HomeMy WebLinkAboutTraffic Commission 2015-07-09MINUTES OF THE 711'" REGULAR MEE LIVONIA TRAFFIC COMMISSION The 711'" Regular meeting of the Livonia Traffic Commission was held in the third -floor conference room at City Hall on Thursday, July 9, 2015; it was called to order by Jim Policelli at 7:30 p.m. PRESENT: Commissioners: Jim Policelli, Jim Keller, Gordon Draper and Tom Ambers; and City of Livonia Police Officer: Sergeant Joseph Boitos. VISITOR ATTENDING: Ron Riggio regarding "No Parking" signs in his neighborhood, section 5. Agenda Item 1: The minutes of the June 11, 2015, meeting was reviewed. Upon a motion by Gordon Draper and seconded by Tom Ambers, it was approved by majority, vote that 15-189 RESOLVED, the commission minutes from June 11, 2015, are approved as written. Agenda Item 2: Resident Ron Riggio of Willow Woods Subdivision, section 5, visited the Commission with concerns about morning and afternoon school traffic parked along St. Martins Street Mr. Riggio commented that the school bus loads and unloads children while standing on Newburgh Road and those waiting with and/or for students park along either side of the divided entrance to the subdivision. He father states that vehicle doors are left open, individuals sometimes block traffic, and with more vehicles parked, the children may not be able to see oncoming traffic. Ron would like to see "No Parking" signs along the east and west bound lanes of St. Martins to alleviate this problem. Sgt Buttes shared an e-mail he received from mother resident (who was not able to attend the Commission meeting due to a work commitment) requesting that signage not be placed because it would affect the parents dropping off and picking up their children, as well as the residents that Eve along that stretch being able to park in front of their own homes. Chairperson Policelli also stated that the residents affected by the sign placement would have to be notified. Suggestions from the Commission were to utilize the subdivision Civic Association's newsletter offering a gentle reminder to be more courteous during those hours and also approaching LPS to alert them of this matter. Mr. Riggio further requested that a "No Parking" sign be placed in front of his home. He has a two -car wide driveway with a circular driveway across his property. On several occasions, he has observed vehicles blocking some or all of his driveways making it impossible to leave or enter his driveway. Commissioner Ambers stated that while parking issues are not high priority for the police depanment, if notified, they will respond. However, Mr. Riggio noted that at that point it would be we late and the offenders would already be gone. The commission suggested utilizing the newsletter for this matter as well and suggested that "No Parking" signs would not be a good fit because it would also prohibit Mr. Riggio from parking in front of his own residence. Upon a motion from Commissioner Ambers and with support from Commissioner Draper, no further action will be taken. Motion passed unanimously. Agenda item 3: Signage in and around Meadowview Street and Hickory Lane, section 6. The neighborhood association has requested a "No Tum on Red" sign as traffic exits I-275 at Eight Mile Road. This would have to be referred out to Wayne County and/or MDOT. No further action to be taken. Roundtable Discussion: Sgt. Boitos commented that he is beginning to study all of the intersections along Schoolcmft going east and west bound for "No Tum on Red" sign placements or removals. An update to the visual obstruction of the fencing around the expressway embankment over the Yale Street bridge (section 20/21) has been postponed as Todd is absent. Traffic Control Orders: A motion to sign Traffic Control Order (TCO) 15-3 (to remove the "No Tum on Rad" sign A northbound Newburgh to eastbound Schoolcraft) was made by Commissioner Draper and with support from Commissioner Keller, it was unanimously approved that: 15-190 RESOLVED, to approve and sign TCO 15-3.
