Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-223 RESOLVED, That the minutes of the 1241" Regular Meeting held Wednesday, October 14, 2007, be approved as submitted. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-224 RESOLVED, That having reviewed the letter of October 24, 2007, from James Hirst, Equipment Operator III, recommended for approval by Patrick A. Hogan, Director of Public Works, requesting carry over of vacation days based on a projected retirement date of September 29, 2010, the Civil Service Commission does hereby confirm the Human Resources Directors approval to carry over excess vacation days; AND BE IT FURTHER RESOLVED, that the maximum number of days is 57 as established in accordance with Civil Service Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f); AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days in the three (3) years immediately prior to retirement. 07-225 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the Park Maintenance Worker 1 (1261 p.) eligible list. 07-226 RESOLVED, that the Civil Service Commission does hereby confirm the administrative approval of the Program Supervisor (1263 p.) eligible list. 07-227 RESOLVED, That having reviewed the expiring eligible lists for December 2007 — Civil Engineer (881 o.c.) and Clerk 1 (883 o.c.), the Civil Page 1242" Regular Meeting November 14, 2007 Service Commission does hereby confirm the administrative approval to extend the eligible list for Civil Engineer 1 (881 o.c.) for six (6) months ending June 15, 2008, and extend the eligible list for Clerk 1 (883 oc.) for six (6) months ending March 21, 2008. The Commission received and fled the report of active Open -Competitive and Promotional eligible lists as of October 1, 2007. The Commission received and fled the Removal of Names from Current Eligible List report for the month of October 2007. The Commission received and fled the Temporary Report for October 2007. The Commission received and fled the Non -Resident Report as of November 1, 2007. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-228 RESOLVED, That having reviewed the letter of October 16, 2007, from Marcia Reiser, Program Supervisor, recommended for approval by Patrick A. Hogan, Director of Public Works, requesting an extension of the three-year limit for excess vacation accrual for retirement purposes, based on a new projected retirement date of November 30, 2010, the Civil Service Commission does hereby approve Ms. Reiser's request to carry over excess vacation days; AND BE IT FURTHER RESOLVED, that the maximum number of days is 57 as established in Civil Service Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f); AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days in the three (3) years immediately prior to retirement. Leonard, Program Supervisor, as approved for submission by Michael T. Slater, Director of Finance, requesting additional family illness days, the Civil Service Commission does hereby approve the use of six (6) additional eight (8) hour paid family illness days, beyond the maximum eight (8) days allowed per calendar year in Civil Service Rule 25.2(e). Page 1242" Regular Meering November 14, 2007 Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-230 RESOLVED, That having reviewed the departmental correspondence of October 23, 2007, from Roger Sutliff, Fire Captain, recommended for approval by Shadd A. Whitehead, Fire Chief, requesting additional family illness days, the Civil Service Commission does hereby approve the use of three (3) additional twenty-four (24) hour family illness days, beyond the maximum four (4) allowed per calendar year in Civil Service Rule 25.2(e). Robert F. Biga, Human Resources Director, presented a memorandum of November 9, 2007 regarding physical examination protocols, explaining for the information of the Commissioners. He met with representatives from Providence to review what is included in the City's pre- employment physical examination requirements for various classifications. It was discovered that some of the tests Providence conducted were not necessary and adjustments have been made in the kinds of tests we are requesting for the pre-employment physicals. Mr. Biga gave some examples of savings to the City as a results of the adjustments; the cost of the Fire examination was reduced by $38; the Police exam was reduced by $33; the exams for permanent employees was reduced by $54.50 and Laborer and Custodian exam costs were reduced by $92. The Commission received and fled the memorandum of November 9, 2007, from Robert F. Biga, Human Resources Director, regarding physical examination protocols. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-231 RESOLVED, That having reviewed the letter of October 19, 2007, from Daniel T. Putman, Information Systems Director and Michael T. Slater, Finance Director, requesting an open -competitive examination for Computer Administrator I, and memorandum of November 8, 2007, from Derrick L. Washington, proposing qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, an applicant must: 1. Be a citizen of the United States or resident alien with the right to work in the United States; and 2. Have completed at least an Associate Degree in a computer related field; and 3. Have one (1) year full-time paid work experience within the past five (5) years in supporting computer users by phone; and 4. Have knowledge; of computer hardware support, computer application software support, Windows XP and Microsoft Office. Page 1242" Regular Meering November 14, 2007 PARTS OF EXAMINATION AND WEIGHTS Performance Test -50% Interview -50% The fifteen (15) applicants with the highest passing score on the performance test will be invited to the interview. Candidates must pass the interview in order to be placed on the eligible list. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 07-232 RESOLVED, That having reviewed the letter of October 26, 2007, from John Jandasek, Deputy Police Chief, requesting a promotional examination for Police Officer II, and memorandum of November 5, 2007, from Derrick L. Washington, Personnel Analyst II, proposing qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia, who by the closing date of the announcement: 1. Are employed in the classification of Police Service Aide and will have six (6) months experience by the beginning of the next Police Academy; and 2. Have completed the requirements for an Associate Degree program in Criminal Justice or will be eligible to obtain an Associate Degree in Criminal Justice after completion of the Police Academy; or possess a Bachelors Degree in any field of study; and 3. Possess and maintain a valid vehicle operator's license and have an acceptable driving record; and 4. Able to pass a physical examination by the City Physician to determine that they are free from any physical defects, chronic diseases, organic diseases, organic or functional conditions, or mental and emotional instabilities which may tend to impair the efficient performance of duties or which might endanger the lives of others or the individual employee; and Upon certification to the Police Officer II classification, candidate must: Have attained age of twenty-one (21); and Have successfully passed an MCOLES approved Police Academy. PARTS OF EXAMINATION AND WEIGHTS Departmental Rating -60% Orel Interview -40%' Pages 1242"° Regular Meeting Novarber 14, 2007 'In the event the number of qualified applicants is the same or less than the number of vacancies, the Parts of Examination and Weights will adjust to 100% Departmental Rating. Candidates must pass the Department Rating and the Oral Interview to be placed on the eligible list. Candidates on the eligible list must take and pass within 180 days prior to the start of the Academy, the Michigan Commission in Law Enforcement Standards (MCOLES) approved Physical Skills and Physician's Medical examinations and possess a valid MCOLES reading/writing test to qualify for the police academy. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-233 RESOLVED, That having reviewed the letter of November 2, 2007, from Brian Wilson, Superintendent of Public Service and Patrick A. Hogan, Director of Public Works, requesting a promotional examination for Sewer Maintenance Worker I, and memorandum from Derrick L. Washington, Personnel Analyst II, proposing qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open only to employees of the City of Livonia who, by the closing date of this announcement, are: Employed in the Public Service Division of the Department of Public Works; and Have regular status in a permanent classification; and Eligible for either a Temporary Instruction Permit (TIP) for, or have a valid Group "A" or "B" Commercial Drivers License with Air Brake, "N" endorsement, and must have or be eligible for, a valid Industrial Truck Driving Permit for operation of a forklift. An employee in this classification is subject to all requirements of the Federal Omnibus Transportation Employee Testing Act of 1991, as amended. PARTS OF EXAMINATION AND WEIGHTS Written Test - 80% Departmental Rating - 20% Candidates must pass the Written Examination in order to be placed on the eligible list. Pursuant to AFSCME Local 192, Promotions 20.B. in competitive examinations which include Departmental Ratings, the Departmental Rating will count 20% of the examination score, but a score under 70 will not disqualify the candidate from continuing in the process. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-234 RESOLVED, That having reviewed the letter of November 2, 2007, from Brian Wilson, Superintendent of Public Service and Patrick A. Hogan, Director of Public Works, requesting a promotional examination for Water Operations Mechanic I, and memorandum from Derrick L. Washington, Page 1242" Regular Meeting Novarber 14, 2007 Personnel Analyst II, proposing qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open to employees of the City of Livonia, who, by the closing date of this announcement, are: Employed in the Public Service Division of the Department of Public Works; and Have regular status in a permanent classification; and Be eligible for either a Temporary Instruction Permit (TIP) for, or a valid Group "A" or "B" Industrial Truck Commercial Driver's License with Air Brake, and must have or be eligible for, a valid Industrial Truck Driving Permit for operation of a forklift. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-235 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the passing point of 70 or 70% of the maximum mw score of 100 in the written test for Park Maintenance Worker 1 (1261 p.). 07-236 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the City Engineer (1258 p.) eligible list. Pagel 1242" Regular Meeting November 14, 2007 Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 07-237 RESOLVED, That having reviewed the letter of November 13, 2007, from Linda Grimsby, Treasurer, requesting a promotional examination for Teller I, and memorandum of November 14, 2007, from Derrick L. Washington, Personnel Analyst II proposing qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS This examination is open to employees of the City of Livonia, who, by the closing date of this announcement, are: Employed in the Treasurer's Office; and Have regular status as a Tax Clerk I. PARTS OF EXAMINATION AND WEIGHTS Interview -80% Departmental Rating -20% 'In the event there is only one qualified applicant for this position, the Parts of Examination and Weights will be 100% Departmental Rating. Washington, Personnel Analyst II, proposing qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS The examination is open only to employees of the City of Livonia who, by the closing date of the announcement, are: Employed in the Treasurer's Office; and Have regular status as a Teller I or Teller II. PARTS OF EXAMINATION AND WEIGHTS Interview -80% Departmental Rating -20%` 'In the event there is only one qualified applicant for this position, the Parts of Examination and Weights will be 100% Departmental Rating. Washington, Personnel Analyst II, proposing qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of this announcement, applicants must: Be a citizen of the United States, or a resident alien with the right to work in the United States; and Have a high school diploma or valid equivalency certificate; and Have six (6) months paid full-time work experience within the last three (3) years in property tax systems; and/or bank teller experience; and or accounting/bookkeeping experience; and Have the ability to work with the public and associates. Municipal Tax Accounting experience including knowledge of State Proposal A property tax laws and knowledge of Microsoft applications preferred. NOTE: Candidates are required to submit ORIGINAL HIGH SCHOOL DIPLOMA OR GED CERTIFICATE AND/OR ORIGINAL DEGREE OR OFFICIAL TRANSCRIPTS at the time of Interview. PARTS OF EXAMINATION AND WEIGHTS Written Test — 50% Interview — 50% Background Investigation — Pass/Fail A minimum of the fifteen (15) qualified applicants who have the highest passing score on the Written Test will be invited to the Interview part of examination. Candidates must pass the Written and Interview parts of examination and a passifail Background Investigation in order to be placed on the eligible list.
