the Legislative Committee dated April 14,
1987 submitted pursuant to Council Resolution 1082-85 in
connection with a communication from the City Planning Commission,
dated October 1 , 1985 which sets forth its resolution 9-211-85
adopted on September 24, 1985 with regard to Petition 85-8-6-4
submitted by the City Planning Commission to amend Section 9 05
of Zoning Ordinance 543 relating to side yard requirements in
the waiver use section of the P S Zoning Districts, and the
Council having conducted a public hearing with regard to this
matter on November 18, 1985, pursuant to Council Resolution
901-85, the Council does hereby concur in the recommendation
of the Planning Commission and approve and grant Petition
85-8-6-4, and the Department of Law is hereby requested to prepare

an ordinance amending Ordinance 543, as amended, in accordance
with this resolution
On a motion by Councilman Bennett, seconded by Councilman Taylor, and
unanimously adopted, it was
#371-87 RESOLVED, that having considered the report and
recommendation of the Legislative Committee dated April 14,
1987 and submitted pursuant to Council Resolution 178-87 in
connection with a communication from the City Planning Commission
dated December 15, 1986 which sets forth its resolution 12-312-86
adopted on December 9, 1986 with regard to Petition 86-10-6-3,
submitted by the City Planning Commission to amend Sections
25.07 and 26.07 of Zoning Ordinance No. 543 by incorporating
language regarding the regulation of walls for high-rise
buildings, and the Council having conducted a public hearing
with regard to this matter on February 18, 1987, pursuant to
Council Resolution 23-87, the Council does hereby reject the
recommendation of the Planning Commission and Petition 86-10-6-3
is hereby denied.

5, CHAPTER 84 (TAXICABS) OF THE LIVONIA
CODE OF ORDINANCES, AS AMENDED.
A roll call vote was taken on the foregoing Ordinance with the following result

The President declared the foregoing Ordinance duly adopted, and would become
effective on publication
Councilman Bennett gave first reading to the following Ordinance.
AN ORDINANCE AMENDING SECTION 030( 1 ) OF
TITLE 5, CHAPTER 84 (TAXICABS) OF THE LIVONIA
CODE OF ORDINANCES, AS AMENDED
The foregoing Ordinance, when adopted, is filed in the Journal of Ordinances in
the Office of the City Clerk and is the same as if word for word repeated herein

LThe above Ordinance was placed on the table for consideration at the next regular
meeting of the Council .
On a motion by Councilman Bennett, seconded by Councilman Ochala, and
unanimously adopted, it was
1372-87 RESOLVED, that having considered the report and
recommendation of the Legislative Committee dated April 14,
1987 and submitted pursuant to Council Resolution 28-86 in
connection with a communication from the Department of Law dated
December 6, 1985, approved by the Planning Director, and submitted
pursuant to Council Resolution 166-85, and to which is attached
a proposed Noise Control Ordinance, the Council does hereby
refer this item back to the Engineering, Planning and Law
Departments for technical corrections and changes which include
Mr. Walter Bergman's suggestions where appropriate , as well
as updating enforcement provisions
On a motion by Councilman Taylor, seconded by Councilman Feenstra, and

1373-87 RESOLVED, that having considered a letter from the
Vice-Chairman of the Sesquicentennial Committee of the
Clarenceville School District dated April 7, 1987 wherein
permission is requested to conduct a parade on Saturday, June
27, 1987 as part of the Clarenceville School District
Sesquicentennial Celebration, the Council does hereby approve
and grant this request wherein the proposed parade would commence
on the east side of Middlebelt at St Martins and go north to
the David B McDowell Athletic Field beginning at 10 00 A M.
on Saturday, June 27, 1987, the approval herein being made subject
to and conditioned upon the approval of the Livonia Police
Department and Wayne County
On a motion by Councilman Bishop, seconded by Councilman Ochala, and
unanimously adopted, it was
1374-87 RESOLVED, that having considered a letter from the
Michigan Liquor Control Commission dated February 10, 1987,
and the report and recommendation of the Chief of Police dated
April 1 , 1987 in connection therewith, the Council does hereby
approve of the request from J & G Leasing Corporation, Stockholder
Lin May-Sakis, Inc to add J & G Leasing Corporation as new
stockholder in 1986 Class C Licensed Corporation through sale
of all stock from existing stockholders Gerald C May and John
E Roussakis for a business located at 35085 Plymouth Road,
Livonia, Michigan 48150, Wayne County, and the City Clerk is

hereby requested to forwarda certified copy of this resolution
L. to the Michigan Liquor Control Commission.
On a motion by Councilman Taylor, seconded by Councilman Ochala, and
unanimously adopted, it was
#375-87 RESOLVED, that having considered a communication from
the City Assessor, dated April 1 , 1987 , approved for submission
by the Mayor Pro Tem, with regard to a request from Westwood
Building Co. , Inc. , 30443 Hoy Road, Livonia , Michigan 48154
and in accordance with the provisions of 1967 PA 288, as amended,
as well as Section 18.46 of Ordinance No 543, as amended, the
Livonia Zoning Ordinance, the Council does approve of the proposed
division of Tax Item 46 051 01 0220 000 (138220) into two parcels,
the legal descriptions of which shall read as follows.

unanimously adopted, it was

recommendation of the Department of Law dated May 31 , 1987,
approved for submission by the Mayor Pro Tem and submitted
pursuant to Council Resolution 94-87 with regard to certain
City-owned tax-reverted property located at 31736 West Chicago,

