LIVONIA TRAFFIC COMMISSION
The 688`" Regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at
City Hall on Thursday, June 13, 2013; it was called to order by Chairman Joe Steele.
PRESENT: Commissioners: John Katers, Gordon Draper, Gordon St John, Kevin Priddy and Jim Policelli
and City of Livonia Police Officer: Sergeant John Gibbs.
Visitors Attending: Claudia Stanton, 19658 Melvin, (section 2); Mike & Lori Gordon, 36524 Hess (section
32); Brad Squire, 9900 Berwick Street (section 34); Thomas Hill, Sharon Bergeron, Donald Smith (section 35).
Agenda Item 1: The minutes of the May 9, 2013, meeting was reviewed.
Upon a motion by John Katers and seconded by Kevin Priddy, it was approved by unanimous vote that:
13-122 RESOLVED, the commission minutes from May 9, 2013, are approved as presented.
Agenda Rem 2 (recap): Claudia Stanton, 19658 Melvin (section 2), discussed delivery trucks servicing the
Wal-Mart store and entering from St. Martins. Claudia recently documented truck traffic and surveyed
information signs on St Martins and the nearby Sears parking lot Claudia understands that delivery tacks are
not allowed to use St. Martins and should be using the Seven Mile entrance; this was part of an agreement with
Wal-Mart after concerns were expressed from area citizens regarding truck traffic in the area After a brief
discussion with the members, it was agreed that the police department would review existing signs and code
enforcement agreements with various city officials. Sgt. Gibbs will follow up with a response at the June 13
meeting.
No further action at this time; this will he an agenda item for the June 13, 2013, meeting.
Update: Sgt Gibbs concluded that three no truck signs are necessary on westbound St Martins street west of
Middlebelt (he has reviewed his recommendations with the necessary city officials). Following the
recommendations, upon a motion by Gordon Draper and seconded by John Katers, it was approved by
unanimous vote that:
13-123 RESOLVED, to install a R145 sign on an existing northwest utility pole just west of the
local business on SI Martins, install a R145 sign on an existing utility pole further west and
attach a R145 sign at the exit stop sign of the driveway from Sears parking lot onto St. Martins
Street.
Agenda Item 3 (recap): Mike and Lori Gordon expressed concern with the no parking sign on Hees Street
(section 32) behind Churchill High School. A no parking sign in front of their residence may have been
improperly located on the street The understanding with the no parking signs is to limit/restrict students from
the high school from leaving their vehicles parked while attending school; however, placement of the signs has
significantly limited my vehicle parking on the street. A good discussion of options and their effects on vehicle
street puking resulted with this item being moved to the June 13 meeting wallow time for a complete review of
the area and to locate any supporting documentation on the Traffic Control Orders (TCOs).
No further action at this time; this will he an agenda item for the June 13, 2013, meeting.
Update: Mike and Lori Gordon reviewed the puking conditions within their neighborhood and discussed the
various options with their neighbors (as were discussed with them at the May meeting). They have elected not
to proceed with any action; however, if conditions change, they will contact the pohce Tmfftc Department and
Traffic Commission.
No further action at this time.
Agenda Item 4 (recap): After a lengthy discussion regarding the accuracy and placement of the speed
equipment; built-in speed controls, such as, what the road design affords this area; success in other
neighborhoods, etc., Sgt. Gibbs agreed to capture additional speed studies on Hubbard Road. This location was
supported by Michael Cretu and his neighbors. This information will be available for further discussion at the
June 13 meeting. No one representing this agenda item was in attendance.
Update: Chairman Steele indicated that the speed study from Hubbard at Allen concluded that vehicle speeds
are within posted speed limit signs.
No further action at this time.
Agenda Item 5: Thomas Hill discussed having stop signs replace the existing yield signs on Grunion Street at
Henry Ruff Road. Thomas believes that an increase in vehicle accidents has occurred at this intersection after
the stop signs were removed. Records indicate that a yearly accident has occurred since 2007 however, not all
incidents can be tied to the change of signs. Thomas agreed to this conclusion. After a lengthy discussion of
potential causes and solutions, it was agreed that less congestion of parked vehicles at this intersection would
improve conditions. Following the discussion of various options and a motion from Gordon Draper and
seconded by John Rulers, it was approved by unanimous vote that:
RESOLVED, to install two no parking R-8-3 signs on westbound (both north and south side) of
Crandon Street 30 feet west of Henry Ruff Road and install two no parking R-8-3 signs on
eastbound (both north and south side) of Grandon Street east of Henry Ruff Road.
Agenda Item 6: Brad Squires discussed his concern with speeding throughout the neighborhood and his dislike
with cluttering local streets with speed limit signs. The original request to use the speed trailer and place speed
signs in the Old Rosedale Gardens neighborhood was from Susan Rooke (who could not attend tonight's
meeting). There was a very good discussion with Brad and the commission regarding signs, speeding (real or
perceived) and future strategy. At this time, Brad will be discussing his concerns and taking this evening's
discussion to Susan and their neighborhood group to formulate a plan. Perhaps they will attend a f rtme
meeting.

Agenda Rem 7: No one could attend m discuss the signage issue. Sgt Gibbs is attempting to address concerns
from the residents through the telephone and/or possibly a visit. Perhaps they will be able to attend a future
meeting.

Agenda Item 8: A letter from Guy Tmpiano, 14001 Warner Ct. (section 23) requesting that the existing "No
Outlet' and "Caution Blind Child in Area" signs be moved prior to vehicles turning onto Warner Court
Following a brief discussion on the placement and location of the signs, a motion from Gordon Draper and
seconded by Kevin Priddy, it was approved by unanimous vote that:
RESOLVED, to move existing signs on pole approximately 30 feet on the radius of the road to
create clearer visibility and information to oncoming traffic on Warner Court.
RESOLVED, that the meeting he adjourned at 9:45 pm.
