SYNOPSIS OF THE MINUTES OF THE 1,704 REGULAR MEETING
LIVONIA CITY COUNCIL – MAY 9, 2012
Meeting was called to order at 8:00 p.m. Present: James McCann, Joe Laura,
John Pastor, Thomas Robinson, Brandon Kritzman, and Laura Toy. Absent: Maureen
Miller Brosnan.

minutes of the 1,703 Regular Meeting of the Council held April 25, 2012.
Vice-President Pastor wished Councilmember James McCann, Director of
Administrative Services, David Varga, and an employee of Pastor’s, Gary Rossi, Happy
Birthday today. Pastor also congratulated his employee Jennifer Mahowski and her
husband on the recent birth of their son.
Vice-Present Pastor, on behalf of the City Council along with Mayor Jack E. Kirksey,
congratulated Judy Priebe, Technical Specialist and Acting Director of Legislative
Affairs, on 20 years of dedicated service to the City of Livonia.
Robinson commended Judy Priebe on all her hard work and dedication to the City of
Livonia. He also wished Councilmember James McCann a Happy Birthday.
Robinson announced the Livonia Symphony Orchestra will be hosting a Spring Garden
Party on Saturday, May 19, 2012, beginning at 11:30 a.m., at Laurel Manor. They will

also be hosting their 21 Annual “Chip in for our Symphony” Golf Outing, Friday, June
15, 2012, at Fox Creek Golf Course, Livonia. Additional information on these fundraising
events can be found on their website at www.livoniasymphony.org.

President Toy announced Angela Hospice will be hosting their 24 Annual Golf Outing
on Monday, May 14, 2012, beginning at 9:30 a.m. at Fox Hills Golf Course, Plymouth.
President Toy said she and Vice-President Pastor along with other members of The
Great Lakes Energy Forum will be hosting a Vote4Energy Luncheon and Rally, an All
American Grill-out and Ice Cream Social beginning at 11:30 a.m., Friday, May 11, 2012,
at Burton Manor with live music by Bocco. An Energy Rally will begin at 12:30 p.m.
featuring Frank Beckmann, celebrity news talk radio host, Marty Durbin, EVP, American
Petroleum Institute, Scott Hagerstrom, Americans for Prosperity, and Charlie Owen,
NFIB of Michigan, to promote jobs, economic growth and energy security; this is a free
event.
McCann announced Maureen Miller Brosnan’s birthday was May 8, 2012 and wished
her a Happy Birthday.
President Toy announced new data on Items #10, #12, #13 and #14.

President Toy announced three (3) Public Hearings to be held in the Auditorium of
Livonia City Hall, 33000 Civic Center Drive, Livonia, MI for the following items:
Wednesday, May 30, 2012, at 7:00 p.m.
Paul F. Bohn, Fausone Bohn, LLP, on behalf of Odyssey Electronics, Inc.,
is requesting approval of personal property tax abatement under the
provisions of Public Act 328 of 1998 in connection with the manufacturing of
printed circuit boards in their facility located at 12886 Fairlane, Livonia, MI
48150. (Industrial Development Overlay District #111)
Wednesday, May 30, 2012, at 7:00 p.m.
Petition 2012-03-01-02 submitted by Kordoba, L.L.C./Masri Orthodontics to
rezone a portion of the property at 15230 Levan Road, located on the east
side of Levan Road between Lyndon Avenue and Five Mile Road in the
Northeast ¼ of Section 20, from C-1 to OS. (Local Business to Office
Services)
Wednesday, June 6, 2012, at 6:30 p.m.
The City Council of the City of Livonia will hold a public hearing on the
proposed improvement project to the City’s Sanitary Sewer System for
the purpose of receiving comments from interested persons.
Project construction will involve the rehabilitation of approximately
5,000 feet of sanitary sewer and 600 manholes and
disconnections of approximately 25 illicit connections to the
sanitary sewer system. The City is proposing to fund the project
with money collected from user charges. The total project costs
are estimated at $3,600,000. The estimated cost to the user
equates to an increase of $0.05 per sewer billing unit. Adverse
impacts of the proposed project include temporary construction
related impacts such as short term traffic disruptions, noise and
dust.
AUDIENCE COMMUNICATION:
Wayne County Commissioner Diane Webb, addressed Council to explain that recent
redistricting by the State of Michigan will affect the districts represented by Wayne
County Commissioners. Commissioner Webb indicated she currently represents District
9 and is the Chair of the Public Safety Committee but due to redistricting of precincts,
she will soon represent and run for re-election as a Wayne County Commissioner for
District 8, which includes portions of the Southeast area of Livonia from Joy Road to
Five Mile Road and Inkster Road to Middlebelt Road and will include five precincts.

Dan West, President, Livonia Chamber of Commerce, 33233 Five Mile Road, invited
Council and the public to attend the Revamp Business Expo at Laurel Park Place Mall,
May 10, 2012, from 10:00 a.m. to 5:00 p.m., there will be 104 Exhibitors and 4 free 45
minute workshops on social networking to promote businesses and on health care
changes (hosted by Blue Cross and Blue Shield of Michigan); this is a free event.
President Toy passed the gavel to Vice-President Pastor to speak on the subject of the
need to prohibit the sale of synthetic substances at 8:16 p.m.
Katie Olex, Executive Director, Livonia Save Our Youth, spoke in support of the City
enacting an Ordinance which would prohibit the sale of synthetic substances in the
Livonia community.
#189-12 Resolution by Toy and Laura, unanimously adopted, referring the subject

would prohibit the sale of synthetic substances in the Livonia community.

to complete the work) in the amount of $83,825.00; FURTHER, the Council does hereby
authorize an expenditure in the amount of $83,825.00 from budgeted funds; and the

subject matter of Intergovernmental Agreements for the creation of authorities for the
purchase of goods and/or the delivery of services to the Committee of the Whole for its
report and recommendation.
AUDIENCE COMMUNICATION:
Christopher Martin, 12275 Inkster Road, commented that when an Item goes before the
Zoning Board of Appeals and all seven members are not present, the petitioner is given
the option to proceed or reschedule until all seven members are present; he said this
practice should be available on Items that come before the City Council as well.
