MINUTES CF THE FOUR HUNDRED THIRTY-NINTH REGULAR MEETING
GF THE COUNCIL OF THE CITY OF LIVONIA
On February 12, 1964, the above meeting was held at the City Hall, 33001 Five
Mile Road, Livonia, Michigan, and was called to order by the Vice President of the
Council at approximately 8112 P. M. Councilman McCann delivered the invocation. Roll
was called with the following result: Present-- Edward H. McNamara, John T. Daugherty,
William E. Parks, Rudolf R. Kleinert, John F. Dooley and James R. McCann. Absent--
Sydney B. Bagnall.
Elected and appointed officials present: Marie W. Clark, City Clerk;
Juanita Hillas, Deputy City Clerk; Alan Walt, City Attorney; Harry C. Tatigian, first
Assistant City Attorney; W. A. Cooper, Director of Civil Defense; Robert A.Shaw;
Director of Public Works; Victor C. Phillips, Budget Director; Thomas J. Griffiths, Jr.,
Chief Accountant; Carl Demek, Superintendent, Operations Division; David H. McCullough,
City Planner; Daniel R. Andrew, Industrial Coordinator; and William J. Strasser, Chief
City Engineer.
By Councilman Parks, seconded by Councilman McCann and unanimously
adopted, it was
#121-64 RESOLVED that, the minutes of the 438th regular meeting of the
Council of the City of Livonia held January 29, 1964, and the 84th special
meeting held February 10, 1964, are hereby approved.
The letters dated February 5, 1964, February 10, 1964, and February 11, 1964,
from the City Assessor, were received and filed for the information of the Council.
By Councilman Parks, seconded by Councilman Dooley and unanimously
adopted, it was
#122-64 RESOLVED that, the letter dated February 12, 1964, from the
Mayor regarding salary recommendations of Civil Service for the Department
of Public Safety's Police and Fire Divisions, is hereby referred to the
Finance Committee for discussion along with other information on this
subject.
An Ordinance Amending Section 34 of the Zoning Map of the City of Livonia
and Amending Article 3.00 of the Zoning Ordinance, Ordinance No. 60, as amended, of

the City of Livonia, by Adding Thereto Section 3.374 (Petition Z-623), introduced on
LJanuary 29, 1964, by Councilman Kleinert, was taken from the table and a roll call vote
conducted thereon with the following result:
AYES: McCann, Daugherty, Parks, Kleinert, Dooley and McNamara.
NAYS: None.
The Vice President declared the foregoing Ordinance duly adopted and would become
effective on publication.
By Councilman Dooley, seconded by Councilman McCann and unanimously
adopted, it was
#123-64 RESOLVED that, the Ordinance amending Ordinance No. 60, contain-
ing Petition No. Z-614, is hereby tabled to the meeting of April 8, 1964.
By Councilman Kleinert, seconded by Councilman Parks, it was
#124-64 RESOLVED that, the City of Livonia enter into an agreement with
the Board of County Road Commissioners of the County of Wayne, Michigan,
relative to the improvement of Seven Mile Road, from its intersection with
Parkville westerly to Purlingbrook, in the City of Livonia, Wayne County,
Michigan, a copy of said agreement is attached hereto and made a part
hereof;
BE IT FURTHER RESOLVED that, the Mayor and the City Clerk be and
the same are hereby authorized to execute the foregoing agreement for and
on behalf of the City of Livonia.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: McCann, Daugherty, Parks, Kleinert, Dooley and McNamara.
NAYS: None.
By Councilman Daugherty, seconded by Councilman McCann, it was
#125-64 RESOLVED that, having considered the report and recommendation
dated February 5, 1964, from the Superintendent of Operations Division,
approved by the Director of Public Works, the Council does hereby accept
the bid of Smith & Andrews Construction Company, 10099 Capital Avenue,
Oak Park 37, Michigan, for supplying the City with a new storage building
for the price of $33,888.00, such having been in fact the lowest bid
received for this item.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: McCann, Daugherty, Parks, Kleinert, Dooley and McNamara.
NAYS: None.

