OF THE COUNCIL OF THE CITY OF LIVONIA
Pursuant to the provisions of Section 8, Chapter IV of the City Charter,
the above meeting was held April 6, 1968, at the City Hall, 33001 Five Mile Road,
Livonia, Michigan, and was called to order by the President of the Council at approx-
imately 1:20 P. M. Roll was called with the following result Present--Peter A.
Ventura, Rudolf R. Kleinert, Edward H. McNamara, Jerry Raymond, Robert F. Nash and
Edward G. Milligan. Absent--Jack Salvadore.
Elected and appointed officials present Addison W. Bacon, City Clerk,
Steve Polgar, City Attorney; and Donald Nicholson, Director of Public Safety.
By Councilman Milligan, seconded by Councilman McNamara, it was
#295-68 RESOLVED, that the Council of the City of Livonia considers it
prudent that it enter into a mutual police assistance agreement with all
other communities in Wayne County. Such agreement is to follow closely
the provisions set forth in Act No. 236, Public Acts of 1967 in that the
agreement between communities must
a) provide for the nature of emergencies included;
b) State who shall have the authority to declarek the emergency,
c) define under what circumstances police assistance may be asked
for,
d) what officials will have the authority to ask for police aid,
e) under whose authority will the policemen serve,
f) what powers, duties and responsibilities will police detach-
ments have,
g) provide for compensation, disability payments, insurance,
retirement and furlough payments to police officers,
h) provide for reimbursement for equipment, supplies and materials
expended,
IT IS FURTHER RESOLVED, that the Mayor, City Attorney, and
Director of Public Safety be requested to immediately act as the agents
of the City in drafting and obtaining concurrence on such an agreement
from other communities so that this Council and the legislative bodies of
the other communities can expeditiously approve the document.

In representing this community, the Mayor, City Attorney and
Director of Public Safety are to make it known to all other participating
communities that Livonia will provide a level of assistance directed
principally toward the prevention and control of civil disorders and the
preservation of individual rights and property. We will suggest that aid
in combatingaggressive attacks of a nature similar to armed insurrection
is a military, not a police matter and assistance should be attainee from
state and federal troops, not from police officers trained to keep the
peace.
A roll call vote was taken on the foregoing resolution with the following result.
AYES: Kleinert, Raymond, Milligan, Nash, McNamara and Ventura.
NAYS• None.
By Councilman Nash, seconded by Councilman McNamara, and unanimously
adopted, this 118th special meeting of the Council of the City of Livonia, was duly
adjourned at 1:35 P. M., April 6, 1968.
