HomeMy WebLinkAboutBOARD OF CANVASSERS 1967-11-24 MINUTES OF MEETING OF THE BOARD OF CANVASSERS OF THE CITY OF LIVONIA Pursuant to Act N 116 of the Public Acts of 1954, State of Michigan, as amended, the members of the Board of Canvassers of the City of Livonia met on Friday, November 24, 1967, at approximately 7 45 P M at the City Hall, 33001 Five Mile Road, Livonia, Michigan The meeting was called to order at the above time and place by the City Clerk acting as Secretary to the Board Roll was called with the following result• Present - Allen J Kovinsky, Chairman, Milton Lebenbom, David Merrion Absent - Leonard J Hippler The City Clerk made available to the Board the Certified Statement of Election Returns of the Forty-four (44) Election Precincts of the City, as pre- pared and certified by the respective election inspectors of each precinct and filed in the City Clerk' s office These returns were carefully examined and canvassed by the Board. The Board inquired of the Secretary as to any incidents or irregularities that may have occured in any of the several precincts during the day The Secretary brought the Board's attention to a malfunction of a voting machine in Preninct #6 which was duly explained as the cause of the difference between the number shown on the voting machine protective counter and the figure shown in the poll book in this precinct The Secretary also brought to the attention of the Board the incident of an elector inadvertently voting in two machines that occured in Precinct 32 and the Election Board' s complete explanation and the elector's written statement recorded in the Poll Books The Secretary also called the Board' s attention to variations in veri- fication of voting machine seal numbers shown in the certified returns of precincts 22, 38, 31, 33, 35, and 39 as compared with the machine custodian' s certificate, it appearing that in each instance the custodian' s inadvertently transposed the bar seal numbers and the knob seal numbers on their certificate By Mr Merrion, seconded by Mr Lebenbom, and unanimously adopted, it was RESOLVED that the following statement of votes castin the Special City Election held on Tuesday, November 21, 1967 THE WHOLE NUMBER OF VOTES CAST WITHIN THE CITY OF LIVONIA WAS SEVEN THOUSAND THREE HUNDRED EIGHTY=FIVE 7,385 THE WHOLE NUMBER OF VOTES CAST FOR CHARTER REVISION PROPOSAL Shall the proposed Charter of the City of Livonia drafted by the Charter Commission, elected on the 21st day of February, 1966, be adopted? WAS SIX THOUSAND SIX HUNDRED THIRTY-TWO 6,632 Yes 3,272 No 3,360 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in opposition to the proposal, it is hereby determined that the foregoing did not carry THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO 1 STREET AND HIGHWAY BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan, borrow the sum of not to exceed Nine Million Eight Hundred Thousand ($9,800,000 00) Dollars and issue the general obligation bonds of the City therefor, for the purpose of paying the City' s share of the cost of paving, widening, improving and acquiring necessary additional rights-of-way for streets and highways within the City, including necessary railroad grade separations, sidewalks, curb and gutter and proper drainage facilities? WAS SIX THOUSAND NINE HUNDRED EIGHTY-THREE 6,983 Yes 3,740 No 3,242 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in favor of the proposal, it is hereby determined that the foregoing carried THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO 2 CIVIC CENTER LAND ACQUISITION BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan, borrow the sum of not to exceed One Million Seven Hundred Thousand ($1,700,000 00) Dollars and issue the general obligation bonds of the City therefor, for the purpose of completing the acquisition of land necessary to expand the civic center located at Five Mile and Farmington Roads in said city? WAS SIX THOUSAND EIGHT HUNDRED THIRTY-EIGHT 6,838 Yes 2,499 No 4,339 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in opposition to the proposal, it is hereby determined that the foregoing did not carry THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO 3 FIRE STATION BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan borrow the sum of not to exceed One Million Six Hundred Thousand ($1,600,000 00) Dollars and issue the general obligation bonds of the City therefor, for the purpose of constructing, furnishing, equipping and acquiring sites for necessary additional fire stations, within said city? WAS SIX THOUSAND EIGHT HUNDRED FIFTY-EIGHT 6,858 Yes 3,772 No 