Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 0630 RESOLVED, That the minutes of the 1221" Regular Meeting held Wednesday, February 1, 2006, be approved as submitted. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 06-31 RESOLVED, That the minutes of the 91st Special Meeting held Wednesday, March 2, 2006, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 06-32 RESOLVED, That having reviewed the comments on the City of Livonia Policy regarding Donated Vacation Time, and based on the comments and questions from the Finance Department, the Civil Service Commission refers this to the Human Resources Director for a report and recommendation. Derrick Washington, Personnel Analyst II, inquired if referring the Policy regarding donated vacation time to the next meeting would hold Mr. Zakalata's previous request to utilize donated vacation time in abeyance. The Civil Service Commission stated they would treat it as they had in the past. Robert F. Biga, Human Resources Director, explained that at the last meeting the Civil Service Commission reviewed the issue of the job description for Engineering Assistant I. The Department wanted to put a provision in the job description about emergency work assignments. It was referred back to Labor -Management which met with the Department and the Union. It was decided to put a "NOTE" in the job announcement that would read, "This employee may be assigned work assignments in emergency situations, including but not limited to snow removal, flood control, traffic control device placement, storm damage cleanup, etc." Mr. Biga reiterated that this new Page 2 1=d Regular Meeting March 15, 2006 language would be in the job announcement, not in the job description so that candidates will know when they sign up far the examination that this is a partof the job. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 0633 RESOLVED, That having reviewed the letter of January 17, 2006, from Robert J. Schron, City Engineer, requesting a promotional examination for Engineering Assistant I and proposed qualifications and parts of examination and weights, and having discussion with Robert F. Biga, Human Resources Director, the Civil Service Commission does hereby approve the proposed qualifications and parts of examination and weights as follows: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement have regular status and: 1. At least two (2) years full-time paid work experience in the Department of Public Works, in the surveying, inspection or construction of municipal engineering projects or a related public improvement project such as pavement, sidewalks, sewers, and water main; or 2. An Associates or higher Degree in Civil Engineering or Construction Engineering. PARTS OF EXAMINATION AND WEIGHTS Written Test -80% Departmental Rating -20% The Commission received and fled the Status of Temporary Employees Report for February 2006. The Commission received and fled the Non -Resident report as of March 1, 2006. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 0634 RESOLVED, That having reviewed AFSCME Union Local 192 Grievance #05-39, dated March 8, 2006, regarding overtime calloul procedures in the Forestry Department of DPS, the Civil Service Commission does hereby refer this matter until the next regular meeting as agreed to by Management with the Union having no objections. Gosselin, Commercial/Industrial Appraiser, as approved for submission by Shenon Schultz, City Assessor, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Ms. Gosselin's request to carry over 127.75 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0636 RESOLVED, That having reviewed the letter of February 2, 2006, from Katherine Siterlet, Assessing Clerk, as approved for submission by Sherron Schultz, City Assessor, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Ms. Siterlet's request to carry over 45 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0637 RESOLVED, That having reviewed the letter of February 10, 2006, from Duane Besonen, Custodian, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Besonen's request to carry over 73 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0638 RESOLVED, That having reviewed the letter of January 9, 2006, from Mike Boyle, Building Maintenance Foreman, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Boyle's request to carry over 27.75 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0639 RESOLVED, That having reviewed the letter of February 7, 2006, from Brian Buda, Custodian, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Burkholder's request to carry over 4.00 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-41 RESOLVED, That having reviewed the letter of February 7, 2006, from Robert Hamilton, Water Operations Mechanic I, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Hamilton's request to carry over 45 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-42 RESOLVED, That having reviewed the letter of February 7, 2006, from Theresa MacDonald, Administrative Assistant, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Ms. MacDonald's request to carry over 16 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-43 RESOLVED, That having reviewed the letter of January 5, 2006, from Paul St. Henry, Assistant Superintendent of Public Service, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Sl. Henry's request to carry over 24 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-44 RESOLVED, That having reviewed the letter of January 12, 2006, from Jeffrey Wallick, Water Meter Repairer II, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Wojnars request to carry over 150 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-46 RESOLVED, That having reviewed the letter of January 3, 2006, from Karen Worley, Program Supervisor, as approved for submission by Robert