LIVONIA TRAFFIC COMMISSION
The 714`" Regular meeting of the Livonia Traffic Commission was held in the third -floor
conference room at City Hall on Thursday, October 8, 2015; it was called to order by Jim
Policelli at 7:31 p.m.
PRESENT: Commissioners: Jim Policelli, Jim Keller, Gordon Draper, Tom Ambers, John
Katers, and Kevin Priddy; and City of Livonia Police Sergeant Joseph Boitos.
Agenda Item 1: The minutes of the September 10, 2015, meeting was reviewed.
Commissioner Draper offered an approval to submit the minutes as written. With support from
Commissioner Ambers, it was approved by majority vote that:
15197 RESOLVED, the min ores of the September 10, 2015, meeting are approved
as written.
Chairman's Comments: Chairperson Policelli shared with the commission that the Livonia
Hills Estates subdivision's request to have a "No Tum on Red" sign at the exit ramp from 275
north to eastbound Eight Mile road has been granted. An additional fimestamp will be affixed to
the sign. More than likely, the sign will not be erected until the construction planned for next
year is completed. Additionally, some residents are still unhappy with the signage changes voted
upon in previous meetings. Sgt Boitos conducted a study in the neighborhood, section 6, and
Eight Mile abutting the neighborhood. Based on his findings, the Eight Mile and Haggerty traffic
signal is not timed correctly. This is Oakland County's intersection and, therefore, their light The
commission's suggestions will be directed to them. Sgt. Boitos also conducted a vehicle count on
Hickory Lane. His findings were not concurrent with what residents had described previously to
the commission.
Chairperson Policelli also shared with the commission that the sign on Wayne Road south of Six
Mile, section 16/17, that reads "No Outlet to 5 Mile", that was pointed out in an e-mail received
from a resident of the Livonia Hills Estates, does not conform to MMUTCD specifications. The
commission believes the "No Outlet" sign is not correctly stated because there are several side
streets which lead to other streets with an outlet to 5 Mile road. Additionally, under "No Outlet"
the text should not read `to 5 Mile" The commission was not able to find my place in the
MMUTCD where such a sign exists. In addition, there is no Traffic Control Order for that sign
on file. The commission believes that perhaps the neighborhood homeowners' association or an
individual placed the sign where it currently sits today. Per the MMOTCD, a "No Outlet" sign
should only exist on a road or network of roads where there is no other exit
A resident moving to the Eight Mile/GiH Road area stated that there is an insufficient amount of
stop signs along the stretch of Gill Road between Seven and Eight Mile roads, section 4.
According to Sgt. Boitos, the signage is sufficient and the data supports the signage being
correct Therefore, no further action will be taken.
A request was made from a resident moving from 19274 Shadyside, section 3, to Ventura Court,
section 9. There is a (W 11-9) "Handicapped" sign at the end of the resident's block on
Shadyside; therefore, TCO (07-39) will become void. Additionally, a "Handicapped" sign (W 11-
9) will be installed at the comer of Myron Drive and Ventura Court, section 9. The motion to
void TCO 07-39 was made by Commissioner Draper and with support by Commissioner Katers,
it was approved by majority vote that:
15-198 RESOLVED, to void TCO 07-39.
15199 RESOLVED, to install a W11-9 "Handicapped" sign at the comer of Myron
Drive and Ventura Court, section 9.
Roundtable Discussion
Commissioner Draper stated that he noticed the newly -installed street signs along Levan between
Schoolcraft and Five Mile Road, section 20, are difficult to read from the roadway.
Commissioner Draper inquired about the signage rules. Per the MMUTCD, the lettering
requirements for main roadways are 6" in height for uppercase lettering and 4 %" for lowercase
lettering. For lower volume or urban streets, the requirements are 4" for uppercase and 3"for
lowercase. The manual states they can be larger if the need warrants.
Traffic Control Orders: A motion was made by commissioner Priddy and with support by
commissioner Ambers, it was approved by majority vote that:
15-200 RESOLVED, Traffic Control Orders (TCO's) 154,155,15-6,157,15-5 be
signed.
The meeting was adjourned at 8:22 p.m.
