HomeMy WebLinkAboutTraffic Commission 2014-08-14MINUTES OF THE 701" REGULAR MEETING LIVONIA TRAFFIC COMMISSION The 701" regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at City Hall on August 14, 2014. It was called to order by Chairman Jim Policelh. PRESENT: Commissioners: Jim Policelli, Jim Keller, Gordon Draper, and John Katers; City of Livonia Police Officer: Sergeant Joseph Boitus and City of Livonia Engineer: Todd Zilincik Katherine Ladd, 18314 Mayfield; Brad Squires, 9900 Berwick Agenda Item 1: Welcome to new Traffic Commissioner James Keller. Agenda Item 2: The minutes of the July 10, 2014, meeting were reviewed. Upon a motion by John Katers and seconded by Jim Policelfi, it was approved by unanimous vote that: 14166 RESOLVED, the commission minutes from July 10, 2014, are approved as written. Agenda Item 3: Kathy Ladd would like a right tum only ]ane for the northbound direction (south side of the intersection) at Hubbard and Five Mile. Vehicles are confused which ]ane they should be in resulting in an unsafe situation. Todd Zilincik spoke on the issue and explained that the laves are not wide enough to accommodate this request The Commission decided to take no further action. Agenda Item 4: A request from the Mayor's office for "No Parking" signs on Hubbard between Lyndon and Jamison, section 22, was discussed. Upon a motion by Gordon Draper and seconded by John Eaters, it was approved that: 14167 RESOLVED, that we revisit the issue after the 1-96 reconstruction is complete in November, 2014. The current traffic situation on 1-96 could be exasperating the situation. Agenda Item 5: MOOT is doing a road project on Plymouth Road from Farmington to Telegraph and reviewing the warrant of the traffic signals and requested the Commission to review the signal at Deering and Plymouth Road that operates in flashing mode. Upon a motion by John Eaters and seconded by Jim Keller, it was approved that: 14168 RESOLVED, that the Commission recommend to the Plymouth Road Development Authority that the traffic signal at Deering and Plymouth Road be removed. Agenda Item 6: The status of emails received by the Traffic Commission were discussed as follows: • A resident requested a "Stop" sign and a "Hidden Driveway' sign at the comer of Hoy and Beatrice. The resident was contacted by the forestry department to trim the bushes on their property to resolve the obstructed vision that was the resident's concern. • Don Romer complained about the timing of the traffic signal at Hines Drive and Plymouth. Todd Zihncik indicated that improvements would be made to the intersection in 2017 and Sergeant Boitos confirmed there is adequate distance to stop. No further action will be taken at this time. Agenda Hem 7: Roundtable Discussion as follows: • Brad Squires representing the Old Rosedale Garden Homeowners' Association advised they would like to place "Drive like your kids live here" signs either attached to speed limit signs in the public row or yard signs. John Katers and Todd Zihncik informed the group that this sign is not in the MMUTCD and we will not allow this in the right-of- way. The Commission is not opposed to them puffing yard signs on private property if there is no City ordinance forbidding this. Agenda Hem 8: Traffic Control Orders. Upon a motion by Gordon Draper and seconded by John Katers, it was passed unanimously that: 14169 RESOLVED, that TCOs 147,148, and 149 be approved and signed.
