CIVIL SERVICE COMMISSION
The 1236'^ Regular Meeting of the Civil Service Commission was held on Wednesday, May 9,
2007. The meeting was called to order at 5:35 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-134 RESOLVED, That the minutes of the 1235th Regular Meeting held
Wednesday, April 18, 2007, be approved as submitted.
The Commission received and fled the Temporary Report for April 2007.
The Commission received and filed the Non -Resident Report as of May 1, 2007.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-135 RESOLVED, That having reviewed the letter of April 24, 2007, from
Pete Kunst, Director of Public Safety, and approved for submission by Jack
Engebretson, Mayor, requesting a step increase for Shadd A. Whitehead, Fire
Chief, the Commission does hereby grant a half-step pay increase effective
January 11, 2007 from step 4.5 to step 5.
Kathleen Monroe, City Librarian, explained that the qualifications for the proposed open -
competitive announcement for Assistant Branch Librarian were changed due to the need for a
greater amount of experience as a Librarian and a greater amount of supervisory experience.
Derrick Washington, Personnel Analyst II, further explained the last time this announcement
was run as an open -competitive examination a minimum of four (4) years full-time experience
as a Librarian and two (2) years of direct supervisory experience was requested. Mr.
Washington continued that the last time the exam was run it was a promotional. Mr. Campau
inquired why this was now being requested as an open -competitive. Ms. Monroe replied there
were two reasons. The first is that there is a generic classification of Assistant Branch
Librarian and there are five (5) positions in that classification. She added that this position was
a little different because this person is responsible for about 2/3 of the physical public area at
the Civic Center Library, there are significantly more employees to supervise and the
managerial skills required are at a higher level. She stated the other employees who were
promoted came into the position with some previous supervisory experience before they came

into this system, but this particular Assistant Branch Librarian position needs to have a
stronger managerial background.
Ms. Mahoney asked if there was someone filling this position. Ms. Monroe responded that this
person has submitted their intention to retire at the end of August.
Mr. Tatigian asked if it would be difficult getting applicants with the proposed requirements.
Ms. Monroe did not think so. Mr. Biga indicated that when the City recruited for the Director of
Public Works position, they had difficulty finding an adequate number of applicants.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-136 RESOLVED, That having reviewed the letter of May 1, 2007, from
Kathleen Monroe, City Librarian, requesting an open -competitive examination for
Assistant Branch Librarian — Adult Services and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
By the closing date of this announcement, applicants must:
1. Be a United States citizen or a resident alien with the right to work in the
United States; and
2. Possess a Masters Degree in Library Science from an accredited
University; and
3. Have a minimum of six (6) years of full-time experience as a Librarian
providing direct service to the public in a public library; and
4. Have a minimum of four (4) years of direct supervisory experience including
classifications above that of page in the last six (6) years.
PARTS OF EXAMINATION AND WEIGHTS
INTERVIEW — 100%
In the event the number of qualified applicants exceeds fifteen (15), an evaluation of the
applicants will be conducted and the fifteen (15) applicants with the most appropriate and
responsible combination of experience and training will be invited to the interview.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-137 RESOLVED, That having reviewed the letter of April 19, 2007, from
Linda McCann, Director of Community Resources, as recommended by Jack
Engebretson, Mayor, requesting to carry over excess vacation hours, the Civil
Service Commission does hereby approve Ms. McCann's request to carry over
twenty (20 excess vacation hours into 2007 with the understanding that these
hours will be used in 2007;

AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2008.
A City wide posting was
made for a Clerk -Typist I
position in the Inspection
Department.
Therefore, no action was
necessary with regard to
announcing a Clerk -Typist
promotional
examination.
There were no reported expiring eligible lists for the month of June 2007.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-138 RESOLVED, That having reviewed the passing point in the written
test for Firefighter (894 o.c.), the Civil Service Commission sets the passing point
at a converted score of 70%.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-139 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Sewer Maintenance Worker II (1245 p.), as submitted.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-140 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Water Operations Mechanic 11 (1246 p.), as submitted.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-141 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Police Officer II (1249 p.), as submitted.
The Commission received and fled the following:
Council Resolution from the April 11, 2007 meeting, with minutes to be
approved April 25, 2007.
Affirmative Action Report for April 2007.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-142 RESOLVED, That having reviewed the letter of May 4, 2007, from Brian
Wilson, Assistant Superintendent of Public Service and Patrick A. Hogan, Director of
Public Works, requesting an extension of an unpaid medical leave of absence for
Dennis Opsommer, Custodian (PPT), the Civil Service Commission does hereby
approve an extension of unpaid medical leave for a period not to exceed three (3)

calendar months or through June 15, 2007, subject to Mr. Opsommer providing
additional medical certification from his personal physician.
Robert F. Biga, Human Resources Director, commented the Civil Service Department will
have several eligible lists ready next week and he raised the issue for the Civil Service
Commission regarding administrative approval of eligible lists. If an eligible list is in order and
there is no controversy, Mr. Biga recommended that the Civil Service Commission give the
Civil Service staff administrative approval to handle it, similar to that of removal of names from
the eligible lists. He stated approval of the eligible lists is a pro -forma action and he wondered
if the Commission would be interested in granting administrative capabilities to establish
eligible lists. Mr. Tatigian suggested they discuss it prior to the next meeting. Ms. Mahoney
suggested that if there were other items that could be considered for administrative approval,
that Mr. Biga prepare a list and present it to the Civil Service Commission before the next
meeting.
Mr. Washington requested they have a telephone meeting as soon as the eligible list is ready
for Clerk -Typist and Service Representative (Water). Mr. Tatigian agreed to the request. Ms.
Mahoney asked if there would be objections to approving such lists over the telephone. Ms.
Lillibridge responded it is up to the Civil Service Commission and the Civil Service staff as
these are not open for review by employees.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-143 RESOLVED, That having discussion with Robert F. Biga, Human
Resources Director, and Derrick L. Washington, Personnel Analyst 11, regarding
the approval of the Clerk Typist 1 (889 o.c.) and the Service Representative
(Water) (1248 p.), the Civil Service Commission does hereby approve the
pending eligible lists for Clerk -Typist 1 (889 o.c.) and Service Representative
(Water) (1248 p.) with action to be confirmed at the June meeting.
Mr. Biga stated that he was continuing to review the Civil Service Commission Rules and
Regulations and what Ms. Lillibridge mentioned about employees not seeing the eligible lists
was a result of the previous review of the Rules. Prior to that the eligible lists were public
record and in his opinion, they should remain a public record and available for public review.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:50 p.m.
