COMMITTEE OF THE WHOLE HELD OCTOBER 24, 1952.

The above meeting was held at the City Hall, 33110 Five Mile Road, Livonia
Michigan, on October 24, 1952. The meeting was called to order by President Wolfe
at approximately 8:00 P. M. Roll was called with the following result: Present --
Harry S. Wolfe, Raymond E. Grimm, Wilson W. Edgar, John Whitehead, Nettie Carey
and William Taylor; absent -- Harold Bower.
President Wolfe appointed Councilman Whitehead to act as Chairman of this
meeting.
There were also present Mayor Ziegler, Malcolm Waring, Planning Consultant,
William W. Brashear, City Attorney, and the following members of the City Planning
Commission: Helen Byers, Paul Harsha, Ed Conway and George Bentley.
Careful consideration was given to the communication of the City Planning
Commission dated October 18, 1952, together with certified copy of resolution adopted
by such commission on October 16, 1952, and all matters mentioned in such resolution.
The proposed new Zoning Map, as originally set for public hearing before the commission
on July 30, 1952, and as later amended by the Commission, was examined and considered,
section by section.
Councilman Grimm made a motion that this committee recommend to the Council
that the portion of the East 1/2 of the Northeast 1/4 of Section 9 designated on such
map as R-U-F-B be changed to R-1-B. The above motion was supported by Councilman
Taylor and adopted by a unanimous vote.
Councilman Wolfe made a motion that this committee recommend to the Council
that the C-2 business area consisting in part of the Southeast corner of Section 11
be squared to a depth of 300 feet. This motion was supported by Councilman Edgar and
was adopted by a unanimous vote.

LaC Councilman Wolfe made a motion that this committee recommend to the Council
that the C-2 business area consisting in part of the Northwest corner of Section 13 be
changed to a depth of 300 feet on Middlebelt and 400 feet on Six Mile Road. This motion
was supported by Councilman Grimm and was adopted by a unanimous vote.
Councilman Carey made a motion that this committee recommend to the Council
that the frontage immediately north of Five Mile Road, from Merriman Road to an extension
of the East Boundary of the existing M-1 district immediately south of Five Mile Road,
in Section 23, be zoned as C-2 to a depth of 150 feet from the north boundary of
Five Mile Road. This motion was supported by Councilman Taylor and was adopted by a
unanimous vote.
Councilman Wolfe made a motion that this committee recommend to the Council
that the C-2 business area consisting in part of the Southeast corner of Sedtion 15
be enlarged to a depth of 150 feet from the north boundary of Five Mile Road. This
motion was supported by Councilman Taylor and was adopted by a unanimous vote.
Councilman Edgar made a motion that this committee recommend to the Council
that the Council concur in the proposal of the City Planning Commission that the
existing M-1 district in Section 23 be changed to an R-U-F-B district. This motion
was supported by Councilman Grimm, but was lost by the following vote:
AYES: Edgar
NAYS: Grimm, Whitehead, Carey, Taylor end Wolfe.
Councilman Wolfe made a motion that this committee recommend to the Council
that the existing M-1 district in Section 23 be reduced to a frontage on Five Mile
Road of 300 feet extending 150 feet west and 150 feet east of the 1/4 line of the
section; that such district extend to a depth of 100 feet wouth of the existing
buildings in such district; and that the remainder of said existing district be
changed to an R-U-F-B classification. This motion was supported by Councilman Grimm a
and was adopted by the following vote:

AYES: Wolfe, Grimm, and Whitehead.
1:01 NAYS: Edgar and Carey.
Councilman Grimm made a motion that this committee recommend to the Council
that that portion of the South 1/2 of Section 27, shown on such map as R-U-F-B, be
changed to a classification of M-1, except an R-U-F-B strip 360 feet in depth along
the went side of Merriman Road and an R-U-F-B strip 300 feet in depth along the
east side of Farmington Road, neither of which strips shall extend beyond the
boundaries of the existing R-U-F-B district. This motion was supported by Councilman
Carey and was adopted by unanimous vote.
Councilman Carey made a motion that such Zoning Map be approved in its
entirety, except as to those changes stated in this motion s heretofore adopted at
this meeting. This motion was supported by Councilman Grimm and was adopted by the
following vote:
AYES: Carey, Taylor, Grimm, Whitehead and Wolfe.
NAYS: Edgar.
Councilman Carey made a motion that this committee recommend to the Council
that the City Attorney be instructed to prepare and submit to the "ouncil the proposed
new Zoning Ordinance in accordance with the report of this committee and the resolution
adopted by the City Planning Commission on October 16, 1952. This motion was supported
by Councilman Taylor and was adopted by a unanimous vote.
On motion duly made, seconded and unanimously adopted, the meeting was
adjourned at 1:30 A. M., October 25, 1952.
