CIVIL SERVICE COMMISSION
The 1188th Regular Meeting of the Civil Service Commission was held on Thursday, May
15, 2003. The meeting was called to order at 5:30 P.M.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it
was
RESOLVED, That the minutes of the 118r Regular Meeting held Thursday,
April 17, 2003, be approved as submitted.
The Commission received and filed the Status of Temporary Employees Report for April
2003.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it
was
RESOLVED, That having reviewed City Council Resolution 140-03
amending Council Resolution 521-02 regarding continuation of supplemental
salary and benefits for employees involuntarily activated into the U.S. Armed
Forces beyond one (1) year, the Civil Service Commission does hereby
concur with City Council Resolution 140-03 amending Council Resolution
521-02 to continue specific salary supplements and benefits to employees
involuntarily activated into the U.S. Armed Forces as follows:
Continued during military leave: Base salary supplement for
up to two (2) years; Retirement contribution (City and
Employee); hospitalization/medical insurance (COBRA),
Optical and dental for spouse an dependent children up to age
19 for up to two (2) years; Special payments including Merit
Compensation, Paramedic or EMT bonus; Education premium

for Associate and/or Bachelor degrees for up to two (2) years;
and accrual of Sick Leave During Absence.
Discontinued during military leave: Holiday Pay; Food
Allowance; Gun Allowance; Clothing and/or Cleaning
Allowance; Act 604 Overtime; Weekly Disability Income
benefits; Group Life Insurance and Accidental Death and
Dismemberment Insurance benefits; Longevity Pay (prorated
in year activating and/or returning from military service);
Personal Business Leave, Accrual of Vacation Leave During
Absence, Bonus Sick Leave and Vacation Leave (prorated in
year activating and/or returning from military service).
The Commission received and fled the Non -Resident Report as of April 2003.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the Departmental Correspondence of
April 23, 2003, from David Jacobsen -Hann, Firefighter, as approved for
submission by Alan Brandemihl, Jr., Fire Chief, requesting additional paid
family illness leave, the Civil Service Commission does hereby approve
three (3) additional twenty-four (24) hour paid sick leave days, beyond the
maximum four (4) twenty-four (24) hour family illness leave days allowed
per calendar year.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That having reviewed the proposed monthly rate increases for
Blue Cross/Blue Shield medical/hospitalization insurance, the Civil Service
Commission does hereby approve the new rates to be effective June 1,
2003 through May 31, 2004.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the proposed qualifications and parts of
examination and weights for an open -competitive examination for Custodian,
the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:

By the closing date of this announcement, applicants must:
Be a citizen of the United States or resident alien with the right to
work in the United States; and
Have a high school diploma or its equivalent; and
Be at least eighteen (18) years of age; and
Possess and maintain a valid driver's license, and have an
acceptable driving record; and
Have a minimum of six (6) months full-time paid work experience
preferably custodian, janitorial, laborer or maintenance work.
There will be a check of the applicant's driving record. If the information obtained is
unsatisfactory, the applicant may be eliminated from further consideration in the
examination.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -50%' Interview -50%
'The twenty-five (25) candidates with the highest score on the written examination will
be invited to the interview portion of the examination.
The Commission received and filed the expiring eligible list for the month of June 2003 —
Accountant 1 (845 o.c.), Construction AssistanUSoil Erosion Inspector (843 o.c.) and
Water Operations Mechanic 11 (1161 p.).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it
was
RESOLVED, That the Civil Service Commission does hereby approve the
passing point of 70% or 56 of the maximum mw score of 80, in the written
examination for Police Dispatcher (855 o.c.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it
was
RESOLVED, That the Civil Service Commission does hereby approve the
eligible list for Clerk -Typist II/Police (Non-competitive).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it
was

RESOLVED, That the Civil Service Commission does hereby approve the
eligible list for Election Systems Operator (1174 p.).
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it
was
RESOLVED, That the Civil Service Commission does hereby approve the
eligible list for Roads Foreman (1171 p.).
Livonia Fire Fighters Union Vice -President John Orzech arrived with Firefighter Michael
Bailey prepared to review Grievance # 01-03. Chairperson Campau extended an
apology on behalf of the Civil Service Commission, however, he stated that the grievance
had not been received and scheduled on this meeting agenda. Commissioner Tatigian
stated that the Commissioners would schedule a special meeting if the next regular
Commission meeting of June 19, 2003 was not agreeable. Mr. Orzech confirmed that the
next regular meeting of June 19th would be agreeable to have the grievance heard.
The Commission received and filed the following items:
a. Letter of May 7, 2003, from Mary E. Rutan, Human Resources Director, to
Jack E. Kirksey, Mayor, regarding estimated costs of various City benefits
for Fiscal Year 2003-2004 for General Employees.
b. Letter of May 7, 2003, from Mary E. Rutan, Human Resources Director, to
Jack E. Kirksey, Mayor, regarding estimated costs of various City benefits
for Fiscal Year 2003-2004 for Police and Fire Employees.
C. Council Resolution from the meeting of April 9, 2003 with minutes to be
approved April 23, 2003:
CR# 140-03 Amending former Council Resolution 521-02 regarding the
extension of specific salary supplement and benefits for employees
involuntarily activated in the Armed Forces.
d. Council Resolutions from the meeting of May 7, 2003 with minutes to be
approved May 21, 2003:
CR# 198-03 Amending the City of Livonia's Plan of Employee Health
Insurance.
CR# 216-03 Appointing Wes Graff, 15401 Fannington Road, Livonia,
Michigan 48154, to the Livonia Plymouth Road Development Authority for a
four-year term expiring May 16, 2007.

CR# 217-03 Approving the reappointment of Lowell Peterson, 9420
Lathers, Livonia, Michigan 48150, to the Livonia Plymouth Road

Livonia Plymouth Road Development Authority for a four-year term expiring
May 16, 2007.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it
was
RESOLVED, That the meeting be adjourned at 5:38 p.m.
