CIVIL SERVICE COMMISSION
The 1187th Regular Meeting of the Civil Service Commission was held on Thursday, April 17,
2003. The meeting was called to order at 5:32 P.M.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the minutes of the 1186'^ Regular Meeting held Thursday,
March 20, 2003, be approved as submitted.
The Commission received and fled the Status of Temporary Employees Report for March
2003.
The Commission received and fled the Non -Resident Report as of April 2003.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the Civil Service Commission tabled the proposed City
Council Resolution regarding continuation of supplemental salary and benefits
for employees involuntarily activated into the U.S. Armed Forces beyond one (1)
year, for review at their next regular meeting of May 15, 2003.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the letter of April 4, 2003, from Mark E.
Salter, former Police Officer II as approved for submission by Peter Kunst, Police
Chief, requesting reinstatement of employment in the classification of Police
Officer II with the City of Livonia, the Civil Service Commission does hereby
approve Mr. Salter's request for reinstatement to the classification of Police
Officer II, subject to approval by PRC, the passing of the pre-employment
medical examination conducted by the City Physician, and the passing of the
psychological evaluation conducted by Harley V. Stock, Ph.D., A.B.P.P.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was

RESOLVED, That having reviewed the letter of April 11, 2003, from Robert
Schron, City Engineer, submitting the request to surrender thirty and one-
quarter (30%) hours of vacation pay from Jason Desmond, Engineering
Assistant II, to repay the City the sum of $567.05 owed for payroll
overpayments, the Civil Service Commission does hereby grant this request
based upon the unique circumstance stipulating that this is a non -precedent
setting resolution.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the letter of April 14, 2003, to the Livonia City
Council, from Sean P. Kavanagh, City Attorney, as approved for submission by
Jack E. Kirksey, Mayor, requesting amendment to the City of Livonia's plan of
employee health insurance with Blue Cross/Blue Shield of Michigan, to comply
with the new federal Health Insurance Portability and Accountability Act (HIPAA)
Privacy Regulations, the Civil Service Commission does hereby concur with the
amendment and forwards this resolution to City Council for their review and
concurrence.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of March 27, 2003 from Joan
McCotter, City Clerk, requesting a promotional examination for Elections
Systems Operator and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who, by the closing date of
this announcement are:
Currently employed in the Office of the City Clerk; and
Have regular status as a Clerk II; and
Have experience with elections procedures; and
Have extensive knowledge and experience with Windows Microsoft Office
and Microsoft Excel programs.
PARTS OF EXAMINATION AND WEIGHTS
Interview -80% Departmental Rating -20%`
`In the event there is only one qualified applicant for the position, the Parts of Examination
and Weights will be 100% Departmental Rating.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was

RESOLVED, That having reviewed the letter of April 14, 2003, from Sherron
Schultz, City Assessor, requesting a promotional examination for Assessing
Clerk and proposed qualifications and parts of examination and weights, the Civil
Service Commission does hereby approve the following qualifications and parts
of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who by the closing dale of
this announcement, must:
1. Have regular status as Property Appraiser I; and
2. Be certified Level 11, by the State of Michigan Board of Assessors; and
3. Have one (1) year full-time paid work experience in the Assessors office.
PARTS OF EXAMINATION AND WEIGHTS
Interview -80% Departmental Rating -20%'

Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the expiring eligible list for the month of May
2003 — Clerk 1 (842 o.c.), Clerk II (840 o.c.), Clerk -Typist I (805-C o.c.),
Equipment Operator 1 (814 o.c.), and Heating Inspector (844 o.c.), the Civil
Service Commission does hereby approve to extend the eligible list for Clerk 1
(842 o.c.), Clerk 11 (840 o.c.) and Clerk -Typist -1 (805-C o.c.) for an additional six
(6) months.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the
McCann recommended allowances and revised candidate scores, following the
post-test review and appeals for the Police Lieutenant (1162 p.) and Police
Sergeant (1163 p.) promotional examinations.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the
passing point for the Michigan Municipal League (MML) test to be established at

the standard score of 70 based on the statewide none or the whole raw score of
78 out of the maximum raw score of 115, in the written examination for
Engineering Assistant II (1170p.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the
passing point for the Michigan Municipal League (MML) lest to be established at
the standard score of 70 based on the statewide norm or the whole raw score of
88 out of the maximum raw score of 122, in the written examination for Roads
Foreman (1171 p.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the eligible
list for Engineering Assistant II (1170 p.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the eligible
list for Police Lieutenant (1162 p.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the eligible
list for Police Sergeant (1163 p.).
The Commission received and filed the following items:
(a) E-mail of April 14, 2003, from Jim Andres, Chief Accountant, regarding Notice of
Privacy Practices and request to incorporate subject matter, date and page on
all future policy and procedure postings.
(b) Affirmative Action Report for March 2003.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:43 p.m.
