LIVONIA TRAFFIC COMMISSION
The 69Th Regular meeting of the Livonia Traffic Commission was held in the
third -floor conference room at City Hall on May 8, 2014; it was called to order by
Jim Policelli.
PRESENT: Commissioners: Gordon St. John, Kevin Priddy, Gordon Draper, John
Katers; and City of Livonia Police Officer: Sergeant Joseph Boitos.
VISITORS ATTENDING: Stephen Sersen, 34840 Grove Drive; Jerry Morrone,
29622 Lamar; Brad Squire, 9900 Berwick; Susan Rooke, 11036 Hubbard;
Anthony D'Agostino, Lancaster Ct.
Agenda Item 1: The minutes from the April 10, 2014, meeting were reviewed.
Upon a motion by Gordon Draper, seconded by Kevin Priddy, it was approved by
majority vote that:
14-151 RESOLVED, the commission minutes from April 10, 2014,
are approved as presented.
Agenda Item 2: A request from Livonia Police Department for a "No Parking
Ends" sign at 8931 Wilshire Street, section 32. After discussion as to the request
for placement of a supplemental "Ends' placard to be placed below the existing
No Parking signs due to confusion as to where the no parking zone begins and
ends. Sgt. Boitos indicated that the no parking zone is designated to end at the
sign and not extend any further. Discussion as to what the sign should read
followed. Upon a motion by Gordon Draper and seconded by Gordon St. John, it
was approved by majority vote that:
14-152 RESOLVED, the addition of a supplemental "Ends" sign
shall be added below the existing "No Parking" sign at 8931
Wilshire Street, section 32.
Agenda Item 3: The citizen request for a "No Truck Traffic" sign was discussed
by the commissioners with input from Sgt. Boitos. It was found that a "No Truck
Traffic" sign currently exists at the intersection of Milburn and Plymouth Roads.
The citizen was not present to present any additional input. As a sign already
exists and the commissioners could find no issue with its placement, it was
agreed by the chair to take No Further Action on the agenda item.
Agenda Item 4: Follow-up discussion with Dan Steele regarding Old Rosedale
subdivision traffic control signs, section 34. The commission reviewed traffic
studies conducted by LPD in areas of Old Rosedale from 4/11 to 4/15. After
having reviewed the studies, and with an opinion of the traffic bureau that the
studies showing speeds from the survey of 4/28/14 through 5/8/14 demonstrate
an 85th percentile of speeds under 30 mph, the commission decided to take no
further action on the request at this time.
Agenda Item 5: Request from Jerry Morrone for"No Parking" signs on
Middlebeh between 6 and 7 Mile Roads, section 11. The commission informed
Jerry that although we like to look at all roads in the city, Middlebelt is a county
road and we would be powerless to accommodate his request. Jerry presented
his case that parking in the boulevard between the roadway and the sidewalks
create an eyesore that he maintains does not exist in neighboring Redford
Township demonstrated by photographs of Beech Daly road. The commission
understood and explained that without any authority we could only make
advisory suggestions on county roads. Upon a motion by Priddy and seconded
by Katers, it was approved by majority vote:
14-153 RESOLVED, that a draft letter of recommendation be sent
to City Council regarding the perceived blight and the lack of
authority of the Traffic Commission to address parking in
city/county boulevards without an ordinance granting such
authority to the Traffic Commission.
Agenda Item 6: Request from Jerry Morrone for"No Parking" signs on
Merriman between Plymouth and Joy Roads, section 34. Discussion was to
address along with Agenda item 5.
Agenda Item7: Follow-up request from Anthony D'Agostino, 38594 Lancaster,
regarding no parking, section S. Resident addressed the commission that the
garbage pickup is still being hindered by packing in the cul-de-sac and he and his
neighbors are suffering poor garbage pickup and mail service due to the inability
of vehicles to move freely in the street because of the narrow street and
residents parking in the street. Upon a motion by Gordon Draper and seconded
by John Katers, it was approved by majority vote that:
14-154 RESOLVED, that a letter of request for a report and
recommendation be sent to the City Engineer for a discussion with
Waste Management to review the handling of this situation and report
back to the commission with recommendations to resolve the resident's
complaint.
Agenda Item 8: Resident Stephen Sersen brought to the commission a request
to change the "No Parking" signs on Grove Street between Riverside and Fairlane
to allow just the owner to park in front of their home. The commission reviewed
the request and informed the resident that due to school parking issues,
residents in the past have occasionally requested the signs and we would not
arbitrarily change the signs without requests from a majority of residents. As he
was the only resident there and admittedly did not discuss with neighbors, the
commission advised the resident to discuss the request with his neighbors and
come back if he still would like to pursue the signs.
Non-Agenda Item: A "No Outlet" sign appears to be missing on northbound
Hubbard at the intersection of Hubbard and Capital. Sgt. Boitos agreed to
investigate and discuss with the City Engineer.
RESOLVED, that the meeting be adjourned at 9:28 pm
