CIVIL SERVICE COMMISSION
The 1200 Regular Meeting of the Civil Service Commission was held on Thursday,
September 16, 2004. The meeting was called to order at 5:30 p.m.

Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the minutes of the 1203rd Regular Meeting held Thursday,
August 12, 2004, be approved as submitted.
The Commission received and fled the Status of Temporary Employees Report for
August 2004.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the proposed Civil Service Department
Grievance Procedures, the Civil Service Commission does hereby approve the
Civil Service Department Grievance Procedures with the revision of Step 1 to
include, "unless the applicable slate labor organization provides a form for this
purpose. In any event these forms should be completed in their entirety."
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That having reviewed the letter of July 23, 2004, from John Orzech,
Fire Engineer, as approved for submission by Alan W. Brandemihl, Jr., Fire
Chief, requesting to convert vacation leave to personal illness leave, and having
had discussion with Yvonne Lillibridge, President, AFSCME Union Local 192 and
Mary E. Rutan, Human Resources Director, the Civil Service Commission does
hereby approve Mr. Orzech's request to convert vacation leave to personal
illness leave, pursuant to the requirement stipulated in Civil Service Commission
RULE 25, Section 25.2, Sick Leave.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed Livonia Fire Fighters Union (LFFU) Grievance
#240-01A, dated July 20, 2004, from Phillip D. Kamm, Firefighter, regarding
denial of reimbursement for textbooks, and after reviewing a letter dated August
6, 2004, from Alan W. Brandemihl, Jr., Fire Chief, the Civil Service Commission

does hereby table this matter until such time Step 6 of the Grievance Procedure
allowing Labor -Management review of this matter before being resubmitted to the
Civil Service Commission.
The Commission received and fled the Non -Resident Report as of September 1, 2004.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of August 27, 2004, from Linda
McCann, Director of Community Resources requesting approval of the revised
grant classifications and pay rates for the fiscal year 2005, the Civil Service
Commission does hereby approve the 2% rate increase for these grant
classifications to be effective October 1, 2004, based upon the provision that the
only benefit to be received is holiday pay after the completion of 480 hours and
subject to sufficient funding and these positions shall terminate at such time
funding is no longer available, and the Civil Service Commission submits same to
City Council for consideration.

RESOLVED, That having reviewed the letter of September 3, 2004, from Jack
Engebretson, Mayor, requesting a promotional examination for Program
Supervisor and proposed Qualifications and Parts of Examination and Weights,
the Civil Service Commission does hereby approve the following Qualifications
and Parts of Examination and Weights:

This examination is open only to employees of the City of Livonia who by the
closing date of this announcement are employed in the Office of the Mayor and
have status as a Secretary III.

The Commission received and fled the expiring eligible list for the month of October 2004 —
Police Dispatcher (855 o.c.).
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the eligible
list for Library Aide II (1192 p.).
The Commission received and filed the following items:
Council Resolutions from the meeting of July 21, 2004, with minutes being
approved August 16, 2004:
CR# 326-04 Approving the extension of the current contract between the City of
Livonia and MAT Court Recording & Court Services, 6225 Ardmore Park Circle,
Dearborn Heights, Michigan 48127 for the recording and verbatim transcribing of
Zoning Board of Appeals meeting minutes during the period of December 1,
2004 through November 30, 2007. (CR 693-01)
CR# 343-04 Approving the proposed three year contract entered into by and
between the City of Livonia and the Livonia Police Lieutenants and Sergeants
Association for the period December 1, 2003 through November 30, 2006;
FURTHER, approving the necessary amendments to the Compensation Plan and
changes in certain benefits as required to effectuate this agreement.

Council Resolutions from the meeting of August 30, 2004, with minutes being
approved September 15, 2004:
CR# 400-04 Confirming and approving appointment of Greg Meyer, 11801
Farmington Road, Livonia, Michigan 48150, to the Livonia Plymouth Road
Development Authority as a Business/Property Owner to fill the unexpired term of
Bill Pike which expires on May 16, 2005.
CR# 408-04 Authorizing the execution of the Hold Harmless Contract between
the City of Livonia and John Farrar, Ed.D., Arbor Hill Counseling, Horizon
Treatment Center, Jacque Martin -Downs, MA/MSW, Madonna University,
Eastwood Clinics, Starfish Family Services, Quality Care Counseling, Geriatric
Case Management, Joanne Turshnuik, MSW and Hegira Programs, in
conjunction with funding provided through the Mental Health Counseling Program
for the period August 1, 2004 through July 31, 2005.
