MINUTES OF THE SEVEN HUNDRED SEVENTY-SIXTH REGULAR MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
On January 9, 1974, the above meeting was held at the City Hall, 33001 Five
Mile Road, Livonia, Michigan, and being the first meeting of the new Council follow-
ing the City election on November 6, 1973, such meeting being called to order by
Addison W. Bacon, City Clerk, at approximately 8:05 P. M.. Councilman Brown delivered
the invocation. Roll was called with the following result: Present--Jerry H. Brown,
Peter A. Ventura, Jerry Raymond, Robert F. Nash, Robert E. Bishop, Robert E. McCann
and Robert D. Bennett. Absent--None.
Elected and appointed officials present: Edward H. McNamara, Mayor;
Addison W. Bacon, City Clerk; Virginia G. Handzlik, Deputy City Clerk; Robert MC
Feinberg, Assistant City Attorney; Rudolf R. Kleinert, Director of Public Safety-Fire;
John T. Dufour, Superintendent of Parks and Recreation; Robert E. Osborn, Executive
Assistant to the Mayor; Ronald Mardiros, City Assessor; H. L. Bridges, Assistant City
Assessor; John Nagy, City Planner, Stanley Bien, Chief Librarian; Joseph R. Talbot,
Planning Commission; Francis M. Hand, Planning Commission; and Michael Reiser of the
Water and Sewer Board.
By Councilman Ventura, seconded by Councilman Brown, and unanimously
adopted, it was
41-74 RESOLVED, that Robert F. Nash is hereby declared to be the
President of the Council for the two (2) year period commencing
January 1, 1974.
Addison W. Bacon, City Clerk, thereupon presented the gavel to the new
President, and Mr. Nash presided over the balance of the meeting.
By Councilman Bennett, seconded by Councilman McCann, and unanimously
adopted, it was
L 42-74 RESOLVED, that Jerry H. Brown is hereby declared to be Vice-
President of the Council for the two (2) year period commencing
January 1, 1974.

By Councilman Ventura, seconded by Councilman Bishop, and unanimously
adopted, it was
#3-74 RESOLVED, that the minutes of the 775th regular meeting of the
Council of the City of Livonia, held December 19, 1973, are hereby
approved.
The communication dated December 20, 1973 from the Local Officers Compensa-
tion, with respect to Elected Officials Salaries, was received and filed for the
information of the Council.
The communication from Robert R. Bishop, dated November 17, 1973, tendering
his resignation from the Livonia Zoning Board of Appeals, was received and filed for
the information of the Council.
By Councilman Bennett, seconded by Councilman Bishop, and unanimously
adopted, it was
#4-74 RESOLVED, that pursuant to Section 21.02 of the Zoning Ordinance,
Ordinance 543, as amended, and Section 5, Act 207, Public Acts of Michigan
of 1921, as amended, Conrad Gniewek, 14571 Auburndale, Livonia, Michigan,
is hereby appointed as a member of the Zoning Board of Appeals for the
unexpired term of Robert R. Bishop.
By Councilman Raymond, seconded by Councilman McCann, and unanimously
adopted, it was
#5-74 RESOLVED, that pursuant to Chapter. 7, Section 2-707, of the
Livonia Code of Ordinances, as amended, Councilman Ventura is hereby
appointed to the Board of Trustees for the Employees Retirement System.
The President of the Council acknowledged receipt of a Veto from the
Mayor, dated January 3, 1974, of Council resolution #1030-73, which approved a
Class "C" License for the Tokyo Restaurant, and will be acted upon at the Regular
Meeting to be conducted on January 16, 1974.
The item on the agenda with respect to the Council President's Committee
Appointments was deferred to a later meeting of the Council.
By Councilman Ventura, seconded by Councilman McCann, and unanimously
adopted, it was

#6-74 RESOLVED, that having considered a communication dated January 8,
1974 from Addison W. Bacon, City Clerk, the Council does hereby concur
in the appointment of Virginia G. H=andzlik as Deputy City Clerk.
By Councilman Ventura, seconded by Councilman McCann, and unanimously
adopted, it was
#7-74 RESOLVED, that having considered a communication dated January 8,
1974 from Addison W. Bacon, City Clerk, wherein he requests that the salary
for the position of Deputy City Clerk be established in the amount of
$14,750 per annum, effective January 1, 1974, the Council does hereby
determine to refer this matter to the Committee of the Whole for its
consideration.
By Councilman Raymond, seconded by Councilman Brown, and unanimously
adopted, this 776th regular meeting of the Council of the City of Livonia was duly
adjourned at 8:20 P. M., January 9, 1974.
