CIVIL SERVICE COMMISSION
The 1180 Regular Meeting of the Civil Service Commission was held on Thursday, January
16, 2003. The meeting was called to order at 5:30 P.M.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That the minutes of the 1183rd Regular Meeting held Thursday,
December 5, 2002, be approved as submitted.
RESOLVED, That the minutes of the 81" Special Meeting held Monday, January
13, 2003, be approved as submitted.
The Commission received and filed the Status of Temporary Employees Report for December
2002.
The Commission received and fled the Non -Resident Report as of January 2003.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the correspondence of January 2, 2003, from
David M. Woodcox, Director of Building Inspection, requesting a leave of
absence from the classified service, the Civil Service Commission does hereby
approve a leave of absence from the classified service for Mr. Woodcox for one
(1) year pursuant to Civil Service Commission RULE 16, Section 16.5,
Appointment of an Employee in the Classified Service to a Position in the
Unclassified Service.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the letter of January 10, 2003, from Ronald
R. Reinke, Superintendent of Parks and Recreation, requesting that previous
Civil Service and City Council action to amend the hourly rate schedule for part-
time employees be revised to "red circle" current employees in Step 3 pay rates

for Parks and Recreation temporary job classifications, the Civil Service
Commission does hereby approve amendment to their resolution of September
19, 2002, to permit approximately forty-five (45) Parks and Recreation part-time
employees to be retroactively restored to Step 3 in the temporary classification(s)
wage schedule with the understanding that this Step 3 rate will not be increased
and shall terminate when a new maximum Step 2 rate surpasses this rete of pay;
AND BE IT FURTHER RESOLVED, that these "red circled" Step 3 rates of pay
be restricted to only those individuals assigned to Step 3 in that classification rate
schedule before December 1, 2002;
AND BE IT FURTHER RESOLVED, that this resolution be submitted to the City
Council for concurrence to restore the Parks and Recreation temporary
classification 'red circle" Step 3 rates and amend Council Resolution # 589-02
accordingly.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the Commission does hereby approve the eligible list for
Program Supervisor — Aquatics Manager (1165 p.).
RESOLVED, That the Commission does hereby approve the eligible list for
Program Supervisor— Fitness and Wellness Coordinator (852 o.c.).
RESOLVED, That the Commission does hereby approve the eligible list for
Recreation Supervisor — Marketing Coordinator (853 o.c.).
RESOLVED, That the Commission does hereby approve the eligible list for
Recreation Supervisor— Programming and Special Events (854 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of December 26, 2002, from Robert
J. Beckley, Director of Public Works, and Brian Wilson, Assistant Superintendent
of Public Service, requesting a promotional examination for Building Mechanic I
and proposed qualifications and parts of examination and weights, the Civil
Service Commission does hereby approve, as amended, the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who, by the
closing dale of this announcement are:
Employed in the Public Service Division of the Department of Public
Works; and
Have regular status in a permanent classification; and
Must have or be eligible for a valid Industrial Truck Driving Permit for
operation of a forklift.

RESOLVED, That having reviewed the letter of December 23, 2002, from Robert
J. Beckley, Director of Public Works, and Brian Wilson, Assistant Superintendent
of Public Service, requesting a promotional examination for Building Mechanic II
and proposed qualifications and parts of examination and weights, the Civil
Service Commission does hereby approve the following qualifications and parts
of examination and weights:
QUALIFICATIONS
This examination is open to employees of the City of Livonia, who, by the closing
date of the announcement are:
1. Employed in the Department of Public Works, Public Service Division,
Building Maintenance Section; and
2. Have regular status as a Building Mechanic I; and
3. Have a minimum of two (2) years of full-time paid experience in the
classification; and
4. Must have or be eligible for a valid Industrial Truck Driving Permit for
operation of a forklift.

