Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 06-131 RESOLVED, That the minutes of the 1226th Regular Meeting held Wednesday, July 19, 2006, be approved as submitted. The Commission received and fled the Status of Temporary Employees Report for July 2006. The Commission received and fled the Non -Resident Report as of August 1, 2006. The Civil Service Commission reviewed Custodian Cheryl Altis' letters of July 27, 2006 and August 10, 2006, requesting an extension of an unpaid medical leave of absence. Mr. Tatigian inquired if Ms. Altis had returned to work on August 19 and Mr. Biga replied she had not. He added Ms. Altis was getting the necessary documentation to request an extension. The Department will then determine whether or not they will consider it. Presently, their position is they do not want any additional extension. This is not the issue for this meeting. Ms. Altis stated she was still undergoing further tests from the prior documentation she submitted. She advised the Civil Service Department will receive a letter tomorrow and her doctor's office was under a miscommunication when they spoke with Mary Kay Mitchell with the Accident Fund and they thought everything was set as far as the paperwork. She again stated the Civil Service Department would receive the rest of the documentation tomorrow. She also stated that on Monday when paperwork went to Brian Wilson, she was unaware that he was on vacation, the lady at the front desk did not tell her that or else she would have brought the request straight to Civil Service. Mr. Tatigian stated the issue at hand is to extend Ms. Altis leave to August 19, 2006. Paget 1227th Regular Meeting Augurs 23, 2006 Jim Zoumbaris, Superintendent of Public Service, stated the Department's recommendation is no further extension because it is over 90 days. Mr. Tatigian advised Mr. Zoumbaris to send the Civil Service Commission a letter after Ms. Altis submits her request for that. Ken Grzembski, Vice -President, AFSCME Union Local 192, stated Ms. Altis was confused and inquired if the Civil Service Commission wanted her to report to work and let the City physician see her and go against her doctors orders, or do they want to wait for the paperwork. He added Ms. Altis doesn't want to get fired. Mr. Tatigian stated the Civil Service Commission does not want to make any recommendations, because all they have before them this evening was the extension to August 19, 2006. Any further action beyond that requires whatever is appropriate. The Civil Service Commission advised that Ms. Altis could consult with the Human Resources Director after the meeting. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 06-132 RESOLVED, That having reviewed the letters of July 27, 2006 and August 10, 2006, from Cheryl Altis, Custodian (PPT), as approved for submission by Brian Wilson, Assistant Superintendent of Public Service, requesting an extension of an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid medical leave of absence through August 19, 2006. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 06-133 RESOLVED, That having reviewed the letter of July 28, 2006, from Susan Semposki, Account Clerk I, as approved for submission by Brian Wilson, Assistant Superintendent of Public Service, requesting an extension of an unpaid medical leave of absence, the Civil Service Commission does hereby approve an unpaid leave of absence through August 31, 2006, subject to submission of appropriate medical documentation. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-134 RESOLVED, That having reviewed the letter of July 20, 2006, from Michael T. Slater, Director of Finance, requesting a promotional examination for Account Clerk II, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement, have five (5) years of experience working in the Water Billing Section of the Finance Department and have regular status in the classification of Account Clerk I. Page 1227th Regular Meeting August 23, 2006 PARTS OF EXAMINATION AND WEIGHTS Written Test -80% Departmental Rating -20' 'In the event there is only one (1) applicant for the position, the Parts of Examination and Weights will be 100% Departmental Rating. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-135 RESOLVED, That having reviewed the letter of July 31, 2006, from Brian Wilson, Assistant Superintendent of Public Service, requesting an open - competitive examination for Custodian and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: Be a citizen of the United Stales or resident alien with the right to work in the United Slates; and Have a high school diploma or its equivalent; and Be at least eighteen (18) years of age; and Possess and maintain a valid drivers license, and have an acceptable driving record; and Have a minimum of six (6) months full-time paid work experience preferably custodian, janitorial, laborer or maintenance work. PARTS OF EXAMINATION AND WEIGHTS WRITTEN TEST -50% INTERVIEW -50%' "The twenty-five (25) candidates with the highest score on the written examination will be invited to the interview portion of the examination. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-136 RESOLVED, That having reviewed the letter of August 3, 2006, from Robert Stevenson, Police Chief, requesting an open -competitive examination for Police Service Aide and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: Page 1227th Regular Meeting August 23, 2006 Be a citizen of the United States or resident alien with the right to work in the United States; and Be at least eighteen (18) years old; and Have a high school diploma or a valid equivalency certificate, and Possess and maintain a valid drivers license; and Not be an immediate family member of a swom officer employed by the Livonia Police Department. (Immediate family member includes: Spouse, Child, Step -Child, Mother, Father, Sister, Step -Mother, Step -Father, Sister-in-law (married to employee's brother), Brother, Brother-in-law (married to employee's sister), Grandparent, Grandchild, Father -in -Law, Mather -in -Law, or member of the Employee's household.) Be free from any physical defects, chronic diseases, organic diseases, organic or functional conditions, or mental and emotional instabilities which may tend to impair the efficient performance of duties or which might endanger the lives of others or the individual employee; and Possess an MCOLES Physical Agility certificate dated within the preceding twelve (12) months of the closing date of this announcement. Possess