CIVIL SERVICE COMMISSION
The 1206'^ Regular Meeting of the Civil Service Commission was held on Wednesday,
November 10, 2004. The meeting was called to order at 5:30 p.m.

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That the minutes of the 1205th Regular Meeting held Thursday,
October 21, 2004, be approved as submitted.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of November 9, 2004, from Sharron
Schultz, City Assessor, requesting an open -competitive examination for Property
Appraiser I and proposed Qualifications and Parts of Examination and Weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
At the closing dale of this announcement, applicants must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or a valid equivalency certificate; and
Possess a valid Michigan drivers license and have an acceptable driving
record; and
Have successfully passed the State of Michigan Board of Assessors Level
I Certification Examination; and
Have two (2) years full-time paid work experience relating to assessment
principles and methods, and the appraisal of real and personal property.
A full understanding of State of Michigan Homestead and Transfer
Affidavits and Rescission forms is necessary; and
Possess computer skills including BS & A Equalizer and Apex;

Have the ability to deal with the public and excellent communications
skills.
PARTS OF EXAMINATION AND WEIGHTS
100% Interview
'NOTE: In the event the number of qualified applicants exceeds fifteen (15), an evaluation will
be made of the applications and the fifteen (15) applicants with the most appropriate and
responsible combination of experience and training will be invited to the Interview. Candidates
must pass the Interview in order to be placed on the eligible list.
RESOLVED, That having reviewed the letter of November 9, 2004, from Shenon
Schultz, City Assessor, requesting a promotional examination for Property
Appraiser II and proposed qualifications and parts of examination and weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement:
Have regular status as an Assessing Clerk; and
Must be certified Level II by the State of Michigan Board of Assessors and
actively pursuing Level III certification; and
Be a Certified Property Examiner; and
Have ten (10) years full-time paid work experience in the Assessors
Office.
PARTS OF EXAMINATION AND WEIGHTS
Interview - 80%' Departmental Rating - 20%
`In the event there is only one qualified applicant for the position, the Parts of Examination and
Weights will be 100% Departmental Rating.
"It is requested that the fifteen (15) day posting be waived to expedite processing since there
is only one eligible candidate.
RESOLVED, That having reviewed the letter of November 9, 2004, from Sherron
Schultz, City Assessor, requesting a promotional examination for Assistant City
Assessor and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:

QUALIFICATIONS
The examination is open only to employees of the City of Livonia who, by the closing date of
this announcement:
Have five (5) years regular status in the Assessor's Office; and
Must be certified Level III by the State of Michigan Board of Assessors;
and
Have regular status as a Property Appraiser II, and/or Commercial
Industrial Appraiser.
PARTS OF EXAMINATION AND WEIGHTS
Interview - 80%' Departmental Rating - 20%

October 2004.
The Commission received and fled the Non -Resident report as of November 1, 2004.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That having reviewed the letter of October 25, 2004, from Steven
Knapp, Senior Police Officer, as approved for submission by Robert Stevenson,
Police Chief, requesting additional family illness leave, the Civil Service
Commission does hereby approve six (6) additional eight (8) hour paid Family
Sick leave days, beyond the maximum eight (8) eight (8) hour paid Family Sick
leave days allowed per calendar year.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of November 4, 2004, from Duane
Cole, Senior Police Officer, as approved for submission by Robert Stevenson,
Police Chief, requesting additional family illness leave, the Civil Service
Commission does hereby approve six (6) additional eight (8) hour paid Family
Sick leave days, beyond the maximum eight (8) eight (8) hour paid Family Sick
leave days allowed per calendar year.

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That having reviewed the Departmental Correspondence of
November 1, 2004, from Cynthia Lane, Clerk I, as approved for submission by
Linda McCann, Director of Community Resources, requesting additional family
illness leave, the Civil Service Commission determined that no further action
concerning this request is required at this time.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That having reviewed the letter of November 2, 2004, from Robert
Stevenson, Police Chief, transmitting correspondence from fifty-six (56) Police
Department employees regarding requests to donate vacation time to Geraldine
George, Clerk -Typist II, Police Department, the Civil Service Commission does
hereby approve the requests to donate vacation time to Ms. George, to be
converted from their respective rates of pay to Ms. George's rate of pay as a
Clerk -Typist II, to cover a period of her unpaid medical leave of absence, with the
understanding that this leave is not refundable;
AND BE IT FURTHER RESOLVED, that further donations of vacation leave be
allowed as new vacation time becomes available to employees in 2005;
AND BE IT FURTHER RESOLVED, that the matter of Police Officer Court time
donations be referred to the Director of Finance for his review and
recommendation concerning this donor request.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That having reviewed AFSCME Union Local 192 Grievance #04-22,
dated November 3, 2004, from David Benson, regarding AFSCME Union Local
192 Contract, Article 11, DISCIPLINARY PROCEDURE, Paragraph A,
Reprimands, the Civil Service Commission does hereby refer this to the next
regular meeting of December 2, 2004, as requested by Management and agreed
to by the Union.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the memorandum of November 6, 2004, from
Mary E. Rutan, Human Resources Director, requesting a promotional
examination for Police Sergeant and the proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who, at the
closing dale of this examination, are employed in the Police Division of the
Department of Public Safety; have regular status in the classification of Police

