MINUTES OF MEETING OF THE BOARD OF CANVASSERS
OF THE CITY OF LIVONIA
Pursuant to Section 12 of Chapter III of the Charter of the City of Livonia,
the members of the City Council met as the Board of Canvassers of such City on Thursday,
April 4, 1963, at approximately 9:30 P. M., at the City Hall, 33001 Five Mile Road,
Livonia, Michigan.
The meeting was called to order at the above time and place by the Vice
President of the Council who acted as Chairman of the Board. Roll was called with
the following result: Present-- Edward H. McNamara, Rudolf R. Kleinert, John T.
Daugherty and William E. Parks. Absent-- Sydney B. Bagnall, John F. Dooley and
James R. McCann.
Marie W. Clark, City Clerk, read to the Board the contents of certified
statements of the returns of each precinct, as prepared and certified by the election
inspectors of each precinct and as filed in her office, and these returns were publicly
examined and canvassed by the Board and were approved.
By Councilman Kleinert, seconded by Councilman Daugherty, it was
RESOLVED that, the following statement of votes cast in the
Special City Election held on April 1, 1963, for amendments to the
City Charter:
The Whole number of Votes Cast within the City of Livonia was 16,146
YES NO
The total number of votes cast on Charter
Amendment Proposal No. 1 was 15,437, and they
were given in the following way: 6,280 9,157
The total number of votes cast on Charter
Amendment Proposal No. 2 was 15,134, and they
were given in the following way: 5,314 9,820
be and hereby is approved in each and every respect.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Kleinert, Daugherty, Parks and McNamara.
NAYS: None.
The Chairman declared the resolution adopted.

By Councilman Parks, seconded by Councilman Kleinert, it was
RESOLVED that, the Board of Canvassers make and sign the
following Certificate:

We, the undersigned members of the City Council, acting as the Board of
Canvassers, pursuant to Section 12 of Chapter III of the Charter, do hereby meet on
this first Thursday following the Special City Election held on April 1, 1963, and
publicly canvass the returns of such election, and do hereby determine the results
of such canvass and the results of the votes cast within the City of Livonia on the
following proposed Charter amendments:
Proposal No. 1
Shall Section 14 of Chapter V of the Charter of the City of Livonia be
amended to change the salary of the Mayor to Fifteen Thousand Five
Hundred Dollars ($15,500.00) per annum; and do hereby determine that
said proposed amendment was not adopted by 6,280 Yes votes and 9,157
No votes.
Proposal No. 2
Shall Section 16 (e) of Chapter V of the Charter of the City of Livonia
be amended to require, on and after ATril 2, 1963, Council approval of
any rule or regulation, adopted by the Civil Service Commission govern-
ing either hours of service, work week, vacations, leaves or time-off
for employees in the Classified Civil Service of the City, before any
such rule or regulation shall be effective; and do hereby determine that
said proposed amendment was not adopted by 5,3114 Yes votes, and 9,820
No votes.
IN WITNESS WHEREOF, we have attached hereto our signatures on this 14th day
of April, A. D. 1963.

the Board.
On motion of Councilman Daugherty, seconded by Councilman Parks, and
unanimously adopted, the meeting was adjourned at approximately 9:39 P. M., April L,
1963.
