CIVIL SERVICE COMMISSION
The 1240th Regular Meeting of the Civil Service Commission was held on Thursday,
September 20, 2007. The meeting was called to order at 5:34 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-186 RESOLVED, That the minutes of the 1239th Regular Meeting held
Wednesday, August 22, 2007, be approved as submitted.
The Commission received and fled the Temporary Report for August 2007.
The Commission received and fled the Non -Resident Report as of September 1, 2007.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-187 RESOLVED, That having reviewed the letter of July 24, 2007 from
Patricia Goonis, Librarian, as recommended for approval by Kathleen Monroe,
requesting an unpaid medical leave of absence, the Civil Service Commission
does hereby approve Ms. Goonis's request for an unpaid medical leave of
absence from October 15 through November 5, 2007, pursuant to Civil Service
Commission RULE 25, LEAVES, Section 25.5 Leave of Absence.
Upon a motion by Mr. Cani seconded by Ms. Mahoney and unanimously adopted, it was
07-188 RESOLVED, That having reviewed the letter of September 6, 2007,
from Elizabeth Stone, Tax Account Clerk, as approved for submission by Linda
Grimsby, Treasurer, requesting an extension of an unpaid medical leave of
absence, the Civil Service Commission does hereby approve an extension of
unpaid medical leave for another thirty (30) days or through October 6, 2007
based on the additional medical certification from Ms. Stone's personal
physician.

Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-189 RESOLVED, That having reviewed the letter of August 13, 2007,
from Karla Sadler, Clerk -Typist, as approved for submission by Karen
Kapchonick, Superintendent of Parks and Recreation, requesting to carry over
excess vacation hours, the Civil Service Commission does hereby approve Ms.
Sadler's request to carry over one -hundred eighty-six (186) excess vacation
hours into 2008;
AND BE IT FURTHER RESOLVED, That no request will be considered to carry
over excess vacation hours into 2009.
The Commission considered a request dated September 11, 2007, from Brian Johnson,
Equipment Operator III, as approved for submission by Patrick A. Hogan, Director of Public
Works, to convert time charged to vacation to sick leave. Mr. Tatigian inquired if the Civil
Service Commission had ever converted vacation hours used by an employee to personal
illness hours and Mr. Biga replied only when an employee became ill while on vacation. The
Commission Rules permit someone off on vacation and becomes ill, to reverse the charge to
vacation to personal illness.
Mr. Johnson's case has extraordinary circumstances due to an error in Accounting. Derrick
Washington, Personnel Analyst II, recommended Mr. Johnson extend his retirement date by
approximately three (3) weeks and he would have approximately 1.9 vacation days added to
his vacation bank. Mr. Johnson stated he did not wish to do that. Yvonne Lillibridge, Account
Clerk III, stated she made an error in giving Mr. Johnson numbers a couple of months ago and
she didn't feel Mr. Johnson should suffer because of it. Mr. Campau stated approving this
would set a terrible precedent. Ms. Lillibridge stated that employees usually pay close
attention to vacation payouts when they are at least a year ahead of their retirement date
because they carry over more than the maximum allowed. The Payroll Department tries to
alert employees if they are over the allowable amount of vacation for payout so that they take
the time and not forfeit it. Mr. Tatigian agreed that one way to solve the problem is for Mr.
Johnson to work the additional three (3) weeks, but Mr. Johnson is not willing to do that. Mr.
Washington informed the Commission that there have been individuals that have lost vacation
time and he sympathized with Mr. Johnson; however, if Mr. Johnson worked the additional
three (3) weeks, he would still retire under the same contract period. Ms. Mahoney thought
this was an agreeable solution.
Ken Grzembski, inquired if vacation time could be donated to Mr. Johnson. The Civil Service
Commission did not agree because it would set a bad precedent.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-190 RESOLVED, That having reviewed the letter of September 11,
2007, from Brian Johnson, Equipment Operator III as recommended for
submission by Patrick A. Hogan, Director of Public Works, requesting to convert
vacation hours used to personal illness hours, and having discussion with Brian
Johnson, Equipment Operator III; Yvonne Lillibridge, Account Clerk III; Robert F.

Biga, Human Resources Director and Derrick L. Washington, Personnel Analyst
11, the Civil Service Commission does hereby deny the request.
Derrick L. Washington, Personnel Analyst 11, stated he spoke with Patrick A. Hogan, Director of
Public Works, regarding the request for an extension of probation for William Marsh, Sewer
Maintenance Worker 11. He also tried to contact Bill Marsh this afternoon, but he was out sick.
Mr. Marsh was absent fourteen (14) days during his probationary period and by Rule, if a
person has a leave of ten (10) days or more, their probation is automatically extended. Mr.
Hogan wanted Mr. Wilson to address the Civil Service Commission regarding this but Mr.
Wilson was not available today. Ms. Mahoney clarified that circumstances were in place
where an employee could automatically have those fourteen (14) days added to his
probationary period, but now it would be fifteen (15) days due to Mr. Marsh being out today.
The Department requested the extension before those fourteen (14) days were up. The
Department requested an additional ninety (90) days and that would be up on December 4,
2007. Mr. Campau inquired if there was anyone else who could have come in to address the
Commission besides Mr. Wilson. Mr. Washington stated someone else could have come in to
speak on this issue, however, the Human Resources Director informed Mr. Hogan it was not
necessary to attend the meeting since it would not be acted upon.
By direction of the Chairperson, the request for an extension of probation for William Marsh,
Sewer Maintenance Worker 11, would be postponed until the October 17, 2007 Civil Service
Commission meeting.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-191 RESOLVED, That having reviewed the letter of September 13,
2007, from Sean P. Kavanagh, City Attorney, requesting a promotional
examination for Assistant City Attorney III and proposed qualifications and parts
of examination and weights, the Civil Service Commission does hereby approve
the following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who, at the time of
application are:
Employed in the Law Department; AND
Have regular status in the classification of Assistant City Attorney 11; AND
Have successfully completed at least five (5) years as a full-time Assistant
City Attorney 11 in the Department of Law of the City of Livonia.

