HomeMy WebLinkAboutSYNOPSIS - 2012-09-26 th SYNOPSIS OF THE MINUTES OF THE 1,713 REGULAR MEETING LIVONIA CITY COUNCIL – SEPTEMBER 26, 2012 Meeting was called to order at 8:00 p.m. Present: James McCann, Joe Laura, John Pastor, Thomas Robinson, Maureen Miller Brosnan, Brandon Kritzman, and Laura Toy. Absent: None. th MAD #390-12 Resolution by Pastor and Robinson, approving the minutes of the 1,712 FAT Regular Meeting of the Council held September 12, 2012. A roll call vote was taken on the foregoing resolution: AYES: McCann, Laura, Pastor, Robinson, Kritzman, and Toy. NAYS: None. PRESENT: Brosnan th Robinson said the 40 Anniversary Celebration of the Livonia Symphony Orchestra that will be held at Laurel Park Office Center Atrium on Thursday, September 27, 2012, from 7:00 – 9:00 p.m. has been sold out, he thanked the community for their support. Todd Zilincik, City Engineer, announced there will be a 2013 Road Repair Program Public Meeting on Thursday, October 4, 2012 at 7:00 P.M with the Citizens Advisory Board to discuss the 2013 Road Repair Program. The purpose of this meeting is to discuss concerns about repairs to local City streets. The meeting will be held at the Daniel R. Andrew Public Service Division Facility located at 12973 Farmington Road, Livonia, Michigan. Brosnan presented Eagle Scout Thomas Strach with a commendation recognizing his achievement as an Eagle Scout and the work he did on his project at Newburgh Cemetery. Kritzman presented Eagle Scout Gregory Kilroy with a commendation recognizing his achievement as an Eagle Scout and the work he did on his project at Clarenceville Cemetery. Vice-President Pastor presented Eagle Scout Zachary Cebulski with a commendation recognizing his achievement as an Eagle Scout and the work he did on his project including two (2) display cabinets he built for Sweetest Heart of Mary Church in Detroit. McCann recognized two other boy scouts, Ben Yates and Jeremy Arbaut, both are here tonight to support their fellow scouts. AUDIENCE COMMUNICATION: None. th SYNOPSIS OF THE MINUTES OF THE 1,713 REGULAR MEETING 2 LIVONIA CITY COUNCIL – September 26, 2012 The following items were received and filed: Communication from the Department of Finance, dated September 13, 2012, re: forwarding the Quarterly Investment Report for the City of Livonia as of August 31, 2012. The following resolutions were offered by Pastor and McCann: #391-12 Approving the request of Jeff Shingler, 28652 Grandon, to hold a block MAD FAT party and close Grandon between Harrison and Brentwood, on Saturday, October 6, Police 2012 from 3:00 p.m. to 10:00 p.m., with a rain date of Sunday, October 7, 2012, subject to the approval of the Police Department. MAD #392-12 Accepting the bid of Wenger Corporation, 555 Park Drive, Owatonna, FAT Minnesota 55060, for providing the Department of Parks and Recreation with a new P&R trailer-towed mobile stage to replace the current “Showmobile” in the amount of $122,984.00. th MAD #393-12 Accepting the bid of Integrity Building Group, 350 Madison Ave., 4 Floor, FAT Detroit, Michigan 48226, for completing all work required in connection with the Grnmd renovation of the Hill House located at Greenmead for the total cost of $599,990.00. (CR 43-11) MAD #394-12 Accepting a grant in the amount of $238,594.00 from the Federal Transit FAT Administration for Livonia Community Transit to update and build out the City’s Call CommRes Center. MAD #395-12 Appropriating and authorizing an expenditure in an amount not to exceed FAT $9,871.00 from budgeted funds for 92 additional trees planted to be paid to Greg Davis Eng Landscape Services, Inc., 471 Renaud Road, Grosse Pointe Woods, MI 48236. (CR 45- 11) MAD #396-12 Authorizing an Intergovernmental Agreement between Wayne County and the FAT City of Livonia for the resurfacing of Haggerty Road from Six Mile Road to Seven Mile Eng Road. A roll call vote was taken on the foregoing resolutions: AYES: McCann, Laura, Pastor, Robinson, Brosnan, Kritzman, and Toy. NAYS: None. #397-12 Resolution by Pastor and Brosnan, amending Council Resolution 323-12, MAD FAT to reflect fiscal year, not program year, and show termination of the previous agreement Housing for the City’s participation in the Wayne County Home Investment Partnership Consortia from October 1, 2012 through September 30, 2015, with 2011 program funding to be in the amount of $139,089.00. NAYS: Laura. MAD #398-12 Resolution by McCann and Kritzman, unanimously adopted, approving FAT and confirming Special Assessment District No. 427 Roll for the Bell Branch Eng Streambank Stabilization Project (RXB-14), aka Rennolds’ Ravine River National Wet Assessr Weather Demonstration Project Round X, Part “B” grant program for storm water general permit activities, in the N.E. 1/4 of Section 20; FURTHER, authorizing a sum not to exceed $20,250.00 (one half of the design and construction engineering costs). (CR 323-11, CR 292-11, CR 209-11 and CR 44-99) #399-12 Resolution by Brosnan and McCann, unanimously adopted, approving a MAD FAT total project cost for the Rennolds’ Ravine Streambank Stabilization Project in the Eng amount of $348,081.85 as follows: Construction $249,403.00; Design and Construction Assessr Eng. $40,500.00; Construction Staking, Inspection and Report Writing $35,000.00; and Administration and Contingency $23,178.85; FURTHER, accepting the bid of Erie Construction LLC, 22051 Commerce Drive, Woodhaven, MI 48183, for completing all construction work required in connection with the Rennolds’ Ravine Streambank Stabilization Project for the total estimated amount of $249,403.00, based upon the Engineering Department’s estimate of units involved, and subject to a final payment based upon the actual units completed. (CR 209-11 & CR 323-11) MAD #400-12 Resolution by Pastor and Brosnan, unanimously adopted, approving the FAT tentative agreement between the City of Livonia and Livonia Fire Fighters Union for the Fire period December 1, 2012 through November 30, 2015. CivSvc AUDIENCE COMMUNICATION: None. Todd Zilincik, City Engineer, gave an update on the construction at the entrance to the Police Department.
