CIVIL SERVICE COMMISSION
The 1238'^ Regular Meeting of the Civil Service Commission was held on Wednesday, July
18, 2007. The meeting was called to order at 5:30 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-158 RESOLVED, That the minutes of the 1237th Regular Meeting held
Wednesday, June 13, 2007, be approved as submitted.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-159 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Assistant Branch Librarian (898 o.c.), as submitted.
The Commission received and fled the Temporary Report for June 2007.
The Commission received and fled the Non -Resident Report as of July 1, 2007.
Harry Tatigian, Chairperson, directed that the review of the June 11, 2007 memorandum
regarding Items to be Considered for Administrative Approval be postponed until next month's
meeting. There were no objections.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-160 RESOLVED, That having reviewed the letter of July 6, 2007, from
James H. Hinkle, Sewer Foreman, as approved for submission by Patrick A.
Hogan, Director of Public Works, requesting an extension of retirement date from
November 2007 to November 2010, the Civil Service Commission does hereby
approve the extension of retirement date with the understanding that Mr. Hinkle
will be advised of the maximum number of vacation hours allowed to be carried
over each year during this extension.

Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-161 RESOLVED, That having reviewed the letter of April 16, 2007, from
Erin Knieper, Recreation Supervisor, as approved for submission by Karen
Kapchonick, Superintendent of Parks and Recreation, requesting an unpaid
medical leave of absence, the Civil Service Commission does hereby approve
Ms. Kniepers request for an unpaid medical leave of absence from June 20,
2007 through September 17, 2007, pursuant to Civil Service Commission RULE
25, LEAVES, Section 25.5 Leave of Absence.
Robert F. Biga, Human Resources Director, explained that the major difference with the
proposed qualifications for Police Dispatcher is the performance test being increased to 45
words per minute. The reason for the change is at a lower rate of speed; candidates are not
passing the probationary period and are not successful.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-162 RESOLVED, That having reviewed the letter of June 15, 2007, from
Robert Stevenson, Police Chief, requesting an open -competitive examination for
Police Dispatcher and proposed qualifications and parts of examination and
weights and after discussion with Robert F. Biga, Human Resources Director, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS
By the closing date of the announcement, applicants must:
1. Be a citizen of the United States or resident alien with the right to work in
the United States; and
2. Have a high school diploma or a valid equivalency certificate; and
3. Have at least one year full-time paid work experience as a Dispatcher for
a law enforcement agency; and
4. Have an acceptable voice quality level as determined in the voice
modulation test; and
5. Not be an immediate family member of a sworn officer employed by the
Livonia Police Department. (Immediate family member includes but is not
limited to: Spouse, Child, Step -Child, Mother, Father, Sister, Step -Mother,
Step -Father, Sister-in-law (married to Brother), Brother, Brother-in-law
(married to Sister), Grandparents, Grandchild, or member of the
Employee's household.); and
6. Have keyboard skills that meet or exceed 45 wpm without error.

PARTS OF EXAMINATION AND WEIGHTS
Written Test -40% Interview -40% Performance Test -20%
Voice Modulation Test - Pass/Fail
Background Investigation - Pass/Fail
Psychological Evaluation Test - Pass/Fail
A minimum of the top 15 applicants who score highest on the Written Test, and who pass the
Performance keyboard test will be invited to the Interview part of examination.
Applicants must pass the Written Test, the Performance keyboard test, the Interview, a
pass/fail Voice Modulation Test, a pass/fail Background Investigation and a pass/fail
Psychological Evaluation in order to be placed on the eligible list.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-163 RESOLVED, That having reviewed the letter of June 15, 2007, from
Robert Stevenson, Police Chief, requesting a promotional examination for Police
Captain and proposed qualifications and parts of examination and weights, the
Civil Service Commission does hereby approve the following qualifications and
parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, at the
closing date of this examination, are employed as a Senior Lieutenant or
Lieutenant in the Police Division of the Department of Public Safety and have
regular status in the classification of Lieutenant.
PARTS OF EXAMINATION AND WEIGHTS
Interview -30% Departmental Rating -35% Administrative Rating -35'
'In the event there is only one qualified applicant for this position, the Parts of Examination and
Weights will be 100% Administrative Rating.
Candidates must pass the Interview, Departmental Rating, and Administrative Rating in order
to be placed on the eligible list.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-164 RESOLVED, That having reviewed the expiring eligible list for the
month of August 2007 - Equipment Operator II (1228 p.) and Systems Analyst II
(885 o.c.), the Civil Service Commission does hereby extend the eligible list for
Equipment Operator 11 (1228 p.) for an additional six (6) months.

Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-165 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Building Mechanic IV — HVAC (896 o.c.), as
submitted.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-166 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Equipment Operator III (1250 p.), as submitted.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-167 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Police Crime Analyst (895 o.c.), as submitted.
The Commission received and fled the following:
a. Council Resolutions from the June 6, 2007 meeting, with minutes to be approved
June 18, 2007.
b. Affirmative Action Report for June 2007.
C. Current Open -Competitive and Promotional Eligible Lists as of July 1, 2007.
d. Eligible lists that were pre -approved at the June 13, 2007 Civil Service
Commission meeting.
Audrey Young, Chief Roads Steward, AFSCME Union Local 192, presented AFSCME Union
Local Grievance #07-04 and explained there was a work order from the Livonia Community
Recreation Center (LCRC) to cover up the no -parking signs, but after the event ended, the
Recreation Aides removed the covers. The Union felt it was the Sign Maintenance Workers'
jobs, not that of the Recreation Aides. She commented that it was also in the Sign
Maintenance Worker job classification to handle special events.
Mr. Tatigian stated there was nothing in the contract that provides this is an exclusive function
of the Sign Shop. Ms. Young responded the provision of the contract was Recognition of
Union, as well as the job qualifications on the posting.
Brian Wilson, Assistant Superintendent of Public Service, explained that during a swim meet
at the Livonia Community Recreation Center, Karen Kapchonick, Superintendent of Parks and
Recreation, made arrangements with the Sign Shop to have Sign Shop cover the no -parking
signs on Friday and the Parks and Recreation employees would take care of removing the
covers following the swim meet. He stated that this kind of cooperation during special events
is not unusual and that no special skill was required. Mr. Wilson further explained that even if
they had committed to remove the sign covers, they would not have done so on a Sunday; it
would have been accomplished on straight -time, Monday. Mr. Tatigian clarified that the work
order was for the one block immediately adjacent to the Recreation Center, and Mr. Wilson
added that there were approximately a dozen no -parking signs along this street.

Ken Grzembski, Vice -President, AFSCME Union Local 192, explained that the no -parking
signs are approximately 9' in height, and this would entail using a platform truck to ensure
safety. Mr. Tatigian repeated his first question and asked what provision of the contract the
Union relied on? Ms. Young replied it was Job Classification.
Arthur Emert, Sign Maintenance Worker 11, stated they are certified to work on the streets and
they use a truck that is modified to do this work and to his knowledge there is no employee
that could walk up and pull the covers off the signs. He stated the Aquatics Manager's
employees had already left work so he got a ladder and did the work himself and climbing up
a 9' ladder is not safe for a single person to do. He added that John Larese, Sign Foreman,
generated a work order and they were told to cover up the signs. They discovered on
Monday that the covers had been removed and this is the type of work they would do. He
cited examples of other employees doing their work.
Mr. Campau stated the work order tells the Sign Shop that Recreation employees would
remove the covers. Mr. Wilson added that removing the covers on the signs was done as a
courtesy to the home owners so the no -parking restriction would be in force as soon as
practicable after the swim meet ended.
Mr. Emert stated the Union understood that if there was an emergency situation, the City
reserved the right to call in anybody but when there was no emergency situation, as was
decided in a previous grievance, that Sign Shop personnel would be asked to perform the
work.
Ms. Mahoney stated Mr. Emert was asking to be compensated for work that he did not do and
she has a difficult time with that. She indicated that if it were not for the conversation with the
Recreation Center that they would do the work, the work would have been performed by the
Sign Shop employees on Monday and no overtime would have been involved. Mr. Emert
stated they would not have had any problem with removing the covers on Monday, but they
were not asked and the work was taken away from them.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-168 RESOLVED, That having reviewed AFSCME Union Local 192
Grievance #07-04, dated March 9, 2007, from Art Emert, Sign Maintenance
Worker I, regarding a work order involving no -parking signs at the Livonia
Community Recreation Center, and after discussion with Audrey Young, Chief
Roads Steward, AFSCME Union Local 192; Brian Wilson, Assistant
Superintendent of Public Service; Arthur Emert, Sign Maintenance Worker I and
Ken Grzembski, Vice -President, AFSCME Union Local 192, the Civil Service
Commission does hereby deny the grievance.
Mr. Campau recommended that in the future, Mr. Wilson have the Union employees remove
the covers on the signs on the following Monday.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-169 RESOLVED, That having reviewed the letter of July 10, 2007 from
Nelson S. Games, Electrical Inspector, and recommended for approval by Alex

Bishop, Director of Inspection, requesting an unpaid medical leave of absence,
the Civil Service Commission does hereby approve an unpaid medical leave of
absence for Mr. Games beginning July 18, 2007, for a period not to exceed three
(3) calendar months, subject to Mr. Games providing additional medical
certification from his personal physician.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-170 RESOLVED, That having reviewed the letter of July 10, 2007, from
Brian H. Duffany, Senior Police Officer, and recommended for approval by
Robert Stevenson, Police Chief, requesting an additional six (6) Family Illness
days above the eight (8) days permitted in Civil Service Commission Rules, the
Civil Service Commission does hereby approve the use of six (6) additional eight
(8) hour paid sick leave days, beyond the maximum eight (8) days allowed per
calendar year in Civil Service Rules 25.2(e).
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-171 RESOLVED, That having reviewed the letter of July 9, 2007, from
Brian K. Edwards, Engineering Assistant II, as approved for submission by
Robert Schron, City Engineer, requesting an unpaid leave of absence, the Civil
Service Commission does hereby approve Mr. Edwards' request for an unpaid
medical leave with the understanding that Mr. Edwards must exhaust all other
banks including vacation and personal business and the approval is for the
remaining time allotted under FMLA entitlement.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-172 RESOLVED, That having reviewed the letter of July 9, 2007, from
Brian K. Edwards, Engineering Assistant II, as approved for submission by
Robert Schron, City Engineer, requesting additional family illness days, the Civil
Service Commission does hereby approve the use of six (6) additional family
illness days, beyond the maximum eight (8) days allowed per calendar year, as
he earns them.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:53 p.m.