07-192 RESOLVED, That having reviewed the letter of August 24, 2007,
from Patrick A. Hogan, Director of Public Workers, requesting a promotional
examination for City Engineer (Utilities & Engineering) and proposed
qualifications and parts of examination and weights, the Civil Service
Commission does hereby approve the following qualifications and parts of
examination and weights:
QUALIFICATIONS
This examination is open only to employees of the Department of Public Works who, by the
closing dale of this announcement:
Have regular status in the classification of Public Utility Manager; and
Have at least ten (10) years experience in the classification of Public Utility
Manager; and
Are a registered professional engineer in the State of Michigan.
PARTS OF EXAMINATION AND WEIGHTS
Interview -60% Departmental Rating -40%'
In the event there is only one qualified applicant for the position, the parts of examination and
weights will be 100% Departmental Rating.

from Patrick A. Hogan, Director of Public Work, requesting a promotional
examination for Superintendent of Public Service (Municipal Services) and
proposed qualifications and parts of examination and weights, the Civil Service
Commission does hereby approve the following qualifications and parts of
examination and weights:
QUALIFICATIONS
This examination is open only to employees of the Department of Public Works who, by the
closing date of this announcement,
Have regular status in the classification of Assistant Superintendent of Public
Service; and
Have a minimum of ten (10) years experience as an Assistant Superintendent of
Public Service.

examination for Superintendent of Public Service (Operations) and proposed
qualifications and parts of examination and weights, the Civil Service
Commission does hereby approve the following qualifications and parts of
examination and weights:
QUALIFICATIONS
This examination is open only to employees of the Department of Public Works who, by the
closing dale of this announcement:
Have regular status as Assistant Superintendent of Public Service; and
Have a minimum of five (5) years as an Assistant Superintendent of Public
Service; and
Have a minimum of five (5) years experience as a Supervisor in the Public
Service Division.

07-195 RESOLVED, That having reviewed the letter of September 5, 2007,
from Patrick A. Hogan, Director of Public Works, requesting a promotional
examination for Park Maintenance Worker I and proposed qualifications and
parts of examination and weights, the Civil Service Commission does hereby
approve the following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement, are:
Employed in the Department of Public Works; and
Have regular status in a permanent classification; and
Have a minimum of one (1) year of experience in Park Maintenance; and

Must have or be eligible for a valid Industrial Truck Driving Permit for the
operation of a forklift; and
Must have or be eligible for a commercial pesticide applicators license.
PARTS OF EXAMINATION AND WEIGHTS
Written Test — 80% Departmental Rating — 20
Candidates must pass the Written Test in order to be placed on the eligible list. Pursuant to
AFSCME Local 192 contract, PROMOTIONS, 20.1g. in competitive examinations, which
include departmental ratings, the departmental rating from 0 to 100 will count as 20% of the
examination, but a score of under 70 will not disqualify the candidate from continuing the
process.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-196 RESOLVED, That having reviewed the letter of September
10, 2007, from Karen Srymula, Director of Legislative Affairs, requesting an
extension of the employment of a temporary Clerk -Typist, the Civil Service
Commission does hereby approve the request for a six (6) month extension until
March 20, 2007.
The Commission received and fled the expiring eligible list report for October 2007.
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-197 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Assistant City Clerk (901 o.c.).
Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was
07-198 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Police Captain (1255 p.).
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-199 RESOLVED, That the Civil Service Commission does hereby
approve the eligible list for Police Service Aide (897 o.c.).
The Commission received and fled the following:
a. Council Resolution from the August 13, 2007 meeting, with minutes to be
approved August 29, 2007.
b. At6nnative Action Report for August 2007.
C. Current Open -Competitive and Promotional Eligible Lists as of September 1,
2007.

d. Removal from a current eligible list for the month of August 2007.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
07-200 RESOLVED, That having reviewed the letter of
September 13, 2007, from Thomas Bak, Building Inspector, as approved for
submission by Alex Bishop, Director of Inspection, requesting additional Family
Illness days, the Civil Service Commission does hereby approve the use of three
(3) additional family illness days, beyond the maximum eight (8) days allowed per
calendar year allowed by Civil Service Commission Rules.
Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was
RESOLVED, That the meeting be adjourned at 5:59 p.m.