Written Test -80% Departmental Rating -20%'
'In the event there is only one qualified applicant for the position, the parts of the
examination and weights will be 100% Departmental Rating.
RESOLVED, That having reviewed the letter of December 20, 2002, from Robert
J. Beckley, Director of Public Works, and Brian Wilson, Assistant Superintendent
of Public Service, requesting a promotional examination for Building Mechanic III
and proposed qualifications and parts of examination and weights, the Civil
Service Commission does hereby approve the following qualifications and parts
of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the
closing dale of this announcement are:
1. Employed in the Department of Public Works, Public Service Division,

RESOLVED, That having reviewed the letter of December 19, 2002, from John
P. Hill, Assistant City Engineer, requesting an extension of unpaid medical leave
of absence for Jason Desmond, Engineering Assistant II, the Civil Service
Commission does hereby approve an extension of an unpaid medical leave of
absence for approximately len and one-half (10 %) weeks from November 19,
2002 through January 31, 2003 pursuant to Civil Service Commission Rules and
Regulations, RULE 25, Section 25.5 Leave of Absence;
AND BE IT FURTHER RESOLVED, That should Mr. Desmond's physician
medically release him to return to work prior to that date, that he will report to his
supervisor to coordinate a return to work examination with the City Physician.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the letter of December 18, 2002, from Todd
Bredin, President, Livonia Police Lieutenants and Sergeants Association (LLSA),
regarding Grievance 2002-01, dated December 20, 2002, from Daniel Loftus,
Senior Police Sergeant, regarding denial of dental reimbursement for service
rendered in FY 2000-01, the Civil Service Commission does hereby approve that
the hearing of this grievance be postponed, at the request of Management, until
the Commission's next regular meeting on February 20, 2003, as requested by
Management and agreed to by the union.
RESOLVED, That having reviewed the letter of December 19, 2002, from Todd
Bredin, President, Livonia Police Lieutenants and Sergeants Association (LLSA),
regarding Grievance 2002-02, dated December 20, 2002, from Daniel Loftus,
Senior Police Sergeant, regarding denial of reimbursement of dental insurance
premium payments, the Civil Service Commission does hereby approve that the
hearing of this grievance be postponed, at the request of Management, until the
Commission's next regular meeting on February 20, 2003, as requested by
Management and agreed to by the union.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of December 11, 2002, from
Patricia M. Goonis, Librarian I, as approved for submission by Barbara A. Lewis,

City Librarian, requesting an unpaid medical leave of absence, the Civil Service
Commission does hereby approve an extension of an unpaid medical leave of
absence for five (5) weeks from November 15, 2002 to December 22, 2002,
pursuant to Civil Service Commission Rules and Regulations, RULE 25, Section
25.5 Leave of Absence.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and adopted, it was
RESOLVED, That having reviewed the letter of December 10, 2002, from
Virginia Wilson, Tax Clerk I, as approved for submission by Linda Grimsby, City
Treasurer, requesting an unpaid medical leave of absence, the Civil Service
Commission does hereby deny this request based on Ms. Wilson's failure to
provide satisfactory continuing evidence of illness or injury as required by Civil
Service Commission Rules and Regulations, RULE 25 LEAVES, Section 25.5
Leave of Absence.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of December 12, 2002, from David
Taylor, Fire Equipment Mechanic Supervisor, as approved for submission by
Alan W. Brandemihl, Jr., Fire Chief, requesting to carry over excess vacation
hours, the Civil Service Commission does hereby approve Mr. Taylor's request to
carry over four (4) days or thirty-two (32) excess vacation hours into 2003 with
the understanding that these hours will be used in 2003;
AND BE IT FURTHER RESOLVED, That no future request will be considered to
carry over excess vacation into 2004.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the departmental correspondence of
December 14, 2002, from Robert D. Simmons, Fire Captain, as approved for
submission by Alan W. Brandemihl, Jr., Fire Chief, requesting an extension of the
three-year retirement limit for excess vacation accrual, the Civil Service
Commission does hereby approve this request with the understanding that
Captain Simmons be required to not exceed eighteen (18) twenty-four (24) hour
vacation leave days as of December 31, 2003, 2004, 2005, which will then permit
the maximum accrual of thirty-one (31) twenty-four (24) hour vacation leave
days, including up to three (3) bonus days for payout purposes in anticipation of
his retirement date on or before January 16, 2006.

