CIVIL SERVICE COMMISSION
The 1214th Regular Meeting of the Civil Service Commission was held on Wednesday,
July 20, 2005. The meeting was called to order at 5:32 p.m.

Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-114 RESOLVED, That the minutes of the 1213th Regular Meeting held
Wednesday, June 15, 2005, be approved as submitted.
The Commission received and fled the Status of Temporary Employees Report for June 2005.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-115 RESOLVED, That having reviewed the letter of February 5, 2005
from Lawrence Witkowski, Fire Department disability retiree, regarding dental
reimbursement, the Civil Service Commission does hereby table this item until
their next regular meeting of August 24, 2005.
The Commission received and fled the Non -Resident Report as of July 1, 2005.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-116 RESOLVED, That having reviewed the letter received
June 29, 2005, from Cheryl Altis, (PPT) Custodian, as approved for submission
by Robert J. Beckley, Jr., Director of Public Works, requesting an unpaid medical
leave of absence, the Civil Service Commission does hereby approve an unpaid
medical leave of absence from May 16, 2005 through July 11, 2005, pursuant to
Civil Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence.

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-117 RESOLVED, That having reviewed the letter of June 22, 2005, from
Sally Howell, Library Aide I, as approved for submission by Kathleen Monroe,
City Librarian, requesting an unpaid medical leave of absence, the Civil Service
Commission does hereby approve an unpaid medical leave of absence from
June 16, 2005 through July 11, 2005, pursuant to Civil Service Commission
RULE 25, LEAVES, Section 25.5 Leaves of Absence.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-118 RESOLVED, That having reviewed the letter of June 23, 2005, from
Mona Mason, Equipment Operator I, as approved for submission by
Robert J. Beckley, Jr., Director of Public Works, requesting an unpaid medical
leave of absence, and having discussion with Robert F. Biga, Human Resources
Director, the Civil Service Commission does hereby approve an unpaid medical
leave of absence from May 31, 2005 through August 30, 2005, pursuant to Civil
Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-119 RESOLVED, That having reviewed the letter of July 1, 2005, from
Debra Seeman, Account Clerk II, as approved for submission by
Michael T. Slater, Finance Director, requesting an unpaid medical leave of
absence, the Civil Service Commission does hereby approve an unpaid medical
leave of absence from June 9, 2005 through July 11, 2005, pursuant to Civil
Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-120 RESOLVED, That having reviewed the Departmental
Correspondence of June 28, 2005, from Kevin Pilate, Fire Engineer, as approved
for submission by Alan W. Brandemihl, Jr., Fire Chief, requesting permission to
use three (3) additional paid Family Illness days chargeable to sick leave for
2005, the Civil Service Commission does hereby approve the use of three (3)
additional twenty-four (24) hour paid Family Illness days, beyond the maximum
four (4) twenty-four (24) hour paid Family Illness days allowed per calendar year.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-121 RESOLVED, That having reviewed the letter of July 6, 2005, from
Mayor Jack Engebretson, requesting a step advancement for Robert F. Biga,
Human Resources Director, the Civil Service Commission does hereby approve
the step advancement to step 2, effective May 29, 2005.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was

05-122 RESOLVED, That having reviewed the letter of June 28, 2005, from
Suzanne Wenner, Account Clerk I (TA), as approved for submission by Robert F.
Biga, Human Resources Director, requesting permanent status in the
classification of Account Clerk I, the Civil Service Commission does hereby grant
Ms. Wenner's request for permanent status in the classification of Account Clerk
I based on the fact that Ms. Wenner has met all the criteria established in the
AFSCME 192 contract to obtain status in a classification, based on satisfactory
temporary service.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-123 RESOLVED, That having reviewed the letter of June 29, 2005, from
Michael T. Slater, Director of Finance, requesting a promotional examination for
Account Clerk III and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement:
Are employed in the Accounting, Water and Finance Departments; and
Have regular status as an Account Clerk II; and
Have at least five (5) years experience in the Payroll section.
PARTS OF EXAMINATION AND WEIGHTS
Interview -80% Departmental Rating -20%'
`In the event there is only one qualified applicant for the position, the Parts of Examination and
Weights will be 100% Departmental Rating.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-124 RESOLVED, That having reviewed the letter of June 23, 2005, from
Mayor Jack Engebretson, requesting a promotional examination for Secretary II
and proposed qualifications and parts of examination and weights, the Civil
Service Commission does hereby approve the following qualifications and parts
of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, at the time of
application, have status as a Secretary I in the Department of Administrative Services.