By Councilman Parks, seconded by Councilman Dooley, it was
#126-61i. RESOLVED that, having considered the report and recommendation
dated January 22, 1964, from the Superintendent of Operations Division,
approved by the Director of Public Works, the Council does hereby accept
the bid of Inspectoline, Inc., 10900 Cedar Avenue, Cleveland 6, Ohio, for
supplying the City with one Photopipe Camera, No. 7200, for the price of
45,987.00, such having been in fact the lowest and only bid received for
this item.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: McCann, Daugherty, Parks, Kleinert, Dooley and McNamara.
NAYS: None.
By Councilman Kleinert, seconded by Councilman Daugherty and unanimously
adopted, it was
#127-64 RESOLVED that, having considered the report and recommendation
dated January 16, 1964, from the Superintendent of Operations Division,
approved by the Director of Public Works, regarding bids for corrugated
metal pipe, the Council does hereby determine in its discretion to reject
any and all bids as were received; and the Budget Director is authorized
to readvertise for new bids for this item.
By Councilman Dooley, seconded by Councilman McCann and unanimously
adopted, it was
#128-61.4 RESOLVED that, Petition V-79, submitted by Stanley H. Kline and
Ruby Kline, 29772 Greenland, Livonia, Michigan, under date of January 22,
1964, for the vacation of the West three feet of a twenty foot wide ease-
ment located on the East 1/2 of lot 70, Livrance Estates Subdivision in
the Northeast 1/4 of Section 14, T. 1 S., R. 9 E., City of Livonia, Wayne
County, Michigan, is hereby referred to the City Planning Commission for
action and recommendation according to law and Ordinance No.29, as amended.
Councilman Daugherty introduced the following Ordinances
AN ORDINANCE AMENDING SECTION 13 OF THE ZONING MAP CF THE
CITY OF LIVONIA AND AMENDING ARTICLE 3.00 OF THE ZONING
ORDINANCE, ORDINANCE NO. 60, AS AMENDED, (F THE CITY OF
LIVONIA BY ADDING THERETO SECTION 3.375 (Petition Z-613)
THE CITY OF LIVONIA ORDAINS:
Section 1. The report and recommendation of the City Planning Commission,
Ldated December 23, 1963, on Petition No. 1-613, having been considered by the Council,
the Council hereby adopts said petition to amend the Zoning Ordinance and the Zoning
Map of the City of Livonia, and all proceedings heretofore conducted on said petition
are hereby approved.

Section 2. Article 3.00 of the Zoning Ordinance, Ordinance No.60, as amended,
of the City of Livonia is hereby amended by adding thereto the following section:

Section 3.375. Petition No. Z-613, submitted by William N. Ponder,
attorney for Elmdale, Inc., is hereby granted and the zoning classification
of the premises hereinafter described is hereby changed from R-1 to R-3-A
as requested in said petition:

Livonia, Wayne County, Michigan, described as beginning at a point on the
South line of said section distant North 89° 52' 10" West 1243.67 feet

conform to the changes made in this section.
Section 3. The attached map designated "Aee ndment N . 128 of the Zoning Map
of the City of Livonia," showing all of the amendments and changes made in the fore-
going Section 2 of this ordinance is hereby approved, establi3Red and made a part
hereof.
Section 4. All ordinances or parts of ordinances in conflict herewith are
hereby repealed only to the extent necessary to give this ordinance full force and
effect.

reasonsuch holding shall not be construed as affecting the validityof any of the
remaining portions of this ordinance.

The foregoing Ordinance was placed on the table for consideration at the
next regular meeting of the Council.
On motion of Councilman Dooley, seconded by Councilman Kleinert and
unanimously adopted, this 1439th regular meeting of the Council of the City of Livonia
was duly adjourned at 8:314 P. M., February 12, 19614.
