MINUTES OF THE ADJL URNED ONE HUNDRED FORTY-SEVENTH REGULAR MEETING
OF TILE COUNCIL OF i'HE CITY OF LIVONIA
On August 1, 1955, the above meeting was held at 33001 Five Mile Road,
Livonia, Michigan, and was called to order at approximately 8:15 P. M., by the
President of the Council, John T. Daugherty. Doll was called with the following
result: Present-- John T. Daugherty, David L. Jones, Harry R. Killam, Rucblf R.
Kleinert and Wilson W. Edgar. Absent-- John W. Whitehead and Nettie Carey.
Douglas Waddell, City Clerk and City Manager of Garden City was present
to discuss with the Livonia City Council the letter from the Board of Wayne County
Road Commission dated July 22, 1955 and any matters pertinent thereto.
Councilman Edgar was excused at 9:17 P. 11.
By Councilman Jones, seconded by Councilman hillam, it was
#389-55 RESOLVED that, the City Clerk be instructed to arrange a meeting
between Wayne County Road Commission and representatives of governmental
bodies of Nankin Township and Garden City and legislative representatives
from the City of Livonia; and that a committee of three members of the
Southeast Livonia Improvement Association and Clenents Circle Civic Assoc-
iation and their legal counsel, William Ponder, attend such meeting; the
purpose of such meeting is to attempt to reach a compromise ac.eptable to
both parties, Wayne County Road Commission, the Southeast Livonia Improve-
ment Association and the Clements Circle Civic Association to iron out
their differences over the placement of water reservoirs somewhere within
the corporate limits of the City of Livonia.
Councilman Edgar returned at 9:22 P. A..
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Jones, Killam,Kleinert, Edgar and Daugherty.
NAYS: None.
A recess was called at 9:25 P. N., after which the meting resumed with
all members present who were named as present in the original roll cal 1 of this
meeting.
The City Clerk, Marie W. Clark, read a letter dated July 29, 1955 from
the Livonia Police Officers Association. Mr. Robert McIntyre, President of the
Association was present nd extended an invitation to members of the Council to

LOW attend the second annual police officers ball which will be held September 17, 1955,

The City Clerk, Marie W. Clark, read a petition from Peter W. Decker, re-
ceived July 29, 1955, which contained a list of the names of twenty-five new home
owners who wish to occupy these homes purchased by them from Peter W.Decker. Mr.
Decker asked that the Council give such new home owners redress of their grievances
which were created pursuant to a directive from the Mayor to the Inspection Depart-
ment, dated July 22, 1955.
By Councilman Edgar, seconded by Councilman Jones, it was
#390-55 RESOLVFD that,
PEREAS, the members of the w'ayne County Road Commission failed
to accept an invitation to attend a public meeting with the Livonia City
Council and representatives of Garden City and Nankin Township regarding
contemplated construction of two water storage tanks on West Chicago and
Harris9n, and
WHEREAS, the recent order of the Wayne County Road Commission
directing that no new extensions of water mains be approved; that no
new water tap permits be issued, that all certificates of occupancy be
withheld and that no industrial expansion be allowed, appears to be too
drastic and has worked untold hardship on hundreds of new home owners, and
WHEREAS, the State Department of Health and the Wayne County
Road Commission approved the original plats that included the water mains,
and
WHEREAS, these owners of new homes have complied with all regu-
lations existing to the time of the directive,
NOW, 1'HEREFCRE, Hip, IT RESOLVED, that the Council of the City of
Livonia officially protests the action of the Wayne County Road Commission
as being tioo drastic, without precedent in this area, and unfair to those
persons with new homes ready for occupancy or in the course of construc-
tion, and
BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded
to the Wayne County Road Commission and to the representatives of those
affected by the directive.
A roll call vote was taken on the foregoing resolution with the following result :

The President declared the resolution adopted.

and Mrs. Joseph I orel _i.
By Councilman Jones, seconded by Councilman Edgar, it was
#391-55 RESOLVED that, the letter of Mr. and Mrs. Joseph Morelli be
referred to the City Attorney for legal opinion as to who has the
authority of discontinuing issuance of permits.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Jones, Killam, Edgar and Daugherty.
NAYS: Kleinert.
The President declared the resolution adopted.
The City Clerk read a letter dated July 28, 1955 from Slavik Builders, Inc.
Mr. Joseph Slavik appeared before the Council.
By Councilman Jones, seconded by Councilman Killam and unanimously
adopted, it was
Lis #392-55 RESOLVED that, the request of Slavik Builders, Inc., dated
July 28, 1955, for permission to install sewer line be referred to
the City Engineer and City Attorney far report and recommendation.
By Councilman Kleinert, seconded by Councilman Edgar and unanirmusly
adopted, it was
#393-55 RESOLVED that, the City Clerk is hereby authorized to retain
membership in the Michigan good Roads Federation through the Michigan
Municipal Lea, ze on behalf of the City of Livonia .
By Councilman Jones, seconded by Councilman Killam, it was
#394-55 RESOLVED that, the City Clerk raving presented Voucher #8992
for the termination pay of Russell C. Ashmore, former City Attorney, the
Council does hereby appropriate the sum of $168.01 from the Unallocated
Fund to Budget Account # DL #1, and does hereby authorize final remunera-
tion.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Jones, Killam, Kleinert, Edgar and *Daugherty.
LIN NAYS: None.
*President Daugherty abstained from voting which, under Ordinance #27,
Section 19 , is recorded as a yes vote.

B:- Councilman Killam, seconded by Councilman Jones, it was
#395-55 RESOLVED that, the sum of $5,040.30 is hereby appropriated
from the Unallocated Fund to the Payroll Account of the Department of
Law to cover the salary for the office of City Attorney at the rate
of $1,041.67 per month, for the balance of the fiscal year.
A roll call vote was taken on the foregoing resolution with the following result:
AYES: Jones, Killam, Edgar and Daugherty.
NAYS: Kleinert.
The President declared the resolution adopted.
On motion of Councilman Kleinert, seconded by Councilman Jones and unanimously
adopted, this adjourned 147th regular meeting of the City Council was duly adjourned
at 11:20 P. M., August 1, 1955.
