The 1210th Regular Meeting of the Civil Service Commission was held on Wednesday, March
23, 2005. The meeting was called to order at 5:31 p.m.

Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-034 RESOLVED, That the minutes of the 1209' Regular Meeting held
Wednesday, February 9, 2005, be approved as submitted.
05-035 RESOLVED, That the minutes of the 88'^ Special Meeting held
Monday, March 7, 2005, be approved as submitted.
Mr. Tatigian requested that the minutes reflect more detailed summary discussions with regard
to the grievances and asked Mr. Biga to check with the Law Department for the requirements,
which may result in revised minutes for the last two Civil Service Commission meetings.
Ms. Lillibridge, President, AFSCME Union Local 192, inquired when those temporary jobs
would be posted and Mr. Biga replied, "next week."
The Commission received and fled the Status of Temporary Employees Report for
February 2005.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-036 RESOLVED, That having reviewed the letter of January 31, 2005,
from Robert Stevenson, Police Chief, requesting a step increase for Nancy
Bissell, Secretary I, the Civil Service Commission does hereby grant the step
increase for Ms. Bissell to step 3.5, on satisfactory completion of her
probationary period, effective June 15, 2005.
The Commission received and fled the Non -Resident Report as of March 1, 2005.

The Commission referred the letter of January 21, 2005, from Steven Schoonover, Equipment
Operator I, as approved for submission by Robert J. Beckley, Director of Public Works,
requesting to utilize personal illness leave time in place of vacation leave time to the next
regular meeting of April 20, 2005.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-037 RESOLVED, That having reviewed Departmental Correspondence
of January 6, 2005, from Max Bandy, Police Officer II, as approved for
submission by Robert Stevenson, Police Chief, requesting to carry over excess
vacation hours, the Civil Service Commission does hereby approve Mr. Bandy's
request to carry over sixteen (16) excess vacation hours into 2005 with the
understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-038 RESOLVED, That having reviewed the letter of January 31, 2005,
from Cathy S. Condon, Program Supervisor, as approved for submission by Jack
Engebretson, Mayor, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby approve Ms. Condon's request to carry over
twelve (12) excess vacation hours into 2005 with the understanding that these
hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-039 RESOLVED, That having reviewed the Departmental
Correspondence of February 15, 2005, from David Dobiesz, Senior Fire
Equipment Mechanic, as approved for submission by Alan W. Brandemihl, Jr.,
Fire Chief, requesting to carry over excess vacation hours, the Civil Service
Commission does hereby approve Mr. Dobiesz's request to carry over four (4)
excess vacation hours into 2005 with the understanding that these hours will be
used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-040 RESOLVED, That having reviewed the letter of December 1, 2004,
from Sharon Dolmetsch, Assistant City Treasurer, as approved for submission by
Linda Grimsby, City Treasurer, requesting to carry over excess vacation hours,
the Civil Service Commission does hereby approve Ms. Dolmetsch's request to
carry over twenty-seven and one quarter (27.25) excess vacation hours into 2005
with the understanding that these hours will be used in 2005;

AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-041 RESOLVED, That having reviewed the Departmental
Correspondence of February 24, 2005, from John Gibbs, Senior Police Officer,
as approved for submission by Robert Stevenson, Police Chief, requesting to
carry over excess vacation hours, the Civil Service Commission does hereby
approve Mr. Gibbs' request to carry over twenty-four (24) excess vacation hours
into 2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-042 RESOLVED, That having reviewed the Departmental
Correspondence of February 19, 2005, from David Goldberg, Police Officer II, as
approved for submission by Robert Stevenson, Police Chief, requesting to carry
over excess vacation hours, the Civil Service Commission does hereby approve
Mr. Goldberg's request to carry over sixteen (16) excess vacation hours into
2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-043 RESOLVED, That having reviewed the Departmental
Correspondence of February 14, 2005, from Scott Graham, Fire Lieutenant, as
approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting to
carry over excess vacation hours, the Civil Service Commission does hereby
approve Mr. Graham's request to carry over seventeen (17) excess vacation
hours into 2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-044 RESOLVED, That having reviewed the letter of January 26, 2005,
from Gretchen Guisbert, Secretary III, as approved for submission by Robert F.
Biga, Human Resources Director, requesting to carry over excess vacation
hours, the Civil Service Commission does hereby approve Ms. Guisbert's request
to carry over sixteen (16) excess vacation hours into 2005 with the understanding
that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-045 RESOLVED, That having reviewed the Departmental
Correspondence of February 15, 2005, from Andrew Halttunen, Police Officer II,
as approved for submission by Robert Stevenson, Police Chief, requesting to
carry over excess vacation hours, the Civil Service Commission does hereby

approve Mr. Halttunen's request to carry over forty (40) excess vacation hours
into 2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry

