12 SPECIAL MEETING
PARKS and RECREATION COMMISSION
OPEN
On June 12, 2015 the above meeting of the Parks and Recreation
Commission of the City of Livonia was held in the Community Center Conference Room, 15100
Hubbard, Livonia, Michigan. Mr. Mark Johnson, Chairperson of the Commission called the meeting
to order at 4:30 p.m.

: Paul Condon, Cathy Kevra,
Roger Walklin and Mark Johnson
Members absent
: Kevin Summers

: David Veselenak, Livonia Observer

Old Business
Mr. Johnson
explained a form he created for the Commission to use to vote for their number one
choice for the position of Superintendent of Parks and Recreation. He explained that each
Commissioner should put the number 1, 2 or 3 depending on who their first, second or third choice

is. said Ann will have a tally sheet, I will ask each Commissioner for their choices and
Ann will record them on the tally sheet. If any candidate gets three first place votes then that person

will be offered the position. asked what if you feel none of the three rated first place?

said then you would not rate them or give them a zero. asked if there is

discussion beforehand or just voting. said if you have something that you feel is

important in terms of facts that you think the Commission should know then we should hear it.

asked if any references had been checked. said he had checked one

candidate’s references. asked if the reference was OK? said better than
Mrs. Kevra
OK. said people don’t usually list references that will say something bad about them.
Mr. JohnsonMr. Condon
said I know the people that I called, it was not a blind call. said if a
person is selected the resolution should state that the offer is subject to a background check and

drug testing. said that is an excellent inclusion and suggested how the motion should
read.
The Commissioners filled out the tally sheets with the following results which were read aloud by Mr.
Johnson and recorded by Ann Cox: Mrs. Kevra voted Rizzo 3, Davis 1 and Adams 2, Mr. Johnson
voted Rizzo 2, Davis 1 and Adams 3, Mr. Condon voted Rizzo 2, Davis 1 and Adams 3, Mr. Walklin
Mr. Johnson
voted Davis 1 and gave no ranking for Rizzo or Adams. said by my calculations Mr.
Davis has all four first place votes.
Upon a motion made by Mr. Condon, seconded by Mrs. Kevra, it was
#3439-15RESOLVED,
that the Commission will offer employment to Edward Davis as
Superintendent of Parks and Recreation contingent on a successful criminal background check done
by Civil Service and passing of a drug test.
A roll call vote was taken on the foregoing resolution with the following results:

Condon, Kevra, Walklin and Johnson
NAYS:
None

The Chairperson declared the resolution
Mr. Johnson
said all of the candidates are very successful in what they’ve done and where they are
at in their positions. He said given Mr. Davis’ background, he came with more experience in what I
Mr. Walklin
personally was looking for, although all of them had impressive resumes. said you don’t
really get a feeling for the individual just by reading their application or resume but to have the
chance to sit with the people and talk to them they were all very impressive and presented
themselves very well.
Mrs. Kevra
was concerned that the candidates would find out the results when the paper is
Mr. Johnson
published. said he would call all candidates and Mr. Varga today before the paper
goes out.
Mr. Condon
said as Mr. Johnson mentioned it is extremely important and appropriate that we, for
future Commissions get this process written down and agree as a Commission what we interpreted
the process to be so that future Commissions will have the luxury of our experience to make
Mr. Johnson
decisions like this. said that is extremely important given the fact that this is the first
go around with this process and he thanked everyone for the time and effort put in discussing the
process itself because it is going to be invaluable for future Commissions.
The Chairperson called the meeting adjourned at 4:53 p.m.
