HomeMy WebLinkAboutCOUNCIL MINUTES 1971-02-22 SPECIAL MINUTES OF THE ONE HUNDRED THIRTY-FOURTH SPECIAL MEETING 11942 OF THE COUNCIL OF THE CITY OF LIVONIA Pursuant to the provisions of Section 8, Chapter IV of the City Charter, the above meeting was held February 22, 1971, at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and was called to order by the President of the Council at approx- imately 7:05 P. M. Roll was called with the following result: Present--Robert F. Nash, Robert D. Bennett, Robert E. McCann, Peter A. Ventura and Edward G. Milligan. Absent--Jerry H. Brown and Jerry Raymond. Elected and appointed officials present: Edward H. McNamara, Mayor; Addison W. Bacon, City Clerk; Harry C. Tatigian, City Attorney; William J. Strasser, City Engineer; Ed Siemert, Assistant City Engineer; and Thomas Griffiths, Chief Accountant. By Councilman Milligan, seconded by Councilman McCann, it was #142-71 BE IT RESOLVED, that the CITY OF LIVONIA enter into an agreement with the Board of County Road Commissioners of the County of Wayne, Michigan, relative to the improvement of Five Mile Road from Merriman Road to Levan Road in the City of Livonia, Wayne County, Michigan, a copy of said agreement is attached hereto and made a part hereof. BE IT FURTHER RESOLVED, that the Mayor and City Clerk be and the same are hereby authorized to execute the foregoing agreement for and on behalf of the City of Livonia. A roll call vote was taken on the foregoing resolution with the following result: AYES : Bennett, McCann, Ventura, Milligan and Nash. NAYS : None. By Councilman Bennett, seconded by Councilman McCann, and unanimously adopted, it was #143-71 RESOLVED, that having considered a request dated February 22, 1971 from Mrs. Dorothy J. Meyer, Chairman of the Buchanan Elementary School Fun Fair, requesting permission to use a Sound Car System, furnished by the Funz-O-Rama Games people, in connection with the Fun Fair to be conducted on February 27, 1971, the Council does hereby grant permission for the same in the manner requested on Saturday, February 27, 1971 from 10:00 A. M. to 3:00 P. M., in Section 15 only. 11943 By Councilman Milligan, seconded by Councilman Ventura, and unanimously adopted, it was #144-71 RESOLVED, that the Council does hereby determine to rescind Council Resolution No. 132-71, adopted on February 10, 1971, which set a Public Hearing date with respect to Petition No. 70-11-2-23, submitted by Rodney C. Kropf in behalf of Larry J. Huggins and Dale Huggins, requesting to be granted a Waiver Use Permit. By Councilman Milligan, seconded by Councilman Ventura, and unanimously adopted, it was #145-71 RESOLVED, that having considered a communication dated January 25, 1971 from Rodney C. Kropf, Attorney in behalf of Larry J. Huggins and Dale Huggins, which in accordance with the provisions of Section 19.08 of Ordinance No. 543, as amended, the Zoning Ordinance, takes an appeal from a determination made on January 19, 1971 by the City Planning Commission in its resolution No. 1-3-71 with regard to Petition No. 70-11-2-23 submitted by Rodney C. Kropf, attorney for Larry J. Huggins and Dale Huggins, requesting permission to construct and operate a new, modern car wash and to dispense gasoline on property located on the east side of Middlebelt Road between Broadmoor and Sunnydale, in the Southwest 1/4 of Section 13, as a waiver use on proper- ty zoned C-2, the Council does hereby designate Monday, April 5, 1971 at 8:00 P. M. as the date and time for conducting a Public Hearing with regard to this matter, such hearing to be held at the City Hall, 33001 Five Mile Road, Livonia, Michigan, and the City Clerk is hereby requested to do all things necessary in order to give proper notice in writing as well as by the publication of a notice in the City's official newspaper of such hearing and the date and place thereof in compliance with the requirements set forth in Ordinance No. 543, as amended, the Zoning Ordinance of the City of Livonia. By Councilman Ventura, seconded by Councilman McCann, it was #146-71 RESOLVED, that having considered the verbal report of the Mayor and City Clerk concerning the funds necessary to implement new salary rate schedules and the pension contribution for the period commencing on and from December 1, 1970 through May 31, 1971, as approved in Council Resolution No. 141-71, with respect to salaries of Firemen represented by the Livonia Fire Fighters Association, the Council does hereby appropriate and authorize the transfer of the sum of $53,750.00 from the Unappropriated Fund Balance Account of the General Fund to the following Accounts as indicated: a/c #702 a/c #721 Activity Bureau Gross Wages Pension Contr. 338 Fire Fighting $45,900. $5,500. 341 Fire Prevention 2,100. 250. $48,000. $5,750. L. 11944 A roll call vote was taken on the foregoing resolution with the following result. AYES: Bennett, McCann, Ventura, Milligan and Nash. NAYS: None. By Councilman Milligan, seconded by Councilman McCann, it was #147-71 RESOLVED, that having considered the verbal report of the Mayor and City Clerk concerning the funds necessary to meet the salary rate schedules of the Livonia Police Lieutenants and Sergeants, as set forth in an agreement dated August 5, 1970 and approved by the Council in Council Resolution No. 635-70, the Council does hereby approve and author- ize the transfer of the sum of $16,090.00 for the period commencing December 1, 1970 through May 31, 1971 from the Unappropriated Fund Balance of the General Fund to the following Accounts as indicated: Account # Bureau a/c #702 a/c #721 Total Gross Wages Pension 301 Traffic $ 690. 83. 773. 307 Detective 5,700. 690. 6,390. 316 Juvenile 690. 83. 773.