Performance Test -40% Departmental Rating -60%
Typing — Minimum 50 wpm
Shorthand — 90 wpm
Candidates must pass the Performance Test and the Departmental Rating in order to be
placed on the eligible list.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-125 RESOLVED, That having reviewed the letter of July 1, 2005, from
Robert Stevenson, Police Chief, as approved for submission by Peter Kunst,
Director of Public Safety, and Jack Engebretson, Mayor, requesting a
promotional examination for Deputy Police Chief and proposed qualifications and
parts of examination and weights, the does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, at the closing date of
this examination, are employed as Captain in the Police Division of the Department of Public
Safety and have regular status in the classification of Captain.
PARTS OF EXAMINATION AND WEIGHTS
Interview - 30% Departmental Rating - 35% Administrative Rating - 35%*
In the event there is only one qualified applicant for this position, the Parts of Examination and
Weights will be 100% Administrative Rating.
Candidates must pass the Interview, Departmental Rating, and Administrative Rating in order
to be placed on the eligible list.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-126 RESOLVED, That having reviewed the letter of July 1, 2005, from
Robert Stevenson, Police Chief, as approved for submission by Peter Kunst,
Director of Public Safety and Jack Engebretson, Mayor, requesting a promotional
examination for Police Captain and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:

QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, at the
closing date of this examination, are employed as a Senior Lieutenant or
Lieutenant in the Police Division of the Department of Public Safety and have
regular status in the classification of Lieutenant.
PARTS OF EXAMINATION AND WEIGHTS
Interview - 30% Departmental Rating - 35% Administrative Rating - 35%'
In the event there is only one qualified applicant for this position, the Parts of Examination and
Weights will be 100% Administrative Rating.
Candidates must pass the Interview, Departmental Rating, and Administrative Rating in order
to be placed on the eligible list.
Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-127 RESOLVED, That having reviewed the letter of June 30, 2005,
from Robert Stevenson, Police Chief, as approved for submission by
Peter Kunst, Director of Public Safety and Jack Engebrelson, Mayor, requesting
the classification of Police Vehicle Maintenance Coordinator become a
permanent full-time unrepresented classification, to be filled through an open -
competitive examination, and after discussion with Robert F. Biga, Human
Resources Director, the Civil Service Commission does hereby approve the
establishment of the classification at the following pay range:

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-128 RESOLVED, That having reviewed the letter of June 30, 2005,
from Robert Stevenson, Police Chief, as approved for submission by
Peter Kunst, Director of Public Safety and Jack Engebretson, Mayor, requesting
a classification of Police Service Aide be established as a permanent, full-time
unrepresented classification, and after discussion with Robert F. Biga, Human
Resources Director, the Civil Service Commission does hereby approve the
establishment of the classification at the following pay range:

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-129 RESOLVED, That having reviewed the letter of July 15, 2005, from
Karen Kapchonick, Superintendent of Parks and Recreation, requesting an open -
competitive examination for Recreation Supervisor — Livonia Community
Recreation Center and proposed qualifications and parts of examination and
weights, the Civil Service Commission does hereby approve the following
qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of this announcement, the applicant must:
Be a citizen of the United States, or a resident alien with the right to work
in the United States; and
Possess a high school diploma or a valid equivalency certificate; and
Have a four-year Bachelors Degree from a National Recreation and Parks
Association (NRPA) accredited college or university with major course
work in parks and recreation administration, commercial recreation, facility
management or a closely related field; and
Have at least one (1) year work experience or volunteer time in the
recreation field; and
Have status as a Certified Parks and Recreation Professional or must
attain the certification within two (2) years.
NOTE: Original college transcripts, high school diploma or GED must be submitted at time of
Interview.
PARTS OF EXAMINATION AND WEIGHTS
Interview —100%
Background Investigation — Pass/Fail
In the event the number of qualified applicants exceeds fifteen (15), an evaluation will be made
of the applicants and the fifteen (15) applicants with the most appropriate and responsible
combination of experience and training will be invited to the Interview.
There were no reported expiring eligible lists for the month of July 2005.

Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was
05-130 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Building Inspector (868 o.c.).
The Commission moved their review of the eligible list for Fire Fighter (867 o.c.) until the next
regular meeting of August 24, 2005.
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-131 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Program Supervisor — Aquatics Coordinator
(869 o.c.).
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-132 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Assistant Branch Librarian —Adult Services (1210 p.).
Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was
05-133 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Librarian I (PPT) — Children's Services (1209 p.).
The Commission received and filed the following items:
a. Council Resolutions from the meeting of June 8, 2005, with minutes to be
approved June 20, 2005.
CR 284-05 RESOLVED, that having considered a communication from the
Mayor, dated May 20, 2005, the Council does hereby approve of and concur in the
reappointment of R. Lee Morrow, 37776 N. Laurel Park Drive, Livonia, Michigan
48152, to the City Planning Commission for a tens of three years, which will expire
on June 9, 2008.
CR 285-05 RESOLVED, that having considered a communication from the
Mayor, dated May 20, 2005, the Council does hereby approve of and concur in the
reappointment of William LaPine, 33855 Cad Drive, Livonia, Michigan 48152, to
the City Planning Commission for a term of three years, which will expire on
June 9, 2008.
CR 286-05 RESOLVED, that having considered a communication from the Mayor,
dated May 20, 2005, the Council does hereby approve of and concur in the
reappointment of Angelo A. Flakes, 36702 Whitcomb, Livonia, Michigan 48154, to
the Economic Development Corporation for a term of six years, which will expire
on June 7, 2011.

CR 287-05 RESOLVED, that having considered a communication from the Mayor,
dated May 20, 2005, wherein he has requested approval of the reappointment of
Richard Hayward, 17159 Loveland, Livonia, Michigan 48152, to the Local Officers
Compensation Commission for a seven-year term expiring April 2, 2012, pursuant
to Section 2.48.020 of the Livonia Code of Ordinances, as amended, and Act No.
197 of the Public Acts of Michigan of 1975, as amended, the Council does hereby
confirm and approve such reappointment.
CR 288-05 RESOLVED, that having considered a communication from the Mayor,
dated May 20, 2005, wherein he has requested approval of the reappointment of
Ann Weinsheimer, 37912 N. Laurel Park Drive, Livonia, Michigan 48152, to the
Local Officers Compensation Commission for a seven-year term expiring
April 2, 2012, pursuant to Section 2.48.020 of the Livonia Code of Ordinances, as
amended, and Act No. 197 of the Public Acts of Michigan of 1975, as amended,
the Council does hereby confirm and approve such reappointment.
CR 289-05 RESOLVED, that having considered a communication from the Mayor,
dated May 20, 2005, wherein he has requested approval of the reappointment of
Scott Grace, 31007 Munger, Livonia, Michigan 48154, to the Local Officers
Compensation Commission for a seven-year term expiring April 2, 2012, pursuant
to Section 2.48.020 of the Livonia Code of Ordinances, as amended, and Act. No.
197 of the Public Acts of Michigan of 1975, as amended, the Council does hereby
confirm and approve such reappointment.
b. Council Resolutions from the meeting of July 6, 2005, with minutes to be approved
July 20, 2005.
CR 342-05 RESOLVED, that having considered the report and
recommendation of the Department of Law, dated June 8, 2005, approved for
submission by the Mayor, with regard to the proposed repeal of Chapter 8.30 of
the Livonia Code of Ordinances (Smoking in Public Places) due to the adoption of
the Wayne County Clean Indoor Air Regulation which became effective June 15,
2005, and requesting the referral of this matter to the Civil Service Department for
development of a written smoking policy and to the Public Service Division for
review of appropriate signage within City buildings in compliance with Section 1010
of the regulation, the Council does hereby refer this item to the Legislative
Committee for its report and recommendation.
c. Affirmative Action Report for June 2005.
X -item 23. Letter of July 15, 2005, from Ben K. Frimpong, Attorney for Petitioner -Labor
Organization, Michigan AFSCME Council 25, regarding Petition for Fact Finding -
City of Livonia and AFSCME Council 25, Local 192.
The Chairperson stated that AFSCME Grievances #05-09, #05-12, #05-17, #05-18, and #05-
19 were put on the Agenda as X -items and requested the hearing of these grievances be
postponed until the next regular Civil Service Commission meeting on August 24, 2005, and

the request was agreed to by the Union with Management having no objections. Mr. Carl
requested that no grievances be placed on the Agenda as X -items.
