SYNOPSIS OF THE MINUTES OF THE 1,718 REGULAR MEETING
LIVONIA CITY COUNCIL – DECEMBER 5, 2012
Meeting was called to order at 8:00 p.m. Present: James McCann, John Pastor,
Maureen Miller Brosnan, Brandon Kritzman, and Laura Toy. Absent: Joe Laura and
Thomas Robinson.

#469-12 Resolution by Pastor and Brosnan, unanimously adopted, approving the

minutes of the 1,717 Regular Meeting of the Council held November 21, 2012.
Vice-President Pastor announced the Toys for Tots collection has begun for this year.
He said it is for families in need in Livonia and the surrounding area. There are several
drop off locations including his office at 34018 Beacon. Last year they helped 700
families and still had toys left over. He hopes to help more families this year.
Vice-President Pastor thanked everyone for the well wishes for his son, Ryan, and
Ryan’s bride, Ashley, on their marriage.
Vice-President Pastor wished his wife, Linda, a Happy Birthday; her birthday is
December 7, 2012.
McCann wished his wife, Linda, her birthday is December 9, 2012. He also wished his

nephew, Christopher Nichen, a Happy 30 Birthday.
Kritzman thanked everyone for their well wishes. He announced the birth of his fifth
daughter, Alexandra Cosette, last Monday, November 26, 2012, at 2:56 p.m. He said
both mom and baby are doing fine.
Brosnan thanked the Mayor and staff for hosting the Livonia Cares Meeting last week;
its members are comprised of ministers, priests, and pastors throughout the state who
assist residents in need by providing them with information on where to obtain help.
President Toy announced a Public Hearing to be held Monday, January 7, 2013, at
7:00 p.m., in the Auditorium of Livonia City Hall, 33000 Civic Center Drive, Livonia, MI
for the following item:
The City Council of the City of Livonia will hold a public hearing to
consider adoption by the City Council of an ordinance amending the
Plymouth Road Authority District to amend the boundaries of the Authority
District pursuant to Act 197. (CR 365-12)

#477-12 Determining that it is necessary for the best interests of the public to

amend the boundaries of the Plymouth Road Development Authority district pursuant to

Authority district in order to better achieve the objectives of halting property value

Development Authority district as amended, to eliminate the causes of such
deterioration, and to promote economic growth, and the City Council hereby declares its
intention to amend the boundaries of the Plymouth Road Development Authority District

McCann gave SECOND READING to the following Ordinance:
AN ORDINANCE ADDING SECTION 105 TO TITLE 15,
CHAPTER 16 (FIRE PREVENTION CODE) OF THE LIVONIA
CODE OF ORDINANCES, AS AMENDED.
A roll call vote was taken on the foregoing Ordinance:
AYES: McCann, Pastor, Brosnan Kritzman and Toy.
NAYS: None.
McCann gave SECOND READING to the following Ordinance:
AN ORDINANCE AMENDMENT ADDING SECTION 155 OF
TITLE 15, CHAPTER 36 (PROPERTY MAINTENANCE CODE) OF
THE LIVONIA CODE OF ORDINANCES, AS AMENDED.
A roll call vote was taken on the foregoing Ordinance:
AYES: McCann, Pastor, Brosnan, Kritzman and Toy.
NAYS: None.
Kritzman gave SECOND READING to the following Ordinance:
PROPOSED AMENDMENTS TO SECTIONS 030 THROUGH 110
OF TITLE 5, CHAPTER 30 (ENTERTAINMENTS AND
AMUSEMENTS) OF THE LIVONIA CODE OF ORDINANCES, AS
AMENDED.
A roll call vote was taken on the foregoing Ordinance:
AYES: McCann, Pastor, Brosnan, Kritzman and Toy.

#478-12 Resolution by Brosnan and McCann, unanimously adopted, approving

Department of Law is requested to prepare an Ordinance amending Ordinance No. 543,
as amended, in accordance with this resolution.

preparation of the Ordinance for submission to Council; and the Department of Law is
requested to prepare an Ordinance amending Ordinance No. 543, as amended, in
accordance with this resolution.
#480-12 Resolution by McCann and Kritzman, unanimously adopted, approving

Petition 2012-03-06-08 submitted by the City Planning Commission, proposing to

amend Sections 11.02 and 11.03 of Article XI, C-2 (General Business) District
Planning
Law
Regulations, in order to make changes to certain types of permitted and waiver uses
including, but not limited to, various retail sales and retail service establishments,
wholesale business uses, gasoline service stations, animal care facilities, restaurants,
auto-wash establishments, establishments serving alcohol, dance halls, pawn shops,
and open-air businesses, for preparation of the Ordinance for submission to Council;
and the Department of Law is requested to prepare an Ordinance amending Ordinance
No. 543, as amended, in accordance with this resolution.
AUDIENCE COMMUNICATION:
Curtis Lipinski, 36555 Ann Arbor Trail, property owner and resident, expressed his
displeasure with the proposed sidewalk extension on Ann Arbor Trail.
Tony Perelli, 36543 Ann Arbor Trail, property owner and resident, expressed his
concern regarding his landscaping and the proposed sidewalk extension on Ann Arbor
Trail.
Zilincik said he was hopeful he would have the final report regarding the proposed
sidewalk extension on Ann Arbor Trail from Dowling Street to Rosedale Elementary
School by the end of the week to the Administration.

President Toy announced she will be absent on December 10 and that Vice-President
Pastor would Chair the Study Meeting.
Vice-President Pastor wished his cousin Amy a Happy Birthday; her birthday is
tomorrow.