Livonia, Michigan, the Council does hereby refer this item to
the Finance Director for the preparation of specifications and
thereafter the taking of competitive bids for the disposition
of this property in accordance with the provisions of the Finance
Ordinance to thereafter be submitted to Council for its
consideration; further the Council does hereby request that
the aforesaid specifications shall require that the said parcel
of property shall be restricted in its use to a single residential
dwelling and that an appropriate cash bond to be established
by the Engineering Department shall be required to be posted
with the City to assure rehabilitation of the subject property
to a livable condition in accordance with City standards and
requirements, said bond to be posted at the time of closing.
On a motion by Councilman Ochala, seconded by Councilman Feenstra, and
unanimously adopted, it was
#377-87 RESOLVED, that having considered a communication from
the City Planning Commission, dated March 19, 1987, which
transmits its resolution 3-55-87 adopted on March 10, 1987 with
regard to Petition 87-2-8-7 submitted by Foresta Group, Inc ,
requesting site plan approval in connection with a proposal
to renovate an existing office building on the north side of
Five Mile Road between Edington and Stamford in Section 16,
pursuant to the provisions set forth in Section 18.47 of Ordinance
No. 543, as amended, the Council does hereby concur in the
recommendation of the Planning Commission and Petition 87-2-8-7
is hereby approved and granted, such approval to be based upon
the same conditions as those set forth in the aforesaid
recommendation of the Planning Commission
On a motion by Councilman Bishop, seconded by Councilman Taylor, and
unanimously adopted, it was
#378-87 RESOLVED, that having considered a communication from
the Planning Department dated April 6, 1987 which transmits
its resolution 3-70-87 adopted on March 24, 1987 with regard
to a sign permit application submitted by Mr McGee' s for approval
to erect an awning sign at 19170 Farmington Road, the Council
does hereby concur in the recommendation of the Planning
Commission and approve the said sign application subject to
the same condition as that set forth in the aforesaid
recommendation of the Planning Commission
On a motion by Councilman Feenstra, seconded by Councilman Bishop, and
unanimously adopted, it was

Iwo 0379-87 RESOLVED, that having considered a communication from
the Director of Community Resources dated April 6, 1987, approved
by the Finance Director and approved for submission by the Mayor
Pro Tem, the Council does hereby accept cash donations in the
amount of $834 00 from the parties indicted in the aforesaid
communication; and the Council does hereby authorize an increase
in Sundry Income Account 101-000-698 000 and Community Resources
Account 101-891-931 .010 each in the amount of $834.00 in order
for the said donations to be utilized for the Senior Citizen
programs.
On a motion by Councilman Taylor, seconded by Councilman Bennett, and
unanimously adopted, it was
0380-87 RESOLVED, that having considered the communication
from the Director of Community Resources dated March 27, 1987,
approved by the Finance Director and approved for submission
by the Mayor Pro Tem, the Council does hereby accept a cash
donation in the amount of $88.80 from Project Concern, Inc. ,
and the Council does hereby authorize an increase in the Sundry
Income Account 101-000-698.000 and Community Resources Account
101-891-886 140 each in the amount of $88.80 in order for the
aforesaid donation to be utilized for the Livonia Youth Assistance
Programs Parent Support Group
On a motion by Councilman Bennett, seconded by Councilman Bishop, and
unanimously adopted, it was
1381-87 WHEREAS, the trade deficit of the United States has
risen to the enormous and frightening cumulative total of $629
billion since 1980, and
WHEREAS, the number of industrial jobs in this country
that have been lost as a direct result of this mounting total
is approaching three million, and
WHEREAS, all sectors of our national economy, from
high-tech growth industries to the public sector to service
industries, are now adversely affected along with basic
manufacturing by unbalanced foreign trade, and
WHEREAS, the uncontrolled trade deficits are a major
contributor to the status of the United States as the world' s
leading debtor nation, with a global debt now exceeding $220
billion -- more than double the debt owed by Brazil , and

li. WHEREAS, bilateral negotiations with our major trading
partners have failed to open their markets to U.S. goods or
to significantly reduce our trade deficit; and
WHEREAS, the dramatic decline of the value of the U.S.
dollar in relation to certain foreign nations' currencies has
likewise not remedied the deficits we are running in trade with
those nations,
THEREFORE BE IT RESOLVED. That this body urge Congress to enact
H.R 3 Comprehensive Trade Legislation -- a strong and effective
legislation designed to balance U.S trade accounts with our
major trading partners, and
That such legislation must include goals and timetables for
reducing the huge trade surpluses that major U.S trading partners
have run at our expense, and
That such legislation must include specific, mandated sanctions
to be applied to those trading partners that fail to open their
markets to U.S. products and thus bring their trade accounts
with this country into reasonable balance, and
That this resolution be forwarded immediately to the distinguished
L Representatives and Senators who serve the people of the State
of Michigan and that these same Representatives and Senators
be earnestly petitioned to cast their votes accordingly.
On a motion by Councilman Taylor, seconded by Councilman Feenstra, and
unanimously adopted, it was
#382-87 RESOLVED, that having considered a communication from
the City Planning Commission dated April 22, 1987 which transmits
its Resolution 4-84-87, adopted on April 21 , 1987 with regard
to Petition 87-2-3-2, submitted by the City Planning Commission,
requesting the vacating of a drainage easement within Fairway
Subdivision No 2 located on the west side of Gill Road, south
of Norfolk Avenue in the Northwest 1/4 of Section 4, the Council
does hereby concur in the recommendation of the City Planning
Commission and does grant and approve the said Petition 87-2-3-2,
and the Department of Law is hereby requested to prepare the
necessary vacating ordinance in accordance with this resolution.

Pro Tem and the Finance Director with respect to a Five Year
Lease/Buy Capital Expenditure Plan, including financial options,
for the Fire Department