05-046 RESOLVED, That having reviewed the letter of December 9, 2004,
from Jim Hinkle, Service Representative, as approved for submission by Robert
J. Beckley, Director of Public Works, requesting to carry over excess vacation
hours, the Civil Service Commission does hereby approve Mr. Hinkle's request to
carry over seventy-two (72) excess vacation hours into 2005 with the
understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-047 RESOLVED, That having reviewed the letter of February 11, 2005,
from James Inglis, Director of Housing, requesting to carry over excess vacation
hours for James Foster, Maintenance Mechanic III, the Civil Service Commission
does hereby approve Mr. Fosters request to carry over seven (7) excess
vacation hours into 2005 with the understanding that these hours will be used in
2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-048 RESOLVED, That having reviewed the letter of February 11, 2005,
from James Inglis, Director of Housing, requesting to carry over excess vacation
hours for Stanley Kotlarczyk, Maintenance Mechanic II, the Civil Service
Commission does hereby approve Mr. Kollarczyk's request to carry over sixteen
(16) excess vacation hours into 2005 with the understanding that these hours will
be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-049 RESOLVED, That having reviewed the letter of February 18, 2005,
from Karen Kapchonick, Acting Superintendent of Parks and Recreation,
requesting to carry over excess vacation hours, the Civil Service Commission
does hereby approve Ms. Kapchonick's request to carry over fourteen (14)
excess vacation hours into 2005 with the understanding that these hours will be
used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.

05-050 RESOLVED, That having reviewed the Departmental
Correspondence of February 16, 2005, from Owen Keaton, Police Officer II, as
approved for submission by Robert Stevenson, Police Chief, requesting to carry
over excess vacation hours, the Civil Service Commission does hereby approve
Mr. Keaton's request to carry over eight (8) excess vacation hours into 2005 with
the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-051 RESOLVED, That having reviewed the letter of February 22, 2005,
from Elizabeth Kobe, Librarian I, as approved for submission by Kathleen
Monroe, Acting City Librarian, requesting to carry over excess vacation hours,
the Civil Service Commission does hereby approve Ms. Kobe's request to carry
over eighteen and one-half (18.50) excess vacation hours into 2005 with the
understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-052 RESOLVED, That having reviewed the Departmental
Correspondence of February 16, 2005, from Brian Kukla, Firefighter, as
approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting to
carry over excess vacation hours, the Civil Service Commission does hereby
approve Mr. Kukla's request to carry over twenty-four (24) excess vacation hours
into 2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-053 RESOLVED, That having reviewed the letter of February 14, 2005,
from Alexander Kwasniuk, Engineering Assistant I, as approved for submission
by Robert J. Schron, City Engineer, requesting to carry over excess vacation
hours, the Civil Service Commission does hereby approve Mr. Kwasniuk's
request to carry over two (2) excess vacation hours into 2005 with the
understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-054 RESOLVED, That having reviewed the letter of January 24, 2005,
from Jan Patterson, Personnel Clerk, as approved for submission by Robert F.
Biga, Human Resources Director, requesting to carry over excess vacation
hours, the Civil Service Commission does hereby approve Ms. Patterson's
request to carry over six and one quarter (6.25) excess vacation hours into 2005
with the understanding that these hours will be used in 2005;

AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-055 RESOLVED, That having reviewed the Departmental
Correspondence of February 14, 2005, from James Pietrez, Senior Fire Captain,
as approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting to
carry over excess vacation hours, the Civil Service Commission does hereby
approve Mr. Pietrai s request to carry over forty-eight (48) excess vacation hours
into 2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-056 RESOLVED, That having reviewed the Departmental
Correspondence of February 1, 2005, from Keith Schoen, Senior Police Officer,
as approved for submission by Robert Stevenson, Police Chief, requesting to
carry over excess vacation hours, the Civil Service Commission does hereby
approve Mr. Schoen's request to carry over eight (8) excess vacation hours into
2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-057 RESOLVED, That having reviewed the Departmental
Correspondence of February 11, 2005, from Arthur Scoff, Fire Captain, as
approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting to
carry over excess vacation hours, the Civil Service Commission does hereby
approve Mr. Scott's request to carry over forty-eight (48) excess vacation hours
into 2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-058 RESOLVED, That having reviewed the letter of February 23, 2005,
from Douglas Ware, Greenskeeper I, as approved for submission by Karen
Kapchonick, Acting Superintendent of Parks and Recreation, requesting to carry
over excess vacation hours, the Civil Service Commission does hereby approve
Mr. Ware's request to carry over six and one half (6.50) excess vacation hours
into 2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-059 RESOLVED, That having reviewed the Departmental
Correspondence of January 5, 2005, from Greg Yon, Senior Police Sergeant, as
approved for submission by Robert Stevenson, Police Chief, requesting to carry
over excess vacation hours, the Civil Service Commission does hereby approve

Mr. Yon's request to carry over sixteen (16) excess vacation hours into 2005 with
the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-060 RESOLVED, That having reviewed the letter of February 11, 2005,
from Michael T. Slater, Director of Finance, requesting to carry over excess
vacation hours, the Civil Service Commission does hereby approve Mr. Slaters
request to carry over forty-two and one half (42.5) excess vacation hours into
2005 with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-061 RESOLVED, That having reviewed the letter of March 21, 2005,
from Mark Churchvara, Park Maintenance Worker I, as approved for submission
by Robert J. Beckley, Director of Public Works, requesting to carry over excess
vacation hours, the Civil Service Commission does hereby approve Mr.
Churchvara's request to carry over eleven (11) excess vacation hours into 2005
with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-062 RESOLVED, That having reviewed the letter of March 21, 2005,
from Steven Made, Building Maintenance Supervisor, as approved for
submission by Robert J. Beckley, Director of Public Works, requesting to carry
over excess vacation hours, the Civil Service Commission does hereby approve
Mr. Makie's request to carry over eight (8) excess vacation hours into 2005 with
the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-063 RESOLVED, That having reviewed the letter of March 21, 2005,
from Chris Pargoff, Forestry Foreman, as approved for submission by Robert J.
Beckley, Director of Public Works, requesting to carry over excess vacation
hours, the Civil Service Commission does hereby approve Mr. Pargoffs request
to carry over eight (8) excess vacation hours into 2005 with the understanding
that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-064 RESOLVED, That having reviewed the letter of March 21, 2005,
from Gregory Pirtle, Equipment Maintenance Supervisor, as approved for
submission by Robert J. Beckley, Director of Public Works, requesting to carry

over excess vacation hours, the Civil Service Commission does hereby approve
Mr. Pirtle's request to carry over eight (8) excess vacation hours into 2005 with
the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-065 RESOLVED, That having reviewed the letter of March 21, 2005,
from Sidney Sorenson, Water Operations Mechanic II, as approved for
submission by Robert J. Beckley, Director of Public Works, requesting to carry
over excess vacation hours, the Civil Service Commission does hereby approve
Mr. Sorenson's request to carry over eight (8) excess vacation hours into 2005
with the understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
05-066 RESOLVED, That having reviewed the letter of March 21, 2005,
from Richard Sprader, Parks Foreman, as approved for submission by Robert J.
Beckley, Director of Public Works, requesting to carry over excess vacation
hours, the Civil Service Commission does hereby approve Mr. Spraders request
to carry over eighty-eight (88) excess vacation hours into 2005 with the
understanding that these hours will be used in 2005;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2006.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-067 RESOLVED, That having reviewed the Departmental
Correspondence of February 24, 2005, from Jon Vincent, Fire Captain, as
approved for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting an
extension of the three-year retirement limit for excess vacation accrual, the Civil
Service Commission does hereby approve this request with the understanding
that Mr. Vincent will only be permitted the maximum of thirty-one (31), twenty-
four (24) hour vacation days for payout purposes at the time of his retirement on
or before February 1, 2008.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-068 RESOLVED, That having reviewed the letter of March 14, 2005,
from Andrew C. Walker, Fire Marshal, as approved for submission by Alan W.
Brandemihl, Jr., Fire Chief, requesting an extension of the three-year retirement
limit for excess vacation accrual, the Civil Service Commission does hereby
approve this request with the understanding that Mr. Walker will only be
permitted the maximum of sixty-eight (68), eight (8) hour vacation days for
payout purposes at the time of his retirement on or before March 23, 2008.

