HomeMy WebLinkAboutTraffic Commission 2015-03-12MINUTES OF THE 708ss REGULAR MEETING LIVONIA TRAFFIC COMMISSION The 708`" Regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at City Hall on Thursday, March 12, 2015; it was called to order by Chairperson Jim Pohcelli at 7:29 p.m. PRESENT: Commissioners: Jim Policelli, Jim Keller, John Katers, Gordon Draper, Tom Ambers, Kevin Priddy, Gordon St John; and City of Livonia Police Officer: Sergeant Joseph Boitos. VISFFORS ATTENDING: None Agenda Rem 1: The minutes of the February 12, 2015, meeting were reviewed. Upon a motion by Gordon Draper and seconded by John Eaters, it was approved by majority vote that: 15179 RESOLVED, that the commission minutes from February 12, 2015, are approved as presented. Agenda Item 2: A letter received in the Mayor's office from residents of Livonia Hills Estate subdivision, section 6. A list of concems was presented. Some of the requests were installation of traffic sigoals at both intersections, a permanent radar box, and noise abatement (related to the 275 freeway). Many, if not all, of the requests are not feasible. Todd had previously spoken with John Katers regarding many of the requests and it was determined that there is no data to support my of the claims. Jim Policelli will consult with the Mayor's office about a response. Agenda Item 3: Follow up from resident at 16125 Merriman Rd, section 14. The previously discussed two-way directional arrow that was requested by the resident was not warranted and Wayne County rejected the request. However, the homeowner's request for a fence was approved; the resident is pleased with the decision and no further action is required. Agenda Item 4: Email request from Amanda Toth to the City engineer and Livonia Public Schools regarding improvements to the crosswalk near Coolidge School at Purlingbrook and Pickford, section 11. Being that the crosswalk forms a 90 degree turn on the northwest comer of the intersection, Ms. Toth suggested making the crosswalk form the same 90 degree hrm but placing it onto the southeast comer of the intersection. Crossing guards are present at the intersection. The ideas were also presented to the proper persons at UPS. The school district would be responsible for sidewalk on school property while the City would be responsible for the sidewalk within the road right of way. UPS supports the idea, but have yet to come forth with my funding. Agenda Item 5: Request from Dave Bugnell for a "No U -Turn" at Meadowbrook Street and Levan, section 16. Sgt Boitos agreed that the area is congested, as the resident noted. St Mary Mercy Hospital will be constructing a "ring road" on their property at some point this summer. After the Levan road reconstruction, St Mary's is aware they may need to install a traffic signal at their expense. The further study of my signage or my traffic studies won't occur until the fall of 2015 when the construction is complete. It was conformed by Sgt. Boims that no speed limit signs are posted, however, the residents have not formally asked for one. Commissioner Gordon St John commented on the "No Right Tum on Red" signs A Newburgh and Eight Mile, section 5. It is also worth noting there are double signs, one before the signal and one at the comer very close to, if not right under, the traffic light. Upon a motion by Gordon St John and supported by Gordon Draper to remove the "No Right Tum on Red" signs at comer of Newburgh Road and Eight Mile intersection, it was approved by a 7-1 vote that: 15180 RESOLVED, the aforementioned "No Right Tam on Red" signs wall he removed at Newburgh and Eight Mile, section 5.
