CIVIL SERVICE COMMISSION
The 1251r Regular Meeting of the Civil Service Commission was held on Thursday, August
21, 2008. The meeting was called to order at 6:03 p.m.

Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-159 RESOLVED, That the minutes of the 1250th Regular Meeting held
Wednesday, July 16, 2008, be approved as submitted.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-160 RESOLVED, That having reviewed the letter of July 24, 2008, from
Dan West, Service Representative and recommended for approval by Patrick A.
Hogan, Director of Public Works, requesting an unpaid medical leave of absence,
the Civil Service Commission does hereby confirm the administrative approval of
Mr. West's request for an unpaid medical leave of absence from July 24, 2008,
for a period of ninety (90) days, pursuant to RULE 25, LEAVES, Section 25.5.
Leaves of Absence, and subject to Mr. West providing additional medical
certification from his personal physician.
08-161 RESOLVED, That having reviewed the letter of July 17, 2008, from
Edward Giedrojc, Custodian, and recommended for approval by Patrick A.
Hogan, Director of Public Works, requesting an unpaid medical leave of absence,
the Civil Service Commission does hereby confirm the administrative approval of
Mr. Giedrojc's request for an unpaid medical leave of absence from July 17,
2008, for a period of ninety (90) days, pursuant to RULE 25, LEAVES, Section
25.5. Leaves of Absence, and subject to Mr. Giedrojc providing additional
medical certification from his personal physician.
08-162 RESOLVED, That having reviewed the letter of July 25, 2008, from
Thomas Bak, Building Inspector, and approved for submission by Alex Bishop,
Director of Inspection, requesting additional family illness days, the Civil Service
Commission does hereby confirm the administrative approval of Mr. Bok's
request to charge six (6) additional family illness days to his sick leave bank.

08-163 RESOLVED, That having reviewed the letter of July 24, 2008, from
John Kalil, Senior Police Officer, and approved for submission by Robert
Stevenson, Police Chief, requesting additional family illness days, the Civil
Service Commission does hereby confirm the administrative approval of Mr.
Kalil's request to charge six (6) additional family illness days to his sick leave
bank.
08-164 RESOLVED, That having reviewed the letter of July 28, 2008, from
Evelyn Tmckly, Clerk -Typist II (RPT), and approved for submission by Kathleen
Monroe, City Librarian, requesting additional family illness days and an unpaid
medical leave of absence, the Civil Service Commission does hereby confirm the
administrative approval of Ms. Tmckly's request to charge six (6) four (4) hour
additional family illness days to her sick leave and her request for an unpaid
medical leave of absence from September 8, 2008, for a period of ninety (90)
days, pursuant to RULE 25, LEAVES, Section 25.5 Leaves of Absence.
08-165 RESOLVED, That having reviewed the letter of July 28, 2008, from
Karen Tesner, Director of Legislative Affairs, requesting an extension of a leave
of absence from the classified service, the Civil Service Commission does hereby
confirm the administrative approval of the extension of a one (1) year leave of
absence beginning September 30, 2008.
08-166 RESOLVED, That having reviewed the military leave orders for
Ruth Love, Clerk -Typist 11, the Civil Service Commission does hereby confirm the
administrative approval of the military leave of absence from August 2, 2008
through August 15, 2008.
08-167 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 60% or 60 out of the
maximum score of 100 on the EMPCO written test for Equipment Operator 1
(1282 p.).
08-168 RESOLVED, That the Civil Service Commission does hereby
confirm the administrative approval of the passing point of 70% or 70 out of the
maximum score of 100 on the EMPCO written test for Sign Foreman (1283 p.).
The Commission received and fled the Removal of Names from Active Eligible List Report for
the month of August 2008 and confirms the following removals for the reasons indicated in the
Report:

The Commission received and fled the following:
a. Status of Temporary Employees Report for July 2008.
b. Non -Resident Report as of August 1, 2008.
C. Expiring eligible list report for September 2008.
d. The report of active Open -Competitive and Promotional eligible lists as of
August 1, 2008.
e. Affirmative Action Report for July 2008.
f. Council Resolutions #317-08, #330-08 and #331-08 from the meeting of
July 21, 2008, with minutes to be approved August 13, 2008:
(1) #317-08, approving the agreement for salary and benefit
adjustments for the Livonia Police Officers Association (LPDA) for
the period of December 1, 2006 through November 30, 2010.
(2) #330-08, referring to the Administration for its report and
recommendation regarding the status of the deferred compensation
providers including a process for possibly opening up competition to
other providers.

