HomeMy WebLinkAboutSYNOPSIS - 2014-03-03 th SYNOPSIS OF THE MINUTES OF THE 1,748 REGULAR MEETING LIVONIA CITY COUNCIL – MARCH 3, 2014 Meeting was called to order at 7:00 p.m. by President Brosnan. Present: Brandon Kritzman, John Pastor, Brian Meakin, Laura Toy, Lynda Scheel, Susan Nash, and Maureen Miller Brosnan. Absent: None. #52-14 Resolution by Pastor and Kritzman, unanimously adopted, approving the MAD th FAT minutes of the 1,747 Regular Meeting of the Council held February 19, 2014. Meakin asked for a moment of silence for resident Henry “Hank” Conrad who passed away recently. He was a World War II Coast Guard Veteran. He was a member of the Disabled American Veterans Association and was also known by many as “Santa Claus.” He will be dearly missed. Meakin gave an update on the poor condition of Seven Mile Road. He noted that Cindy Dingell, Director of Roads, Wayne County, came out and examined the road and agreed that it is deplorable. He said as previously mentioned by Councilmember Pastor this is a warranty issue. Meakin said they have also contacted the State and County for assistance with this matter. Toy said there is a phone number the public can call 1-888-296-4546 to report a pothole. She mentioned too that Eight Mile Road is in poor condition as well. President Brosnan announced there is new data on Item #9. AUDIENCE COMMUNICATION: Joe Neussendorfer, Livonia Chapter #114 of Disabled American Veterans, 11316 Merriman Road. In conjunction with Engineers Week, he presented a commendation to the City of Livonia; City of Livonia Engineering Division; Orchard, Hiltz, and McCliment; and Florence Cement Company for their work on the 2013 Old Rosedale Gardens Sidewalk and Pavement Program, especially for their incorporation of innovative design in the elimination of mobility barriers at the sidewalk endings. These features greatly assist the mobility and walkability for disabled veterans and all residents and visitors in the area. John Hiltz, President of Orchard, Hiltz and McCliment, along with their Project Manager, Mark Loch, accepted their commendation. Michael McCauliff, Community Housing Network, 35425 W. Michigan Avenue, Suite 3946, Wayne, Michigan said they provide free foreclosure prevention assistance and will be available after the meeting if anyone would like information on their services. The following items were received and filed: th SYNOPSIS OF THE MINUTES OF THE 1,748 REGULAR MEETING 2 LIVONIA CITY COUNCIL – March 3, 2014 E-mail communication from Joseph Lizbinski, dated February 24, 2014, re: his concern with the issue of carrying a prescribed medication outside of a prescription bottle and be cited for a civil infraction, as related to proposed amendment to the Livonia Code of Ordinances (Narcotic and Dangerous Substances). Communication from the Department of Law, dated, February 27, 2014, re: an Administrative Response to an e-mail communication from Joseph Lizbinski. The following resolutions were offered by Toy and Kritzman: MAD #53-14 Approving the request from Frank Grisa, O’Malley’s Bar & Grill, granting FAT permission to erect a tent and waive the Noise Ordinance, in connection with their St. OrdEnf Patrick’s Day Celebration on Monday, March 17, 2014 from 7:00 a.m. until midnight, to Police be held at O’Malley’s Bar & Grill, 15231 Farmington Road, Livonia, Michigan. MAD #54-14 Confirming the reappointment of Lora Weingarden, to the Livonia Board of FAT CivSvc Ethics for a three-year term starting March 1, 2014 and expiring March 1, 2017. #55-14 Approving the Wayne County Hazard Mitigation Plan dated August 5, MAD FAT 2013, which has been approved for implementation from the Federal Emergency Eng Management Agency (FEMA), for a period of five (5) years in order to receive funds made available through certain mitigation grant programs. MAD #56-14 Accepting the unit price bid of Direct Fitness Solutions, LLC, 600 Tower FAT Road, Mundelein, Illinois 60060, for supplying the Department of Parks and Recreation P&R (Community Recreation Center) with two Precor EFX833 elliptical machines at $4,395.00 each for a total of $8,790.00, three Precor EFX835 elliptical machines at $4,895.00 each for a total of $14,685.00, and a one-time charge for freight and installation of $1,875.00, less trade-in of $500.00 for used elliptical for a total amount not to exceed $24,850.00 from funds already budgeted. #57-14 Approving a one-year extension of the current contract with Dearborn MAD FAT Lithograph, Inc., 12380 Globe, Livonia, Michigan 48150, for printing and binding the ComRes Livonia Newsletter through Summer-Fall 2015 at the same prices that are now in effect. (CR 160-11) #58-14 Proclaiming Friday, May 2, 2014 as Arbor Day in the City of Livonia; MAD FURTHER, inviting citizens to join in the commemoration planned by the Tree City FAT Committee at Buchanan Elementary School at 1:30 p.m. on Friday, May 2, 2014 to support efforts to protect trees and woodlands. #59-14 Authorizing the execution of annual maintenance permits as requested by MAD the County of Wayne for activities that may take place within County roads right-of- FAT Eng ways; FURTHER, authorizing the Director of Public Works or the City Engineer to apply th SYNOPSIS OF THE MINUTES OF THE 1,748 REGULAR MEETING 3 LIVONIA CITY COUNCIL – March 3, 2014 to the County of Wayne Department of Public Services Engineering Division Permit Office for the necessary Permit to work within County road right-of-way or local roads on behalf of the Community. MAD #60-14 Approving Petition 2013-12-02-32 submitted by Jay Feldman requesting FAT approval to demolish an existing commercial building (32590 Plymouth Road) in order Insp to expand a parking lot for the purpose of displaying vehicles for the existing auto Plan dealership (Tennyson Chevrolet) located at 32570 Plymouth Road, subject to Eng conditions. #61-14 Waiving the requirement which limits the parking/display of vehicles to MAD areas more than twenty feet from the front lot line or at the side lot line adjacent to the FAT Insp street; accordingly, parking/display of vehicles in such areas shall be allowed and in Plan connection with the approval of waiver use Petition 2013-12-02-32, submitted by Jay Eng Feldman in connection with a proposal to demolish an existing commercial building at 32590 Plymouth Road in order to expand a parking lot for the purpose of displaying vehicles for the existing auto dealership, Tennyson Chevrolet, at 32570 Plymouth Road. A roll call vote was taken on the foregoing resolutions: AYES: Kritzman, Pastor, Meakin, Toy, Scheel, Nash, and Brosnan. NAYS: None. Scheel gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING SECTIONS 030, 035, 040 AND 080 TO TITLE 9, CHAPTER 30 (NARCOTIC AND DANGEROUS SUBSTANCES) OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. Toy gave FIRST READING to the following Ordinance: AN ORDINANCE AMENDING CHAPTER 49 (MASSAGE) OF TITLE 5 OF THE LIVONIA CODE OF ORDINANCES, AS AMENDED. (Industrial Development Plan District #78) (CR 307-11) #64-14 Resolution by Pastor and Kritzman, unanimously adopted, approving an MAD FAT application for an Industrial Facilities Exemption Certificate, submitted by Hi-Vol Insp Products, for new equipment that is needed to meet the requirements from growth in Plan production parts awarded by automotive suppliers to be installed at 12955 Inkster, Eng Livonia, MI 48150. (Industrial Development District #78) (CR 307-11) #65-14 Resolution by Pastor and Toy, unanimously adopted, accepting cash MAD donations totaling $2,450.00 and in-kind donations from various contributors to be used FAT P&R for the purposes as designated by the donors.