3,086 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in favor of the proposal, it is hereby determined that the foregoing carried THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO 4 MUNICIPAL COURT BUILDING BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan, borrow the sum of not to exceed Seven Hundred Fifty Thousand ($750,000 00) Dollars and issue the general obligation bonds of the City therefor, for the purpose of constructing, furnishing and equipping a municipal court building to be located in the civic center of the City? WAS SIX THOUSAND SEVEN HUNDRED SIXTY-EIGHT 6,768 Yes 2,407 No 4,361 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in opposition to the proposal, it is hereby determined that the foregoing did not carry THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO. 5 URBAN CONSERVATION AND RENEWAL PROJECTS BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan borrow the sum of not to exceed Five Hundred Thousand ($500,000 00) Dollars and issue the general obligation bonds of the City therefor, for the purpose of paying the City' s share of the cost of federal programs for urban conservation and renewal projects? WAS SIX THOUSAND SEVEN HUNDRED SEVENTY-SIX 6, 776 Yes 2,419 No 4,357 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in opposition to the proposal, it is hereby determined that the foregoing did not carry. THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO 6 D P W BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan, borrow the sum of not to exceed Two Hundred Fifty Thousand ($250,000 00) Dollars and issue the general obligation bonds of the City therefor, for the purpose of improving and enlarging existing Department of Public Works buildings and facilities, and acquiring additional land for expansion of Department of Public Works yard facilities? WAS SIX THOUSAND SEVEN HUNDRED NINETY 6,790 Yes 2,694 No 4,096 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in opposition to the proposal, it is hereby determined that the foregoing did not carry. THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO 7 OFF-STREET PARKING BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan borrow the sum of not to exceed Two Hundred Fifty Thousand ($250,000 00) Dollars and issue the general obligation bonds of the City therefor for the purpose of paying part of the cost of necessary municipal off-street parking facilities in said city? WAS SIX THOUSAND SEVEN HUNDRED NINETY-SEVEN 6,797 Yes 2,192 No 4,605 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in opposition to the proposal, it is hereby determined that the foregoing did not carry THE WHOLE NUMBER OF VOTES CAST FOR BONDING PROPOSAL NO 8 POLICE GARAGE BONDING PROPOSITION Shall the City of Livonia, County of Wayne, Michigan borrow the sum of not to exceed One Hundred Fifty Thousand ($150,000.00) Dollars and issue the general obligation bonds of the City therefor, for the pur- pose of constructing and equipping a vehicle garage for the storage and maintenance of police vehicles? WAS SIX THOUSAND EIGHT HUNDRED SEVENTY 6,870 Yes 2,958 No 3,912 It being determined that a majority of qualified electors of the City of Livonia at said election having voted in opposition to the proposal, it is hereby determined that the foregoing did not carry be and hereby is approved and certified in each and every respect The Chairman declared the foregoing resolution adopted and directed that certified copies of same be prepared and be signed by each member of the Board By Mr Lebenbom, supported by Mr Merrion, and unanimously adopted, it was RESOLVED that the Board of Canvassers make and sign the following certificate CERTIFICATE OF DETERMINATION STATE OF MICHIGAN) COUNTY OF WAYNE ) We, the undersigned members of the Board of Canvassers of the City of Livonia, do hereby meet on this 24th day of November, A D , 1967, and publically canvassed the returns of such election, and do hereby determine the results of such canvass to be as shown in the foregoing resolution IN WITNESS WHEREOF, we have hereunto attached our signatures on this 24th day of November, A D , 1967 MILTON LEBENBOM LEONARD J HIPPLER ALLEN J KOVINSKY DAVID MERRION The Chairman declared the foregoing resolution adopted and directed that said Certificate of Determination be prepared and be signed by each member of the board present On a motion by Mr Lebenbom, seconded by Mr Merrion, and unanimously adopted, the meeting of the Board of Canvassers was duly adjourned at approximately 8 05 P LI , November 24, 1967 ADDISON W BACON, le CL 'K AND SECRETARY TO THE BOARD OF CANVASSERS
