HomeMy WebLinkAboutCOUNCIL MINUTES 1975-01-13 SPECIAL 1+735 MINUTES OF THE ONE HUNDRED FIFTY-SEVENTH SPECIAL MEETING OF THE COUNCIL OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held January 13, 1975, at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approximately 7:35 P. M.. Roll was called with the following result: Present-- Robert F. Nash, Robert R. Bishop, Peter A. Ventura, Jerry Raymond, Jerry H. Brown, Robert E. McCann and Robert D. Bennett. Absent--None. Elected and appointed officials present: Addison W. Bacon, City Clerk; Harry C. Tatigian, City Attorney; Robert Osborn, Director of Public Works; Jack Dodge, Director of Finance; James Miller, Personnel Director; and Robert Biga of the Civil Service Department. By Councilman Brown, seconded by Councilman Ventura, it was #11-75 RESOLVED, that having considered the report and recommendation of Mayor Edward H. McNamara, dated January 8, 1975, with regard to the allocation of $157,748 to the City of Livonia by the U. S. Department of Labor, Manpower Administrator, pursuant to the Comprehensive Employment and Training Act of 1973, and authorized by Title I of the Emergency Jobs and Unemployment Assistance Act of 1974, wherein Mayor Edward H. McNamara has been designated as the grantee to administer this grant, the City Council does hereby authorize Mayor Edward H. McNamara to execute all documents, applications, and form required under this program in order for the City of Livonia to provide Manpower services to the citizens of Livonia in accordance with the regulations and requirements as set forth by the U. S. Department of Labor and the Congress of the United States; and the Mayor is hereby authorized to institute such programs and to do all things necessary, after consultation with the City Council, so as to implement and effectuate the same; further, the City Council does hereby authorize the Mayor, City Clerk, City Treasurer, and all other affected agencies of the City of Livonia to do all things required to fulfill the purpose of this resolution and assure that the City of Livonia will partic- ipate in this program in full compliance with such laws and regulations as may be applicable thereto. A roll call vote was taken on the foregoing resolution with the following result: AYES: Bishop, Ventura, Raymond, Brown, McCann, Bennett and Nash. NAYS: None. 14736 By Councilman Ventura, seconded by Councilman McCann, it was #12-75 RESOLVED, that having considered a communication from the Personnel Director dated January 9, 1975, which bears the signature of the Finance Director, is approved for submission by the Mayor, and which transmits a resolution adopted by the Civil Service Commission on January 7, 1975, wherein the Commission did recommend the establishment of the following job classifications and salaries to be utilized in connection with Title VI of the Comprehensive Employment Training Act of 1973, as amended: CLASSIFICATION FLAT RATE SALARY* Public Service Intern I $ 8,000 Public Service Intern II 9,000 Public Service Intern III 10,000 *Includes cost-of-living allowance and further, that these are temporary full-time positions and that the salary rate represents full compensation for all services rendered with no other compensation or benefits to be received except that employees in these classifications who have been continuously employed for at least 480 hours prior to a designated contractural holiday shall be eligible for holiday pay, the Council does hereby determine to concur in and approve of such action. ims A roll call vote was taken on the foregoing resolution with the following result AYES: Bishop, Ventura, *Raymond, Brown, McCann, Bennett and Nash. NAYS: None. *Councilman Raymond wishes the record to show that he requests this matter be reviewed after six months. On motion of Councilman Bennett, seconded by Councilman McCann, and unanimously adopted, this 157th special meeting of the Council of the City of Livonia was duly adjourned at 8:10 p. m., January 13, 1975.
