The meeting was called to order at 5:35 p.m. Members Present: Charlotte S. Mahoney, Chairperson Harry C. Tatigian Ronald E. Washington, Personnel Analyst II Mona Mason, Equipment Operator I Gretchen Guisbert, Secretary III Kathleen Monroe, City Librarian Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-134 RESOLVED, That the minutes of the 1214th Regular Meeting held Wednesday, July 20, 2005, be approved as submitted. The Commission received and filed the Status of Temporary Employees Report for July 2005. The Chairperson stepped down to second the following motion. Upon a motion by Mr. Tatigian, seconded by Ms. Mahaney and adapted, it was 05-135 RESOLVED, That having reviewed the letter of February 5, 2005, from Lawrence Witkowski, Fire Department disability retiree, regarding dental reimbursement, the Civil Service Commission does hereby deny the request for dental reimbursement for the years 2002 and 2003; and the Commission further recommends not to seek reimbursement from Mr. Witkowski to the City for payments over the $275.00 per annum amount. AYE: Tatigian and Mahoney NAY: Campau Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-136 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Firefighter (067 o.c.). The Commission received and fled the Non -Resident Report as of August 1, 2005. Page 2 1215th Regular Meeting August 24, 2005 Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-137 RESOLVED, That having reviewed the letter of August 1, 2005, from Bonita Johnson, Technical Specialist, as approved for submission by Karen Szymula, Director of Legislative Affairs, requesting an extension of the three-year retirement limit for excess vacation accrual, the Civil Service Commission does hereby approve this request with the understanding that Ms. Johnson be required to not exceed fifty-seven (57) eight (8) hour accrued vacation days for payout purposes in anticipation of her retirement date on or before September 20, 2008. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-138 RESOLVED, That having reviewed the letter of August 1, 2005, from Vickie Wuerth, Personnel Clerk (TA), as approved for submission by Robert F. Biga, Human Resources Director, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence from August 5, 2005 through August 29, 2005, pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence_ Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-139 RESOLVED, That having reviewed the letter of June 8, 2005, from Kathleen Monroe, City Librarian, requesting a promotional examination for Program Supervisor and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees in the Library Department of the City of Livonia who, by the closing date of this announcement: 1. Have regular status as a Library Aide II; and 2. Have a minimum of three (3) years experience in the Library. PARTS OF EXAMINATION AND WEIGHTS Interview -60% Departmental Rating -40%' In the event there is only one (1) qualified applicant for this position, the Parts of Examination and Weights will be 100% Departmental Rating. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was Page 3 1215th Regular Meeting August 24, 2005 05-140 RESOLVED, That having reviewed the letter from Peter Kunst, Director of Public Safety, as approved by Jack Engebretson, Mayor, requesting an open -competitive examination for Fire Chief and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: Be a citizen of the United States or resident alien with the right to work in the United States; and Have at least ten (10) years full-time work experience as a fire officer with a full - lime fire department, including at least five (5) years in an administrative capacity in a fire department, EMS experience desired. An Associate's Degree in Fire Science from an accredited college or university may be substituted for two (2) years of supervisory experience. A Bachelor's Degree from a recognized college or university may be substituted for three (3) years of supervisory experience. OR Be employed in the Fire Division of the Department of Public Safety of the City of Livonia with regular status in the rank of Fire Captain or a classification at the same or higher pay level; and Be free from disabling disease or defects, as determined by the City Medical Examiner. PARTS OF EXAMINATION AND WEIGHTS Assessment Center Interview -30%" Administrative Rating — Evaluation — 40%' 30%... 'In the event the number of qualified candidates exceeds forty (40), an evaluation will be made of the applications and the forty (40) applicants having the most appropriate combination of experience and training will be invited to the Assessment Center Evaluation. "Should the number of applicants who pass the Assessment Center Evaluation exceed fifteen (15), the Civil Service Department may, in its discretion, invite the fifteen (15) candidates scoring the highest on the Assessment Center Evaluation to the Interview. "'An Administrative Rating will be conducted of the top five (5) candidates with the highest combined Assessment Center Evaluation and Interview scores. Applicants must also pass a complete background investigation and psychological evaluation in order to be placed on the eligible list. Page 4 1215th Regular Meeting August 24, 2005 Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 05-141 RESOLVED, That having reviewed the letter of August 16, 2005, from Kathleen Monroe, City Librarian requesting a promotional examination for Librarian II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees in the Library Department of the City of Livonia who, by the closing dale of this announcement: 1. Have regular status in the classification of Librarian I; and 2. Possess a Masters Degree in Library Science from a University accredited by the American Library Association; and 3. Have a minimum of one (1) year of full time supervisory work experience or equivalent part-time experience. PARTS OF EXAMINATION AND WEIGHTS INTERVIEW -50% DEPARTMENTAL RATING - 50%' Candidates must pass the Interview and the Departmental Rating to be placed on the eligible list. 'In the event there is only one qualified applicant for the position, the Parts of Examination and Weights will be 100% Departmental Rating. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-142 RESOLVED, That having reviewed the expiring eligible list for the month of August 2005, the Civil Service Commission does hereby approve an extension of the eligible list for Custodian (856 o.c.) for an additional six (6) months. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-143 RESOLVED, That the Civil Service Commission does hereby approve the passing point of 70% out of a maximum raw score of 100, in the written examination for Sign Foreman (870 o.c.). Page 5 1215th Regular Meeting August 24, 2005 Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-144 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Account Clerk III (1211 p.). The Commission received and filed the following items: a. Affirmative Action Report for July 2005. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-145 RESOLVED, That having reviewed the letter of July 27, 2005, from Mona Mason, Equipment Operator I, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting an extension of an unpaid medical leave of absence, and having discussion with Derrick Washington, Personnel Analyst II and Ms. Mason, the Civil Service Commission does hereby extend Ms. Mason's unpaid medical leave of absence to September 6, 2005, pursuant to Civil Service Commission RULE 25, LEAVES, Section 25.5 Leaves of Absence. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 05-146 RESOLVED, That having reviewed the letter of August 17, 2005, from Ruth Love, Clerk -Typist II, as approved for submission by Robert Stevenson, Police Chief, requesting a military leave of absence, the Civil Service Commission does hereby grant a leave of absence for Ms. Love until approximately February 17, 2006. The Commission extended their best wishes to Ms. Love and also wished to thank John Nichols, who recently returned from overseas, and all members of the armed forces for their dedication and service to our country. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That the meeting be adjourned at 5:45 p.m. Gretchen Guisbert, Secretary III Charlotte S.
