CIVIL SERVICE COMMISSION
The 1224TH Regular Meeting of the Civil Service Commission was held on Wednesday,
May 10, 2006. The meeting was called to order at 5:30 p.m.

Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
06-95 RESOLVED, That the minutes of the 1223rd Regular Meeting held
Wednesday, April 26, 2006, be approved as submitted.
The Commission received and fled the Status of Temporary Employees Report for April 2006.
The Commission received and fled the Non -Resident report as of May 1, 2006.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
06-96 RESOLVED, That having reviewed the letter of April 25, 2006, from
Gerald Sl. Amour, Meter Foreman, as approved for submission by Robert J.
Beckley, Jr., Director of Public Works, requesting an extension of the three year
retirement limit for excess vacation accrual, the Civil Service Commission does
hereby approve this request with the understanding that Mr. Sl. Amour will not
exceed fifty-eight (58) eight (8) hour accrued vacation days for payout purposes in
anticipation of his retirement dale on or before January 31, 2007.
There were no reported expiring eligible lists for the month of June 2006.

Affirmative Action Report for April 2006.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
06-97 RESOLVED, That having reviewed the request for an open -
competitive examination for Clerk I and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
Be a citizen of the United States or resident alien with the right to work in
the United States; and
Have a high school diploma or a valid equivalency certificate; and
Have had a minimum of one (1) year of full-time` paid general office
clerical work experience OR two (2) years in an appropriate clerical
cooperative education program (ORIGINAL DOCUMENTATION
VERIFYING HIGH SCHOOL DIPLOMA AND IF APPLICABLE THE
OFFICIAL COOPERATIVE EDUCATION AGREEMENT(S) MUST BE
PROVIDED AT TIME OF INTERVIEW).
`NOTE: Part-time work experience may not be substituted for the full -lime experience
required in Qualification #3.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -60% Interview - 40%*
`NOTE: A minimum of the twenty (20) highest scoring candidates on the Written Test will be
invited to the Interview part of the examination. Candidates must pass the Written Test and
the Interview in order to be placed on the eligible list. Remaining candidates who pass the
Written Test will have their names kept on file for future reference during the life of the eligible
list.
The Commission reviewed the December 2003 Civil Service Commission resolution
which allowed employees who are tenninating employment with the City to have 85%
taken out of their Deferred Compensation prior to their final compensation. Robert F.
Biga, Human Resources Director, explained that the City wants to go back to the way it
was handled prior to that resolution.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was

06-98 RESOLVED, that having reviewed the December 2003 Civil Service
Commission Resolution regarding the Internal Revenue Service (IRS) Section
457 Deferred Compensation regulations catch-up provision, permitting partial
employee accrued leave payouts prior to termination, the Civil Service
Commission does hereby approve the deferral of termination pay for IRS Section
457 Deferred Compensation as permitted in the IRS regulations as outlined by
James Andres, Chief Accountant.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:35 p.m.
