LIVONIA TRAFFIC COMMISSION
The 715`" Regular meeting of the Livonia Traffic Commission was held in the third -floor
conference room at City Hall on Thursday, November 12, 2015; it was called to order
by Chairperson Jim Policelli A 7:26 p.m.
PRESENT: Commissioners: Jim Policelli, Gordon Draper, John Katers, Gordon St. John,
Thomas Ambers, Kevin Priddy, Jim Keller; and Sgt. Joseph Boitos
VISITORS ATTENDING: Michael Elinsky, Livonia resident and Dr. Daniel Willenborg,
Principal of Franklin High School.
Agenda Item 1: The minutes of the October 8, 2015, meeting were reviewed.
Commissioner Draper offered approval to submit the minutes as written. With support from
Commissioner Eaters, it was approved by majority vote that:
15-201 RESOLVED, the min ores of the October 8, 2015, were approved as written
Agenda Rem 2: Lighting and signals along Joy Road and in front of Franklin High School
(Section 35). Michael Ehnsky, whom resides on California Street, along with Principal
Willenborg visited the commission meeting to follow up on previous requests for improving
lighting along Joy Road in front of Franklin as well as the intersection signals at Mertiman and
Joy, and Middle Belt and Joy. They are both aware of the City and County data that does not
support changes to the signals, but are still concerned for students and parents going to or from
the school. The commission suggested contacting elected officials at the county and state levels,
as well as the LPS school board. The commission also suggested applying for Transportation
Alternative Program (TAP) grant. The commission is fully supportive of changes to the signals
and fighting, however all aforementioned roadways are Wayne County right of ways, therefore
making them responsible for any changes.
Chairman's Comments: Chairman Policelli shared with the commission an email complaint
that several intersection signals are antiquated, timed incorrectly, difficult to see and so forth,
and that the roadways are in poor condition. Many, if not all, of these areas are all county
intersections. Todd has begun the process of responding to that individual's request
Another email request came from a resident in the area of Wes[ Chicago and Wayne roads
(Section 32/33). The individual pointed out that the intersection light was flashing yellow and
red at the respective roadways beginning at 6 p.m. Sgt. Boitos investigated and found that the
light indeed was not properly timed. He contacted Wayne County to remedy the issue.
Chairperson Pohcelli also shared that he has concluded his Annual Report of the Traffic
Commission and will be submitting it to the Mayor's Office. Additionally, it will be emailed to
the commission and offered for public viewing.
Roundtable Discussion
Commissioner Draper inquired if the street signage along the newly constructed Levan road
(Section 20) had been looked into for conformity. Sgt Boitos will investigate this and provide an
update.
Commissioner Katers shared with the commission a divergent diamond intersection project that
is the fust of its kind in Michigan and 50`" in the nation is being constructed by MDOT in
Auburn Hills. Among the advantages are land spaces and lane spaces. In addition, he shared that
the costs are high, but it provides some long-term savings. Articles and photos are available on
MDOT's website.
Commissioner Keller noted two issues: The traffic light along Plymouth at Deering (Section 36)
had been approved for removal by the Commission. He asked why the light was still up and
flashing. The second issue was at the intersection of 5 Mile road and His (Section 18). A
nonconforming "No Outlet" sign was placed on northbound Hix road. The "No Outlet" sign was
one similarly removed from the 6 Mile and Wayne road intersection, denoting "No Outlet" with
supporting text stating `40 5 Mile." Per the MMOTCD this type of signage is not approved. Sgt.
Boitos will check to see if a TCO exists and how to proceed forward.
Traffic Control Orders: A motion was made by Commissioner St. John and with support by
Commissioner Draper, it was approved by majority vote that:
15-202 RESOLVED, Traffic Control Orders (TCO)15-9 & 15-10 be signed