Officer II; and have had at least five (5) years of experience in the classification of
Police Officer prior to July 24, 1995 and/or five (5) years of combined experience
in the classification of Police Officer and Police Officer II with the City of Livonia.
Experience is counted through April 8, 2005. NOTE: Experience as a Police
Cadet and/or Police Officer I will not be considered in meeting the five (5) years
experience requirement.
PARTS OF EXAMINATION AND WEIGHTS
Written Test - 60% Interview - 15% Departmental Rating - 25%
Candidates must pass the Written Test, Interview and Departmental Rating in order to be
placed on the promotional eligible list.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the memorandum of November 8, 2004, from
Mary E. Rutan, Human Resources Director, requesting a promotional
examination for Police Lieutenant and the proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who, at the
closing date of this examination, are employed in the Police Division of the
Department of Public Safety as a Senior Sergeant or have regular status in the
classification of Sergeant and, have had at least four (4) years of experience,
immediately preceding the closing date of the examination, as Sergeant in the
City of Livonia. Experience is counted through April 8, 2005.
PARTS OF EXAMINATION AND WEIGHTS
Written Test - 50% Interview - 25% Departmental Rating - 25%
Candidates must pass the Written Test, Interview and Departmental Rating in order to be
placed on the promotional eligible list.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That having reviewed the letter of October 29, 2004, from David
Woodcox, Director of Inspection, requesting a promotional examination for
Senior Plumbing Inspector and proposed qualifications and parts of examination
and weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:

QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:
Employed in the Inspection Department; and
Have regular status in the classification of Plumbing Inspector; and
Have State of Michigan Certification for Mechanical Inspector and
Plumbing Inspector.

Examination and Weights will be 100% Departmental Rating.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That having reviewed the letter of November 3, 2014, from David
Woodcox, Director of Inspection, requesting a promotional examination for
Senior Building Inspector and proposed qualifications and parts of examination
and weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:
Employed in the Inspection Department; and
Have at least eight (8) years of regular status in the classification of
Building Inspector or Plan Reviewer; and
Have State of Michigan Certification for Building Inspector and Plan
Examiner.

Interview -50% Departmental Rating —50%*
In the event there is only one (1) qualified applicant for the position, the Parts of Examination
and Weights will be 100% Departmental Rating.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That having reviewed the memorandum of October 25, 2004, from
Kathleen Monroe, City Librarian, requesting a promotional examination for
Library Aide I and proposed qualifications and parts of examination and weights,

the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who by the closing date of
this announcement, must:
Have regular status as a Clerk -Typist; and
Be currently employed in the Library and working with the SIRSI System;
and
Have completed at least two (2) years (60 semester credit hours) at an
accredited college or university;
OR
Two (2) years of permanent full-time paid library experience or the
equivalent in permanent part-time paid experience; and
Have experience in the use of computers or word processing equipment
other than the SIRSI System.

Written Test -40% Interview -40% Departmental Rating -20%`
In the event there is only one qualified applicant for the position, the Parts of Examination and
Weights will be 100% Departmental Rating.
There were no reported expiring eligible lists for December 2004.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the eligible
list for Secretary 1 (862 o.c.).
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That the Civil Service Commission does hereby approve the
selection of Mr. Robert F. Biga as the new Human Resources Director,
commencing November 29, 2004.
The Commission received and filed the following items:
Council Resolution from the meeting of October 13, 2004 with minutes to be
approved October 27, 2004:
CR# 477-04 Approving the Grant Classifications and Compensation Plan for
Staff Employment for Fiscal Year 2005 through the Department of Community
Resources for the period October 1, 2004 through September 30, 2005, with the

only benefit provided being holiday pay after the completion of 480 hours, subject
to sufficient funding and these positions shall terminate at such time funding is no
longer available.
Affirmative Action Report for October 2004.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:40 p.m.

The Civil Service Commission congratulated Mary Rutan, Human Resources Director, on
her pending retirement and thanked her for all she has done to support the Commission
in their role. Ms. Rutan thanked the Commission and stated it has been a pleasure and
she has enjoyed working for the City of Livonia for nearly 30 years and she is leaving
them in good hands. Ms. Rutan also thanked the Union representatives for all their help.
