MINUTES OF THE NINETY-NINTH SPECIAL MEETING OF THE
COUNCIL OF THE CITY OF LIVONIA
Pursuant to the provisions of Section 8, Chapter IV of the City Charter,
the above meeting was held on June 13, 1966, at the City Hall, 33001 Five Mile Road,
Livonia, Michigan, and was called to order by the President of the Council at
approximately 9:13 P. M. Councilman Milligan delivered the invocation. Roll was
called with the following result: Present--Peter A. Ventura, Rudolf R. Kleinert,
Edward H. McNamara, James R. McCann, Robert F. Nash, Edward G. Milligan, and Jack
Salvadore. Absent--None.
Elected and appointed officials present: Addison W. Bacon, City Clerk;
Steve Polgar, City Attorney; Harry C. Tatigian, first Assistant City Attorney;
Robert A. Shaw, Director of Public Works; William J. Strasser, City Engineer; Victor
Phillips, Budget Director; Francis R. Bouffard and William LaPine of the Zoning
Board of Appeals.
By Councilman McNamara, seconded by Councilman Nash, it was
#596-66 BE IT THEREFORE RESOLVED that the proposal by the Michigan State
Highway Department for the alignment of I-96 (Relocated) in and through
the City of Livonia, all as set forth in a map of said alignment attached
hereto, hereby is approved on June 13, 1966.
THE DESCRIPTION OF THE ALIGNMENT is as follows:
Beginning at the northwest corner of the city, at
the north city limits; thence southerly and westerly
to the west city limits at Five Mile Road; re-entering
the city north of Schoolcraft; thence east along the
alignment of Schoolcraft to the east city limits at
Inkster.
AND, BE IT FURTHER RESOLVED, that the City of Livonia hereby
grants the Michigan State Highway Department permission to take over and
designate this route as part of the State trunkline system.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: McNamara, McCann, Nash, Salvadore, and Ventura.
NAYS: Milligan and Kleinert.
The President declared the resolution adopted.

By Councilman Nash, seconded by Councilman McCann, it was
#597-66 WHEREAS, the Michigan State Highway Commission is preparing plans
for the improvement of 1-96 (Relocated) as an ultimate limited access
highway from the north city limits southerly and east to the east city
limits at Inkster in the city of Livonia, which requires for its completion
and ultimate successful operation that certain particular items of cross-
road treatment be incorporated into the design and construction thereof;
that certain roads and streets be closed; and that access across be
allowed by means of grade separations at particular points; and that
access to and exit from the limited access facility be limited to certain
other designated intersections and points.
NOW, THEREFORE, BE IT RESOLVED, that said plan is hereby approved
and the City Council of the city of Livonia authorizes the Michigan State
Highway Commission to close to traffic the portions of the following city
streets which lie between the limited access right-of-way lines of 1-96
(Relocated), as shown on attached exhibits.

AND, BE IT FURTHER RESOLVED, that the City Council of the city of
Livonia authorizes the Michigan State Highway Commission to acquire in fee
simple, or other appropriate instrument, by purchase or condemnation, in
the name of the State of Michigan or in the name of the State Highway
Commission, all interests in lands necessary to carry out said plan; and
further authorizes the Michigan State Highway Commission to proceed as
aforesaid with the acquisition of right-of-way necessary to provide for
the following described treatments of city streets crossed or affected by
the construction of 1-96 (Relocated), as shown on attached exhibits.
A. GRADE SEPARATION STRUCTURES with traffic interchange
facilities at the following street crossings:

3. Six Mile Road

8. Detroit Race Course

C. PEDESTRIAN STRUCTURES:

AND, BE IT FURTHER RESOLVED, that the City Council of the city of
Livonia will take over and maintain as part of their local street system
the following frontage or service roads, relocated and/or reconstructed
city streets, including all rights-of-way acquired therefore when con-
structed to applicable standards by the Michigan State Highway Commission.
1. Relocated Eckles Road.
2. Relocated entrance of access to Detroit Race Course.
3. Eastbound relocated Schoolcraft, along the south side
of the Freeway, from Alois to Inkster.
4. Westbound reconstructed Schoolcraft, along the north
side of the Freeway, from Inkster to Alois.
AND, BE IT FURTHER RESOLVED, that this Resolution confirms the
treatment of city streets affected by the construction of I-96 (Relocated),
as previously agreed to.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: McNamara, McCann, Nash, Salvadore, and Ventura.
NAYS: Milligan and Kleinert.
The President declared the resolution adopted.
By Councilman Salvadore, seconded by Councilman McNamara, it was
#598-66 RESOLVED, that the Council having in its resolutions No. 596-66
and No. 597-66, adopted June 13, 1966 given its approval to plans by the
Michigan State Highway Commission for the alignment and crossroad treat-
ment for the limited access highway improvement of I-96 (relocated freeway)
where the same traverses within the City of Livonia, the Council does
hereby request that the City Planning Commission prepare a study and
analysis of the areas adjacent to the proposed I-96 for the purpose of
recommending the rezoning which would ultimately be necessary in order to
best utilize the same in the best interests of the City of Livonia and
particularly with respect to the north-south leg of the route within the
City; and further, the Council requests that the Industrial Coordinator
as well as all other interested city officials submit their recommenda-
tions and suggestions to the City Planning Commission for the purpose of
assisting the commission in arriving at its determinations.

NAYS: Milligan.
The President declared the resolution adopted.
The letter dated June 10, 1966 from Mr. Howard E. Hill of the Department
of State Highways, relative to the improvement of M-14 (Plymouth Road), was received
and filed for the information of the Council.
By Councilman Milligan, seconded by Councilman Salvadore, it was
#599-66 RESOLVED, that having considered the letter from the Michigan
Liquor Control Commission dated March 30, 1966, and the report and
recommendation of the Director of Public Safety dated June 8, 1966, in
connection therewith, the Council does hereby approve of the request from
Livonia Lodge 226, B.P.O. Elks of United States of America for transfer
of location of 1965 Club License from 33825 Plymouth Road, Livonia,
Michigan, to 31117 Plymouth Road, Livonia, Michigan; and the City Clerk is
hereby requested to forward a certified copy of this resolution to the
Michigan Liquor Control Commission.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Milligan, Kleinert, McNamara, McCann, Nash, Salvadore, and Ventura.
NAYS: None.
By Councilman Kleinert, seconded by Councilman Nash, it was
#600-66 RESOLVED, that having considered the letter from the Michigan
Liquor Control Commission dated April 28, 1966, and the report and
recommendation of the Director of Public Safety dated May 27, 1966, in
connection therewith, the Council does hereby approve of the request from
Harry and Anita E. Nazarian for transfer of ownership of 1965 SDD and SDM
licensed business located at 15254 Middlebelt Road, Livonia, Michigan, from
Norman E. Johnson; and the City Clerk is hereby requested to forward a
certified copy of this resolution to the Michigan Liquor Control Commission.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Milligan, Kleinert, McNamara, McCann, Nash, Salvadore, and Ventura.
NAYS: None.
The letter from the Wayne County Department of Health relative to a pro-
posed amendment to the Wayne County Air Pollution Control Regulation, was received
and filed for the information of the Council.
On motion of Councilman McNamara, seconded by Councilman Milligan, and

unanimously adopted, this 99th Special Meeting of the Council of the City of Livonia
was duly adjourned at 9:35 P. M.