J. Schron, City Engineer, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Ms. Worley's request to carry over 9.25 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-47 RESOLVED, That having reviewed the letter of February 3, 2006, from Matthew Maurier, Firefighter, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Mauriers request to carry over 24.00 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-48 RESOLVED, That having reviewed the letter of February 2, 2006, from Brian Miencier, Fire Lieutenant, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Miencier's request to carry over 6.25 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-49 RESOLVED, That having reviewed the letter of February 3, 2006, from David Taylor, Fire Equipment Mechanic Supervisor, as approved for Page 6 1222"° Regular Meeting March 15, 2006 submission by Shadd A. Whitehead, Fire Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Taylors request to carry over 24 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0650 RESOLVED, That having reviewed the letter of February 17, 2006, from James Inglis, Director of Housing, requesting to carry over excess vacation hours for Lina Priest, Public Housing Division Director, the Civil Service Commission does hereby approve Mr. Inglis' request to carry over 13 excess vacation hours into 2006 for Ms. Priest, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0651 RESOLVED, That having reviewed the letter of February 7, 2006, from Regina Zoratti, Clerk I, as approved for submission by Kathleen Monroe, City Librarian, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Ms. ZorattPs request to carry over 2.5 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-52 RESOLVED, That having reviewed the letter of February 6, 2006, from Mark Taormina, Planning Director, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Taormina's request to carry over 40 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 06-53 RESOLVED, That having reviewed the letter of February 9, 2006, from Margaret Watson, Program Supervisor, as approved for submission by Mark Taormina, Planning Director, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Ms. Watson's request to carry over 4.00 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. Page 7 1222"° Regular Meeting March 15, 2006 0654 RESOLVED, That having reviewed the letter of November 2, 2005, from Thomas Blauvelt, Senior Police Officer, as approved for submission by Robert Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Blauvelt's request to carry over 24 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0655 RESOLVED, That having reviewed the letter of February 3, 2006, from Brian Carpenter, Data Processor, as approved for submission by Robert Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Carpenters request to carry over 65 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0656 RESOLVED, That having reviewed the letter of February 3, 2006, from James King, Senior Police Officer, as approved for submission by Robert Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. King's request to carry over 16 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 0657 RESOLVED, That having reviewed the letter of February 7, 2006, from Christopher McClain, Police Officer II, as approved for submission by Robert Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. McClain's request to carry over 24 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 05-58 RESOLVED, That having reviewed the Departmental Correspondence of January 12, 2006, from Tyrone Pickens, Senior Police Officer, as approved for submission by Robert Stevenson, Police Chief, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Pickens' request to carry over sixteen (16) excess vacation hours into 2006, with the understanding that these hours will be used in 2006; Page 0 1222"° Regular Meeting March 15, 2006 AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 05-59 RESOLVED, That having reviewed the letter of March 6, 2006, from Derrick L. Washington Personnel Analyst II, as approved for submission by Robert F. Biga, Human Resources Director, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Washington's request to carry over 34.25 excess vacation hours into 2006 with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. 05-60 RESOLVED, That having reviewed the letter of March 15, 2006, from Philip Sheridan, Water Operations Mechanic I, as approved for submission by Robert J. Beckley, Jr., Director of Public Works, requesting to carry over excess vacation hours, the Civil Service Commission does hereby approve Mr. Sheridan's request to carry over 47.50 excess vacation hours into 2006, with the understanding that these hours will be used in 2006; AND BE IT FURTHER RESOLVED, That no request will be considered to carry over excess vacation hours into 2007. Mr. Biga reminded everyone that employees can request to carry over excess vacation hours, but not two years in a row, unless it is in anticipation of retirement. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 06-61 RESOLVED, That having reviewed the Departmental Correspondence of January 31, 2006, from Thomas Clark, Firefighter/Assistant Driver, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting a military leave of absence, the Civil Service Commission does hereby grant a leave of absence for Mr. Clark from February 27, 2006 for one (1) year. Chairperson Mahoney expressed the Commission's respect and honor to employees serving our country. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 06-62 RESOLVED, That having reviewed the letter of February 7, 2006, from Robert Stevenson, Police Chief, requesting an open -competitive examination for Police Dispatcher and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page 9 1=d Regular Meeting March 15, 2006 QUALIFICATIONS By the closing date of the announcement, applicants must: Be a citizen of the United States or resident alien with the right to work in the United Slates; and Have a high school diploma or a valid equivalency certificate; and Have either: A. At least one year full-time paid work experience as a Dispatcher for a law enforcement agency; or B. At least one year of full-time paid work experience as a Certified Police Officer; and Have an acceptable voice quality level as determined in the voice modulation test; and Not be an immediate family member of a swom officer employed by the Livonia Police Department (Immediate family member includes but is not limited to: Spouse, Child, Step -Child, Mother, Father, Sister, Step -Mother, Step -Father, Sister-in-law (manned to Brother), Brother, Brother-in-law (manned to Sister), Grandparents, Grandchild, or member of the Employee's household.); and Have keyboard skills that meet or exceed 25 wpm without error. PARTS OF EXAMINATION AND WEIGHTS Written Test -40% Interview -40% Performance Test -20% Voice Modulation Test - Pass/Fail Background Investigation - Pass/Fail Psychological Evaluation Test - Pass/Fail Robert F. Biga, Human Resources Director, recommended that the psychological evaluations for the Firefighter be conducted after the establishment of the eligible list; testing only those candidates considered for employment, resulting in saving the City approximately $300 per candidate in testing fees. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 06-63 RESOLVED, That having reviewed the letter of February 15, 2006, from Shadd A. Whitehead, Fire Chief, requesting an open -competitive examination for Firefighter and proposed qualifications and parts of examination and weights, and having discussion with Robert Biga, Human Resources Director, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page 10 1222" Regular Meeting March 15, 2006 QUALIFICATIONS By the closing date of the announcement, applicants must: 1. Be a citizen of the United States or a resident alien with the right to work in the United States. 2. Have a high school diploma or valid equivalency certificate. Preference will be given applicants that have a Bachelors Degree or an Associate's Degree in Fire Science or an EMS curriculum. 3. Hold a current State of Michigan Paramedic License or National Registry EMT - Paramedic and be ACLS (Advanced Cardiac Life Support) certified. 4. Possess the Conference of Western Wayne Firefighter Written and Physical Agility Test Certificates. THE AGILITY TEST CERTIFICATE MUST HAVE BEEN ISSUED IN THE TWELVE (12) months prior to the closing date of the announcement. 5. Possess normal visual functions and acuity in each eye of 20/100 or better, correctable to 20/20 with eyeglasses. NOTE: Applicant must submit a completed City of Livonia Firefighter Visual Acuity form dated after September 16, 2005, signed by a physician, optometrist or ophthalmologist attesting to the applicant's visual acuity in each eye corrected and uncorrected. 6. Be free from any physical defects, chronic diseases, organic or functional conditions or mental and emotional instabilities which may tend to impair the efficient performance of duties or which might endanger the lives of others or the individual employee. 7. Possess and maintain a valid motor vehicle operator's or a basic commercial driver's license and have an acceptable driving record. 8. AT THE TIME OF CERTIFICATION TO THE DEPARTMENT FOR FINAL INTERVIEW AND HIRING CONSIDERATION, CANDIDATES MUST POSSESS: A. A current State of Michigan Paramedic License or National Registry EMT - Paramedic, and be currently ACLS certified. B. A State of Michigan Firefighter II Certificate or equivalent certification in a state that has reciprocity. NOTE: Candidates are required to submit original degreesitranscripts, licenses and certifications by the closing date of this announcement. Page 11 1222" Regular Meeting March 15, 2006 PARTS OF EXAMINATION AND WEIGHTS Written Test — 50%' Oral Interview — 50% Psychological Evaluation — Pass/Fail Background Investigation — Pass/Fail 'NOTE: The thirty (30) candidates with the highest passing scores on the written test will be invited to continue to the Interview portion of the examination process. Remaining candidates who pass the Written Test will have their names kept on file for future reference during the life of the eligible list. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 06-64 RESOLVED, That having reviewed the expiring eligible lists for April 2006 — Police Dispatcher (861 o.c.), Police Lieutenant (1194 p.) and Police Sergeant (1193 p.), the Civil Service Commission does hereby extend the Police Dispatcher eligible list for an additional six (6) months. Mr. Biga explained that in the Police Dispatcher (861 o.c.), there was an existing job offer pending the results of a physical examination. The individual took the physical exam and has been hired. So there is no longer an outstanding job offer. Two people were hired from the list. There were three positions, there were three people and one person declined the position, so there is no longer a list. Mr. Campau withdrew his motion. Mr. Tatigian withdrew his support. Ms. Mahoney stated that no action is required regarding the Police Dispatcher (861 o.c.) eligible list. The Commission received and fled the expiring eligible list for April 2006 — Police Dispatcher (861 o.c.), Police Lieutenant (1194 p.) and Police Sergeant (1193 p.). Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 06-64 RESOLVED, That having reviewed the passing point in the written test for Police Lieutenant (1219 p.), the Civil Service Commission sets the passing point at 70% of the maximum score of 175 or the nearest lower whole raw score of 122. Mr. Biga received a compliment from the exam preparer who said that the Livonia Police candidates for Lieutenant excelled. They did a remarkable job and received very high scores. The exam preparer also commented that our candidates consistently do well, but this group of candidates outdid themselves. Mr. Biga stated he would pass this compliment along to the candidates. Page 12 122 Regular Meeting March 15, 2006 Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 06-65 RESOLVED, That having reviewed the passing point in the written lest for Police Sergeant (1218 p.), the Civil Service Commission sets the passing point at 70% of the maximum score of 175 or the nearest lower whole raw score of 122. Mr. Biga stated he had a similar comment from the exam preparer for the Police Sergeant candidates. Chairperson Mahoney asked Mr. Biga to relay the Commission's compliments to both groups of candidates. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 06-66 RESOLVED, That having reviewed the passing point in the written test for Library Aide 1 (1223 p.), the Civil Service Commission does hereby approve the Empco, Inc. recommended passing point of 70 or 70% of the maximum raw score of 100. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was 06-67 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Library Aide 1 (1223 p.). Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 06-68 RESOLVED, That having reviewed the passing point in the written test for Police Officer II (877 o.c.), the Civil Service Commission does hereby approve the 1/0 Solutions, Inc. recommended passing point of 70% of the maximum Taw score of 87 or the nearest lower whole score of 60. Upon a motion by Mr. Tatigian, seconded by Mr. Campau and unanimously adopted, it was 06-69 RESOLVED, That having reviewed the passing point in the written test for Police Service Aide (875 o.c.), the Civil Service Commission does hereby approve the Empco, Inc. recommended passing point of 70, 70% of the maximum raw score of 100. Beckley, Jr., Director of Public Works, requesting an open - competitive examination for Civil Engineer I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: Page 14 1222" Regular Meeting March 15, 2006 QUALIFICATIONS By the closing date of this announcement, applicants must: 1. Be a citizen of the United States or resident alien with the right to work in the United States; and 2. Have graduated from an accredited college or university with a Bachelors Degree or higher in Civil Engineering or Construction Engineering; and 3. Have at least one (1) year of full-time work experience utilization, and have proficiency with the most up-to-date ArcGIS and Autodesk family of products and extension is required; and 4. Be able to identify and distinguish colors. Applicant must submit a City of Livonia Civil Engineer I Visual Acuity form completed and signed by a physician, optometrist or ophthalmologist. Form must be dated no earlier than October 14, 2005. PARTS OF EXAMINATION AND WEIGHTS INTERVIEW —100%, 'NOTE: In the event the number of qualified applicants exceeds fifteen (15), an evaluation will be made of the applicants and the fifteen (15) applicants with the most appropriate and responsible combination of experience and training will be invited to the interview. Candidates must pass the interview in order to be placed on the eligible list. The Commission received and filed the health insurance rates for March 1, 2006 through February 28, 2007. Yvonne Lillibridge, President, AFSCME Union Local 192, wanted to know if she needed to put a request in writing for Union Local 192 to receive a copy of the insurance rates. Mr. Biga explained that the insurances rates were a public record. The Commission agreed that Union Local 192 could have a copy of the insurance rates and Mr. Campau gave Ms. Lillibrldge his copy of the rates. Ms. Lillibrldge also commented that on the Temporary Employees in regular permanent classifications, in the Inspection Department, Ms. Cooper is a temporary employee in a 192 classification and the six (6) months is up tomorrow. Ms. Lillibrldge inquired if the Civil Service Commission had received a written request from the Department to extend this employee. Chairperson Mahoney deferred to Mr. Biga since the Commission has not seen any request to extend this employee. Mr. Washington stated he thought the position was originally posted for transfer and there were no signers for this position. Mr. Biga stated he would double-check but asked everyone to recall the earlier situation where regular employees were not given an opportunity to transfer and there was a grievance. We said we would post to allow the permanent employees move around and that the resulting vacancy would be filled on a temporary basis until the Mayor decided to fill it on a permanent basis. There was discussion about that and the Union is looking Page 15 1222" Regular Meeting March 15, 2DO6 at the Civil Service Commission Rules that state temporary employees may be utilized for a period of six months so any department is now requested to come forward and indicate why they still want to fill the position on a temporary basis. Mr. Biga stated he would expect something to be forwarded from the Inspection Department and that they would go through the temporary employee list and see if we have any others coming up to give the departments advance notification. He hoped that there could be a three month notice. The Civil Service Commission asked the Civil Service Department staff to review the existing temporary positions and let the departments know three months in advance of when the temporary position would expire. Upon a motion by Mr. Campau, seconded by Mr. Tatigian and unanimously adopted, it was RESOLVED, That the meeting be adjourned at 6:28 p.m. Mr. Biga informed everyone that Ms. Mahoney has been reappointed to the Civil Service Commission.