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-069 RESOLVED, That having reviewed the Memorandum of March 22,
2005 from Derrick L. Washington, Personnel Analyst 11, recommending the
Implementation of the Dental and Optical Offsite Administrative Agreement
between the City of Livonia and AmeraPlan, and after discussions with Mr.
Robert F. Biga, Human Resources Director and Mr. Washington, the Civil
Service Commission does hereby approve the recommendation and request it be
submitted to City Council for their review and concurrence.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-070 RESOLVED, That having reviewed the expiring eligible lists for
April 2005 — Engineering Assistant 1 (1182 p.), Police Lieutenant If 180 p.) and
Police Sergeant (1179 p.), the Civil Service Commission does hereby approve an
extension of the eligible list for Engineering Assistant 1 (1182 p.) for an additional
six (6) months.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-071 RESOLVED, That having reviewed the reactions to examination
and passing point in the written examination for Police Sergeant (1193 p.), the
Civil Service Commission does hereby uphold the McCann recommendations
and retains all 100 questions in Booklet I and all 75 questions in Booklet 11,
granting credit for additional correct responses for one question, and sets the
passing point at 70% of the maximum score of 175 or the nearest lower whole
raw score of 122.
05-072 RESOLVED, That having reviewed the reactions to examination
and passing point in the written examination for Police Lieutenant (1194 p.), the
Civil Service Commission does hereby uphold the McCann recommendations
and retains all 100 questions in Booklet I and all 75 questions in Booklet 11,
granting credit for additional correct responses for one question, and sets the
passing point at 70% of the maximum score of 175 or the nearest lower whole
raw score of 122.
05-073 RESOLVED, That the Civil Service Commission does hereby
approve the EMPCO recommended total raw score of 70 out of a maximum
possible raw score of 100 for the written part of examination for Water Meter
Repairer 1 (1204 p.).
05-074 RESOLVED, That the Civil Service Commission does hereby
approve the EMPCO recommended passing point of 55 out of 103 for the written
part of examination for Water Meter Repairer 11 (1205 p.).
The Commission tabled their review of the eligible list for Police Dispatcher (661 o.c.) until their
next regular meeting of April 20, 2005.

05-076 RESOLVED, That the Civil Service Commission

The Commission received and filed the following items
a. Council Resolution from the meeting of February 9, 2005 with minutes to be
approved February 23, 2005:
CR 20-05 RESOLVED, that pursuant to the provisions of Section 5, Chapter VIII
of the Charter of the City of Livonia, and based upon the appointment of the
Mayor, dated January 21, 2005, the Council does hereby consent to and confirm
the appointment of Conrad Gniewek, 14571 Auburndale, Livonia, Michigan 48150,
to the Board of Review to fill the unexpired term of office of R. Lee Morrow, which
will expire February 16, 2005, as well as a reappointment of Mr. Gniewek for a new
three year term expiring February 16, 2008, provided that Mr. Gniewek takes the
Oath of Office as required in Chapter X, Section 2 of the City Charter, to be
administered by the City Clerk.

b. Council Resolution from the meeting of February 23, 2005 with minutes to be
approved March 16, 2005:
CR 73-05 RESOLVED, That having considered a communication from the Mayor,
dated February 11, 2005, concerning the reappointment of Lora Weingarden to the
Board of Ethics, and pursuant to Section 2.200.070 of the Livonia Code of
Ordinances, as amended, the Council does hereby consent to and confirm the
reappointment of Lora Weingarden, 32941 Southgate, Livonia, Michigan 48152, to
the Board of Ethics for a three year term commencing March 1, 2005 and expiring
March 1, 2008.
c. Affirmative Action Report for February 2005.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:43 p.m.
