MINUTES OF THE EIGHTEENTH REGULAR MEETING
OF THE COUNCIL OF THE CITY OF LIVONIA
OCTOBER 2, 1950
The eighteenth regular meeting of the Council, of the City of Livonia
was held on October 2, 1950, at 33110 Five Mile Road, Livonia, Michigan. The
meeting was called to order at approximately 8 12 P M by the Vice-President of
the Council, Wilson IT Edgar . Roll was called with the following result• Present--
Wilson IT Edgar, Raymond E Grimm, Harvey Jahn, Nettie Carey, William Taylor
and John Whitehead. Absent--Harry S Wolfe
The minutes of the seventeenth regular meeting of the Council held on
September 28, 1950, were read and approved
Mayor Jesse Ziegler, James Hagen, Director of Public Safety and Police
111 Chief George E Harmon appeared before the Council and discussed the operation
of the Police Department, traffic problems, equipment and personnel needed and
additional funds required Dallas Hay, Director of Civilian Defense advised the
Council of the necessity of having 24 hour telephone operator service. Councilman
Raymond E. Grimm made a motion that the following resolution be adopted:
.,706 RESOLVED, that the Police Department be and hereby is allowed
an additional appropriation of X2,000 00 for the period commencing
June 1, 1950, and ending November 30, 1950, which amount shall be ex-
pended under the direction of the Mayor for necessary personnel and
equipment
The foregoing motion was seconded by Councilman John Whitehead and a roll call vote
was taken with the following result:
YEAS. Raymond E Grimm, Wilson W Edgar, Harvey Jahn, Nettie
Carey, William Taylor and John Whitehead
NAYS• None
The Vice-President declared the foregoing resolution passed

A discussion then took place as to the effective date of the new
Federal census as regards the functioning of an additional supervisor of the City
of Livonia Councilman John Whitehead made a motion that the following resolution
be adopted:
A c20 7 RESOLVED, that William W. Brashear be and hereby is appointed
as an additional supervisor for the City of Livonia, that he act as
an additional representative for the City of Livonia on the Board of
Supervisors for the County of Wayne; that said additional supervisor
hold office until the first regular meeting of the Council following
the next regular City election, and until his successors have been
duly appointed and qualified, that this appointment is made pursuant
to Section 1 of Chapter X of the Charter and that said additional super-
visor shall have all of the duties set forth in said section
The foregoing motion was seconded by Councilman William Taylor and a roll call
vote was taken with the following result.
YEAS: Raymond E. Grimm, Wilson Y Edgar, Harvey Jahn, Nettie
Carey, William Taylor and John 'Whitehead
NAYS: None
The Vice-President declared the foregoing resolution passed
Councilman Harvey Jahn made a motion that the following resolution be
adopted
A'-" 8 RESOLVED, that the City Clerk be instructed to write a letter
to the Board of Supervisors of the County of Wayne advising said board
of the appointment of an additional supervisor of the City of Livonia
and requesting that said additional supervisor be allowed to function
as a member of said board
The foregoing motion was seconded by Councilman ettie Carey and a roll call vote
was taken with the following result.
YEAS- Raymond E Grimm, Wilson :1 Edgar, Harvey Jahn, Nettie
Carey, William Taylor and John Whitehead
NAYS: None
The Vice-President declared the foregoing resolution passed
Police Chief George E Harmon reported to the Council concerning the
willingness of Inspector Berg and certain traffic experts in the Detroit Police
Department to render advice to our Police Department on traffic problems, without

any charge, provided a map of our City is furnished to such traffic experts
Councilman John 'Whitehead made a motion that the 'ollowing resolution be adopted:
A a d q RESOLVED, that the City Engineer be instructed to work with
Police Chief Harmon in drawing a map of the City for presentation to
certain traffic experts in the Detroit Police Department
The foregoing motion was seconded by Councilman Nettie Carey and a roll call vote
was taken with the following result
`'EAS Raymond E Grimm, Wilson W. Edgar, Harvey Jahn, Nettie
Carey, William Taylor and John Whitehead.
NAYS None
The Vice-President declared the foregoing resolution passed
Councilman Harvey Jahn made a motion that the following resolution be
adopted:
6-a/0 RESOLVED, that a regular meeting of the Council of the City
of Livonia shall take place on each '::onday in the month of October, 1950,
and that today's meeting shall constitute a regular meeting
The foregoing motion was seconded by Councilman Nettie Carey and a roll call vote
was taken with the following result:
YEAS: Raymond. E Grimm, glilson W Edgar, Harvey Jahn, Nettie
Carey, William Taylor and John Whitehead
NAYS. None
The Vice-President declared the foregoing resolution passed
On motion of Councilman Harvey Jahn, seconded by Councilman William
Taylor and unanimously carried, the meeting was adjourned at 10.30 P M. October 2,
1950.
