MINUTES OF MEWING OF BOARD OF CANVASSERS
CITY OF LIVONIA
Pursuant to Section 12 of Chapter III of the City Charter, the members of
the Board of Canvassers of the City of Livonia met on Thursday, April 9, 1964, at
the City Hall, 33001 Five Mile Road, Livonia, Michigan. The meeting was called to
order by the Chairman at approximately 8:07 P. M. Members present: Milton Lebenbom,
Lawrence C. Newman, Leonard Hippler and Allen J. Kovinsky. Members absent: None.
The City Clerk presented to the Board the contents of certified statements
of the returns of each precinct, as prepared and certified by the election inspectors
of each precinct and filed in her office and these returns were examined and can-
vassed by the Board, and were approved.
By Mr. Kovinsky, seconded by Mr. Newman, it was
RESOLVED that, the following Statement of Votes cast in the
Regular City Election held on April 6, 1964:

The Chairman declared the foregoing resolution adopted and directed that certified
copies of same be prepared and signed by each member of the Board.

We, the undersigned members of the Board of Canvassers of the
City of Livonia, do hereby meet on this 9th day of April, A. D., 1964,
this being the first Thursday following the regular City Election held
on April 6, 1964, and publicly canvass the returns of such election, and
do hereby determine the results of such canvass and the persons who have
been elected at such election; and that the attached list, as identified
by the signature of the Chairman of the Board contains the names of the
persons who were duly elected for the designated offices at such regular
Election held on April 6, 1964.
IN WITNESS WHEREOF, we have hereunto attached our signatures on
this 9th day of April, A. D. 1964.

Communications from the Independent Civic Forum, signed by Milton R. Holley, and
from John J. ward, were received and placed on file for the information of the Board.
By Mr. Kovinsky, seconded by Mr. Hippler and unanimously adopted, it was
RESOLVED that, the Board of Canvassers wishes to express its
appreciation to City Clerk Marie W. Clark and her staff for their capable
assistance and preparation of all of the necessary returns, which help has
made the work of the Board so much easier, and that the Board has received
the full and complete cooperation of the City Clerk at all times.
On motion of Mr. Newman, seconded by Mr. Kovinsky and unanimously adopted,

MINUTES OF THE FOUR. HUNDRED FORTY-SEVENTHREGULAR MEETING
OF THE COUNCIL CF THE CITY OF LIVONIA
On April 13, 1964, the above meeting was held at the City Hall, 33001 Five
Mile Road, Livonia, Michigan, and being the first meeting of the new Council follow-
ing the City election on April 6, 1964, such meeting was called to order by Addison
W. Bacon, City Clerks at approximately 8:05 P. M. Councilman Dooley delivered the
invocation. Roll was called with the following result: Present-- Rudolf R. Kleinert,
Peter A. Ventura, William E. Parks, Daniel C. Allen, John F. Dooley, Edward H. McNamara
and James R. McCann, Absent-- None.
Councilman McNamara nominated Councilman Kleinert for President of the
Council, supported by Councilman Dooley.
By Councilman McNamara, seconded by Councilman Dooley, it was
#303-64 RESOLVED that, Rudolf R. Kleinert is hereby declared to be
President of the City Council for the two year period commencing
April 13, 1964.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Dooley, McNamara, McCann, *Kleinert, Ventura, Parks and Allen.
NAYS: None,
*Councilman Kleinert abstained from voting, which is recorded as a "Yes" vote under
the provisions of Ordinance No, 27, Section 19.
Addison W. Bacon, City Clerks thereupon presented the gavel to the new
President, and Mr. Kleinert presided over the balance of the meeting.
By Councilman Ventura, seconded by Councilman Dooley, it was
#304-64 RESOLVED that, James R. McCann is hereby declared to be Vice
President of the City Council for the two year period commencing
April 13, 1964.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Dooley, McNamara, WcCann, Kleinert, Ventura, Parks and Allen.
NAYS: None.
*Councilman McCann abstained from voting which is recorded as a "Yes" vote under
the provisions of Ordinance No. 27, Section 19.

By Councilman Dooley, seconded by Councilman McNamara, it was
#305-64 RESOLVED that, the minutes of the 446th regular meeting of the
Council of the City of Livonia held on April 8, 1964, are hereby approved.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Dooley, McNamara, McCann, *Ventura, Parks, *Allen and Kleinert.
NAYS: None.
* Councilmen Ventura and Allen abstained from voting, which is recorded as a "Yes"
vote under the provisions of Ordinance No. 27, Section 19.
By Councilman Parks, seconded by Councilman McNamara, it was
#306-64 RESOLVED that, pursuant to Section 1 of Chapter X of the Charter
of the City of Livonia, the Council does hereby appoint John F. Dooley as
one of the Supervisors of the City of Livonia to represent the City on the
Board of Supervisors for the County of Wayne, to hold office for a term of
two years following this appointment and until his successor shall have
been duly appointed and qualified, and with all the powers and duties set
forth in said section; provided, however, that the person appointed to
such office shall comply with the provisions of Sections 2 and 3 of Chapter X
of the Charter.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: *Dooley, McNamara, McCann, Ventura, Parks, Allen and Kleinert.
NAYS: None.
* Councilman Dooley abstained from voting, which is recorded as a ""Yes" vote under
the provisions of Ordinance No. 27, Section 19.
By Councilman Parks, seconded by Councilman Allen, it was
#307-64 RESOLVED that, pursuant to Section 1 of Chapter X of the Charter
of the City of Livonia, the Council does hereby appoint Edward H. McNamara
as one of the Supervisors of the City of Livonia to represent the City on
the Board of Supervisors for the County of Wayne, to hold office for a
term of two years following this appointment and until his successor shall
have been duly appointed and qualified, and with all the powers and di ties
set forth in said section; provided, however, that the person appointed to

By Councilman Dooley, seconded by Councilman McNamara and unanimously
adopted, it was
#308-64 RESOLVED that, pursuant to Section 3.02 of the Retirement Or-
dinance, Ordinance No. 77, as amended, of the City of Livonia, William E.
Parks is hereby appointed to the Board of Trustees for the Employees
Retirement System.
By Councilman McCann, seconded by Councilman McNamara, it was
#309-6L1 RESOLVED that, the salary for the Deputy City Clerk, as of this
date, be established at $5,400.00 annually; all resolutions in conflict
herewith are hereby rescinded to the extent of such conflict.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Dooley, McNamara, McCann, Ventura, Parks and Allen.
NAYS: Kleinert.
The President declared the resolution adopted.
By Councilman McCann, seconded by(bunc ilman Ventura and unanimously
adopted, it was
#310-64 RESOLVED that, having considered a communication from the City
Clerk, dated April 13, 1964, relative to his appointment this day of a
Deputy City Clerk, the Council does hereby confirm the appointment this
date of Virginia Handzlik as Deputy City Clerk of the City of Livonia.
