LIVONIA TRAFFIC COMMISSION
The 6691% Regular meeting of the Livonia Traffic Commission held in the third door conference room at
City Hall on Thursday, August 11, 2011, was called to order by Chairman Joe Steele.
PRESENT: Commissioners Gordon Draper, John Katers, Cindi Quinn, Kevin Paddy, Jim Policelli, along
with Livonia Police Officer, Sergeant John Gibbs, and City Engineer, Tod Zilinak
VISITORS ATTENDING: Terry Canner, 20128 Whitby, Livonia (section 4), John Nowacki, 34180
Pembroke, Livonia (section 4)
The minutes of the July 14, 2011, meeting were reviewed.
Upon a motion by Gordon Draper, seconded! by John Katers, it was approved by unanimous vote that
11-60 RESOLVED the commission minutes from July 14, 2011, are approved as presented.
Anemia Item: 4: John Nowacki and Terry Canner (section 4) presented a site plan for decorative sop
signs to complement the upgraded street signs throughout their neighborhood on Pembroke, Navin,
Pollyanna, Whitby, Whitby Court, and South Hampton. Their neighborhood assoaation has approved
funding for sign replacement and ongoing maintenance that may be required (ie. damage due to
acadents,snowplows,etc). City Engineer Todd Zilincik has reviewed the plan and advised the
association to present their suggested plan atthis meeting. After much discussion regarding the number
of stop signs that are being replaced, breakaway features of the signs or safety and the general
appearance for the area, a suggestion was made to evaluate this area for proper sign placement as
defined by State of Michigan standards or stop signs and yield signs. Upon a motion by Cindy Quinn,
seconded by Jim Policelli, it was approved by unanimous vote that:
11-61 RESOLVED that the police department conduct a traffic evaluation for proper sign
placement on the requested streets.
This agenda item will be moved and discussed at the September 8, 2011 meeting.
Agenda Hem: 2: Segment John Gibbs reported that according to the Wayne County Road Commission,
the traffic signal at Puritan Road and Merriman Road is presently programmed to cycle caution Wlbw
Flash for Merriman antl retl Flash for Puritan from 1000 pm to 6.W am daily This timing is coralstent with
other traffic signals throughout the city. Additionally, this trafficsgnal timing supports traffic0owsodies
that were conducted throughout this year. Atthistime,nofurtheractionisrequiretl_
Agenda Hem: 3: A recent review of stop signs in section 34 revealed that a step sign on Cranston Street
at West Chicago should be replaced with yield sign . This charge will be consistent with other sign
changes throughout the aly. Upon a motion by Cindi Quinn, seconded by John Katers, L was approved
by unanimous vote that
11-62 RESOLVED that the stop sign on southbound Cranston at West Chicago be replaced
with a yield sign.
Agenda Hem: 5: Jim Policelli stated that from January through May the two digit prefix number on the
motion resolutions were incorrect—the numbering system was canied over from 2010. Thi digits shouo
reflect the last two digits of the present year Upon a motion by Gordon Draper, seconded by John
Katers, it was approved by unanimous vote that:
11-63 RESOLVED to renumber the two digit number on motion resolutions from January
through May 2011 to reflect the current year.
Upon a motion by Jim Policelli, and seconded by Cindi Quinn, it was by unanimous vote that
11-M RESOLVED that Chairman Joe Steele sign and approve Traffic Control Orders (TCO)
1101, 1102,1103 and 1104.
Upon a motion by John Katers, semntletl by Gonion Draper, it was appmvetl by unanimous vote that
RESOLVED, that the meeting be adjourned at 8:25 pm.
