HomeMy WebLinkAboutTraffic Commission 2015-08-13MINUTES OF THE 712'" REGULAR MEETING LIVONIA TRAFFIC COMMISSION The 7121 Regular meeting of the Livonia Traffic Commission was beld in the thhd-floor cow mom at City Hall on Thursday, August 13, 2015; it was called to order by pian Policelli at 7:30 p.m PRESENT: Commissioners: pian Policelli, pian Keller, Gordon Draper, Tom Ambers, John Eaters, Gordon St John and Kevin Priddy; and City Engineer Todd Zilineik VISITORS ATTENDING: Jce Berry, section 7, regarding'No Parking" signs and Harry Piotrowski Q Robert Bullington, section 6, regarding Livonia Hills Estates traffic wnezm Agenda Item 1: Th minutes of the July 9, 2015, m-zting was reviewed. Upona motion by Gordonlhaper and seconded by Tom Ambers, it was approved by majority vote that 15191 RESOLVED, the commission minutes from July 9, 2015, meeting are approved as written. Agendaitem2: Resident Joe Berry, representing the Laurel Woods Condommium Association(section 7), visited the commissioner request "No Parking" signs along University Park Drive. The residents of the complex are concerned about sight distance leaving or going iner the complex whenvehicles are parked along University Park Drive. Mr. Berry also mentioned that they want persons to be able to park, just not closeto the entance/exit Furthermore, this sign should be appropriately placed after a traffic study can be completed to bestdehanniac wheatits location should be Therefore, after a discussion between the commissioners, a motion to erect sign R7-200 `No Parking Anytime with supporting arrows pointing to the complex's ea ance/mt was made by Commissioner Draper, and with support by Commissioner Keller, it was approved by a 6 to 1 vote: 15192 RESOLVED, to erect sign R7-200 "No Parking Anytime" with supporting arrows. Agenda Item 3: Residents Harry Piotrowski and Robert Buffington attended to discuss traffic and safety cancereas in the Livonia Hills Estate subdivision, section 6. Both Mr. Piotrowski and Mr. Buflingma reported that on average 15-20,000 vehicles enter and exit thmugb the neighborhood and or turn around in private residents' driveways. Also, on one omasum Mr. Billington had a proem relieve themselves on his from lawn, Both gentlemen werevery unhappy with the wmmission' s handling of their prior requests. Both residents requested that the commission rwovethe existing `No Oudef' sign and replaceit with a `No U Turn" sign The petitioners quoted the MMUTCD and argued discrepancies within the cedebwk pertaining to the `No Oudef' sign and the `No U T®" sign. The Commission as a whole pointed out that the sign change may not help the smatter, nor world the police (other than issuing a citationatthe time of the fraction) be able to defendthematterinwrrt The City attorney's office offered legal opimom regarding the aforementioned sign being placed at this location Commissioner St John offered a motion to remove the'No Outlet" sign and replace it with a'No U Turn" sign with support from Commissioner Ambers and it was dewed by a 5 to 2 vote. The petitioners; were not satisfied with this vote and again requested that the sign be placed anyway. The petitioners stated they may need to seek belp firm the mayor or city council. It was also noted that on City -maintained mads,'N*o U Tum" signs are seldom used and when used, are predominantly at the end of divided median. The signs that the petitioners refered min and amnm the city were placed by Wayne County on County -maintained right of ways. Therefore, another Motion was made by Commissioner St John In def this matter for reconsideration to the City Attorney's office, specifying the residents' wishes to have a'N'o U Tum' sign even on a trial basis. With support firm Commissioner Keller, this motion was approved by a 6 In 1 vote. 15193 RESOLVED, to defer the above mentioned matter to the City Attorney's office for cfarifirntton regarding the replacement of the "No Outlet" sign to a "No U Torn" sign, (section 6). Agenda item 4: The subject of speeding cencerns, 34026 Gable (section 4), has bcenpostponed until the September ]0'° meeting. Agendaitem5: The Police Deparlmevfs`N*oTom onRod" study at all intersections on Scboolcraft Road has been postponed until the September IDm m-zting. Chairman's Comments: An e-mail was received by Todd Zilineikregarding "School Zone" signs along Middle Belt Road. Todd responded In the e-mail message with enntactinfirmation of one Wayne County liaison as this is a Wayne County road.