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the letter received on January 3, 2003, from
Thomas Gomiski, Senior Police Sergeant, requesting a wavier of the application
deadline for the Police Lieutenant (1162 p.) examination; the additional letter
from Sergeant Goralski dated January 15, 2003; and the letter from Benjamin
McDermott, Senior Police Lieutenant, dated January 15, 2003; and having
considered the survey report from Steven Smith, President, Livonia Police
Lieutenants and Sergeants Association, identifying the aggrieved LLSA
members, the Civil Service Commission does hereby grant a waiver of the
application deadline for the Police Lieutenant (1162 p.) examination and
authorizes acceptance of Sergeant Goralski's application.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the expiring eligible list for the month of
February 2003, Equipment Mechanic 1 (832 o.c.), Property Appraiser 1 (837 o.c.),
Water Foreman (834 o.c.), Building Maintenance Foreman (1142 p.) and
Equipment Operator 11 (1138 p.), the Civil Service Commission does hereby
approve to extend the eligible list for Equipment Operator 11 (1138 p.) for an
additional six (6) months.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the letter of January 14, 2003, from Barbara
Lewis, City Librarian, requesting a promotional examination for Program
Supervisor and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the
closing dale of this announcement, are:
1. Employed in the Administrative Division of the Library; and
2. Have regular status as a Clerk Typist II in the Library; and
3. Have a minimum of fourteen (14) years experience in the Library, including
preparing payroll and requisitions through the City's AS400 Computer
System.

The Commission received and filed the following items:
a) Letter of November 25, 2002, from Todd Bredin, President, Livonia Lieutenants
and Sergeants Association, transmitting names of elected union officers and
congratulatory letters from Mary E. Rutan, Human Resources Director.
b) Letter of January 10, 2003, from Yvonne Lillibridge, President, AFSCME Local
192, transmitting names of elected union stewards and congratulatory letters to
the Chief Clerical Steward and Chief Parks Steward, from Mary E. Rutan, Human
Resources Director.
Council Resolution from the meeting of November 20, 2002 with minutes to be
approved December -9, 2002:
REVISED - CR# 615-02 Amending Council Resolution 507-02 to include fringe
benefit adjustments for the classification of Deputy Police Chief and Police
Captain for the period December 1, 2000 through November 30, 2003.
CR# 619-02 Accepting the quoted price of Reliastar Life Insurance Company,
22624 Network Place, Chicago, Illinois, 60673-1226, to provide life insurance at
the rate of $.205 (life insurance) and $.02 (accidental death and dismemberment)
per $1,000 payroll per month, and further authorizes an Agreement between the
City of Livonia and Reliastar Life Insurance Company to buy life insurance
coverage at these rates for a two year period ending November 30, 2004; without
competitive bidding in accordance with Section 3.04.14002 of the Livonia Code
of Ordinances, as amended.
REVISED - CR# 632-02 Referring to the Department of Law the proposed
restatement of the Retirement Plan Ordinance to place in proper form the
appropriate ordinance amendments to chapters 2.96 and 2.97 of the Livonia
Code of Ordinances for submission to Council.
d) Council Resolution from the meeting of December 18, 2002 with minutes to be
approved January 15, 2003:
CR# 673-02 Approving and concurring in the appointment of Carol Smiley, 19862
Stamford, Livonia, Michigan 48152, to the City Planning Commission to fill the
unexpired term of office of John Pastor, which will expire on June 9, 2003.
e) Affirmative Action Report for December 2002.
Letter of January 15, 2003, from Jack E. Kirksey, Mayor, regarding the
Temporary Appointment of Kathleen Monroe as Acting City Librarian.