normal hearing, normal color vision, and normal visual functions and acuity in accordance with the Civil Service Commission approved visual acuity standard adopted January 17, 2002 as attached. By the closing date of the announcement, each applicant must submit a written statement from a physician, optometrist, or ophthalmologist giving the applicant's visual acuity in each eye corrected and uncorrected. (Eye examination must be within the preceding six (6) months of the closing date of the announcement.) Surgically corrected vision may not be acceptable, i.e. radial keratotomy. PARTS OF EXAMINATION AND WEIGHTS Written Test -50% Interview -50% Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 06-137 RESOLVED, That having reviewed the expiring eligible lists for the month of September 2006, the Civil Service Commission does hereby approve an extension of the eligible lists for Building Mechanic IV (866 o.c.) and Recreation Supervisor (872 o.c.) for an additional six (6) months. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-138 RESOLVED, That having reviewed the passing point in the written examination for Clerk 1 (883 o.c.), the Civil Service Commission does hereby approve the passing point of 130 (43%) of the maximum combined scene of 300 in the Short Employment Tests, CA -2, N-2 and V-2 and Differential Aptitude Test (DAT) spelling test. Pages 1227th Regular Meeting August 23, 2006 Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 06-139 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Equipment Operator II (1228 p.). Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-140 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Systems Analyst II (885 o.c.). Mr. Campau inquired what the City does regarding retirement for a retiree who has returned to work for the City. Mr. Biga replied that under the new ordinance the employee goes into the Defined Contribution retirement plan and he starts from scratch on the second retirement. He stated that in most cases, the retiree health benefits are better than the active employee and the employee can decline the active employee health benefit. Mr. Campau inquired if there was any conflict of interest for a retiree that takes a job after retirement. Mr. Biga replied no. Receive and File: Letter of August 2, 2006, from Robert F. Biga, Human Resources Director, transmitting the partial Livonia Police Officers Association (LPDA) Arbitration award for the period December 1, 2003 through November 30, 2006, to City Council. Affirmative Action Report for July 2006. Ken Grzembski, requested and was given a copy of the LPOA Arbitration award. Mr. Biga informed the Civil Service Commission that the State of Michigan has increased the minimum wage and that wage will be greater than what we are paying at the low end of the Parks and Recreation employees. The Parks and Recreation Department provided a proposal increasing the pay rales for these classifications and others indirectly affected. The State law has increases in October of this year, July of 2007 and in July of 2008. The proposal addresses that by virtue of making necessary adjustments on those dates. Karen Kapchonick, Superintendent of Parks and Recreation advised that this proposal was prepared due to the State of Michigan mandating the increase in minimum wage. They thought it would be better to come to the Civil Service Commission for all three (3) increases. She reviewed the nine (9) classifications and the reasons to increase the wage rales. The lowest paid classification is currently at a wage of $6.50 and the Stale is mandating a minimum wage of $6.95. If the rate is increased to $6.95 and there were no other increases, the next higher classification would only have a $.05 difference. In order to avoid wage compaction most of the classifications need adjustments. Mr. Tatigian stated he had no objection to this, but he didn't see the Mayors signature on her letter of transmittal. Ms. Kapchonick replied the only time they had done that was when Page 6 1227th Regular Meeting Augun23, 2006 something was going to City Council. Ms. Kapchonick advised there will be funds available and they have submitted that in their budget. Mr. Biga recommended approval on this. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-141 RESOLVED, That having reviewed the letter of August 22, 2006, from Karen Kapchonick, Superintendent of Parks and Recreation, requesting an increase in wages for part-time staff, the Civil Service Commission does hereby approve the wage increase for the temporary classification in Parks and Recreation at the appropriate time, as contained in the Parks and Recreation proposal (#2881-06). Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 06-142 RESOLVED, That having reviewed the letter of August 21, 2006, from Jack Engebretson, Mayor, requesting a promotional examination for Secretary II and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, at the time of application, have regular status as a Secretary I and are employed in the Department of Administrative Services. PARTS OF EXAMINATION AND WEIGHTS Performance Test -40% Departmental Rating -60% Typing — Minimum 60 wpm Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-143 RESOLVED, That having reviewed the letter of August 23, 2006, from Michael T. Slater, Director of Finance, requesting a promotional examination for Accountant III and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who by the closing date of this announcement, are: Employed in the Accounting Division of the Finance Department; and Have regular status as in the classification of Accountant II; and Have at least fifteen (15) years of experience in the Accounting Division. Pagel 1227th Regular Meeting August 23, 2006 PARTS OF EXAMINATION AND WEIGHTS Departmental Rating —100% Mr. Biga staled that prior to the meeting Ms. Lillibridge indicated to him that the AFSCME Union Local 192 bargaining unit voted on their proposed contract and the contract was approved, 117 to 58. He advised a summary of that settlement will be prepared and brought to the Civil Service Commission at a Special Meeting as soon as possible for approval that so it can be forwarded to City Council. Mr. Biga inquired if the Commission wanted to change the next regular meeting to the 27th of September due to a MAPERS meeting conflict. Ms. Mahoney explained she would be back in town that day but not back in time for a meeting. She inquired if it could be Thursday, September 28, 2006. The Commission agreed to that date.
