SYNOPSIS OF THE MINUTES OF THE 1,771 REGULAR MEETING
LIVONIA CITY COUNCIL – FEBRUARY 18, 2015
Meeting was called to order at 7:00 p.m. by President Brosnan. Present:
Brandon Kritzman, John Pastor, Brian Meakin, Laura Toy, Lynda Scheel, Susan Nash,
and Maureen Miller Brosnan. Absent: None.

#38-15 Resolution by Scheel and Kritzman, unanimously adopted, approving the

minutes of the 1,770 Regular Meeting of the Council held February 2, 2015.
Kritzman noted that Alex Czjeka with Boy Scout Troop #711 from St. Michael’s was
present in the audience.
President Brosnan announced there will be two (2) Public Hearings held in the
Auditorium of Livonia City Hall, 33000 Civic Center Drive, Livonia, MI for the following
items:
Wednesday, February 25, 2015, at 7:00 p.m.
Pravin Sutariya, Vice President, IPS Assembly is requesting approval of an
Industrial Facilities Tax Exemption Certificate for building improvements,
machinery and equipment at their facility located at 12077 Merriman Road,
Livonia, MI 48150. (Industrial Development Overlay District #109)
Wednesday, February 25, 2015, at 7:00 p.m.
Heather Smercina, Director Business Development, McLaren Performance
Technologies, Inc., 32233 Eight Mile Road, is requesting the establishment of
an Industrial Development District at 20421 Parker, 20446 Hubbard and 32367
Eight Mile, Livonia, Michigan.
Pastor wished his sister Mickey a Happy Birthday.
Nash congratulated Sheila Taormina, sister of Mark, on her induction into the Michigan
Sports Hall of Fame and on the publication of her book, “Swim Speed Secrets”.
AUDIENCE COMMUNICATION:
Christopher Martin commented on an article in the Observer concerning that two new
candidates had filed to run for City Council and he spoke on the costs of his
unsuccessful campaign in 2013 and thanked the voters who had cast their ballot in his
favor.

#39-15 Granting a waiver of the Noise Ordinance and approving the request from

the State of Michigan, Department of Transportation, in conjunction with the crack

treatment on Old M-14 (Plymouth Road) between Market Street and Farmington Road,
to allow the contractor to start operations at night, starting at 9:00 p.m. and continuing
until 5:00 a.m. – Monday through Thursday, work is expected to begin in or around June
of 2015.
#40-15 Approving a Lease Agreement between the City of Livonia and Burr

Enterprise, Inc., 22165 Averhill Street, Farmington Hills, Michigan 48336, for the

Whispering Willows Golf Course Clubhouse Restaurant for a period of eight (8) months,
commencing on April 1, 2015 and ending on November 30, 2015, with three (3) optional
five (5) year extensions.
#41-15 Accepting the bid of AmComm Telecommunications, Inc., 10431 Highland
MAD
Road, White Lake, MI 48386, for the proposed expansion of the City Fiber Network from

City Hall to the Livonia Community Recreation Center (LCRC) and the Department of
Public Works (DPW) for an amount not to exceed $145,348.91, FURTHER the Council
does hereby authorize an expenditure in an amount not to exceed $145,348.91 from
funds already budgeted for this purpose.
#42-15 Indicating informal approval of the proposed program and tentative budget

for the 2015-2016 Community Development Block Grant (CDBG) Program; FURTHER,

authorizing the Housing Commission to conduct a second Public Hearing for public
comment and prepare a final program and budget for submission to City Council.
MAD #43-15 Approving Petition 2014-12-02-15, submitted by Matthew Adamcheck, to

operate an indoor training facility (4 Star Strength & Conditioning) located at 30958

Industrial Road, subject to conditions.

A roll call vote was taken on the foregoing resolutions:
AYES: Kritzman, Pastor, Meakin, Toy, Scheel, Nash, and Brosnan.
NAYS: None.
Toy gave FIRST READING to the following Ordinance:
AN ORDINANCE AMENDING SECTION 25 OF THE
ZONING MAP OF THE CITY OF LIVONIA AND
AMENDING ARTICLE Ill OF ORDINANCE NO. 543,
AS AMENDED, KNOWN AND CITED AS "THE CITY
OF LIVONIA ZONING ORDINANCE" BY ADDING
SECTION 3.___ THERETO. (PETITION 2014-11-01-07)

Toy spoke about an article she had recently acquired and shared with other Council
members concerning the benefits of higher education and the statistics regarding job
qualifications going into the future and was proud to say that Livonia hosts nine
institutes of higher learning.

By Scheel and Nash, unanimously adopted, adjourning this 1,771Regular Meeting of
the Council of the City of Livonia at 7:12 p.m. on February 18, 2015.