(3) #331-08, referring to the Committee of the Whole for its report and
recommendation regarding the status of the deferred compensation
providers.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-169 RESOLVED, That having reviewed the letter of July 17, 2008 from
Curtis Caid, Deputy Police Chief, requesting an extension of the probationary
period for John Moore, Police Officer 11, due to a military leave of absence, the
Civil Service Commission does hereby approve the request to extend Mr.
Moore's probationary period for one -hundred and thirty-two (132) days.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-170 RESOLVED, That having reviewed the letter of July 21, 2008, from
Richard G. Sprader, Parks Foreman, as recommended for approval by Patrick A.
Hogan, Director of Public Works, requesting permission to carry over vacation
days in excess of the maximum based on a new projected retirement date of July
21, 2011, the Civil Service Commission does hereby approve Mr. Spraders
request to carry over excess vacation days up to a maximum payout of fifty-nine
(59) days as provided by AFSCME Union Local 1917 contract dated
December 1, 2007 through November 30, 2010.
Robert Biga, Human Resources Director, explained that Richard McClusky, Construction
Worker 11, requested he be granted status as a Park Maintenance Worker I based on the
eighty-five (85) days he was temporarily assigned to the position, or he be allowed to work the
five (5) additional days needed to fulfill the requirements of the AFSCME 192 Contract in order
to gain status.
Ms. Mahoney made a motion to allow Mr. McClusky to work the additional five (5) days but the
motion was not immediately supported due to continuing discussion.
Mr. Washington confirmed that if given the opportunity to work the additional five (5) days in
the Park Maintenance Worker I position, Mr. McClusky's time would be bridged to the 85 days.
Brian Wilson, Superintendent of Public Service informed the Commission that Mr. McClusky
had already returned to his regular position and his temporary assignment in the Park
Maintenance Worker I position had ended and he would not be working the additional days to
achieve the status.
Charles Locke, President, AFSCME Union Local 192, said if the agreement is that the 85 days
are held in limbo until such an opportunity arose in the future, in which case Mr. McClusky
would only have to work the additional five (5) days rather than the 90 days, then that was
agreeable.
Steve Schoonover, Vice -President, AFSCME Union Local 192, inquired about the timeframe in
which Mr. McClusky would be allowed to work the additional five (5) days. Mr. Campau
thought there was no time limit on it. However, Mr. Biga indicated that Mr. McClusky would

have to work the five (5) days some time during the life of the eligible list. Mr. Wilson
responded that if Mr. McClusky worked the five (5) days before the list expired, they would
process a third probationary reportand he would be eligible to gain status at that time.
Derrick Washington, Personnel Analyst II, indicated that Management suggested that Mr.
McClusky be granted the status as Park Maintenance Worker I based on the eighty-five (85)
days he already worked. Mr. Campau stated that would set a terrible precedent. Charles
Locke, President, AFSCME Union Local 192 stated the Union doesn't support that.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-171 RESOLVED, That having reviewed the letter of July 28, 2008, from
Richard McClusky, Construction Worker II, requesting an exception to the time
required to gain status in the classification of Park Maintenance Worker I, based
on the eighty-five (85) days he was temporarily assigned in the position, the Civil
Service Commission does hereby affirm the requirement that an employee must
work at least ninety (90) days during the effective dates of the eligible list and
that Mr. McClusky must work at least five (5) more days as a Park Maintenance
Worker I and receive a satisfactory performance evaluation, in order to gain
status in the classification of Park Maintenance Worker I.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-172 RESOLVED, That having reviewed the letter of August 14, 2008,
from William Ivanac, Park Maintenance Worker II, requesting to use 2009
vacation time, the Civil Service Commission does hereby grant Mr. Ivanacs
request to use eighty (80) hours of 2009 vacation time, due to extraordinary
circumstances.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-173 RESOLVED, That having reviewed the letter of August 1, 2008,
from Curtis Caid, Deputy Police Chief, requesting a promotional examination for
Police Officer and proposed qualifications and parts of examination and weights,
the Civil Service Commission does hereby approve the following qualifications
and parts of examination and weights:
QUALIFICATIONS
Applications will be accepted only from employees of the City of Livonia who, by the closing
date of this announcement:
Are employed in the classification of Police Service Aide and will have six
(6) months experience by the beginning of the next Police Academy; and
Are at least twenty-one (21) years of age; and
Have been awarded an Associates Degree in Law Enforcement or Police
Administration or a Bachelor Degree in any non Criminal Justice discipline;
and

4. Possess and maintain a valid vehicle operator's license and have an
acceptable driving record; and
5. Are one of the following:
(a) A certified Michigan Police Officer; or
(b) Certifiable as a Police Officer in the State of Michigan, subject to
verification by The Michigan Commission on Law Enforcement
Standards (MCOLES); or
(c) Be currently enrolled in an MCOLES approved training academy
and certifiable by the promotion date; and
6. Able to pass a physical examination by the City Physician to determine that
they are free from any physical defects, chronic diseases, organic
diseases, organic or functional conditions, or mental and emotional
instabilities which may tend to impair the efficient performance of duties or
which might endanger the lives of others or the individual employee; and
7. Have passed an MCOLES physical agility test within twelve (12) months of
date of promotion; and
8. Have met all other standards as required by MCOLES Rules 28.14203
through 28.14207 of the Michigan Administrative Code of 1979, as
amended for certification as a Police Officer.
PARTS OF EXAMINATION AND WEIGHTS
Departmental Rating -60% Oral Interview -40%`
In the event the number of qualified applicants is the same or less than the number of
vacancies, the Parts of Examination and Weights will adjust to 100% Departmental Rating.
Candidates must pass the Department Rating and the Oral Interview to be placed on the
eligible list. Candidates on the eligible list must possess a valid reading/writing test and take
and pass the following Michigan Commission in Law Enforcement Standards (MCOLES)
approved examinations to qualify for the Police Academy; the Physical Skills and the
Physician's Medical, within 180 days prior to the start of the Academy.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-174 RESOLVED, That having reviewed the letter of August 1, 2008,
from Brian Wilson, Assistant Superintendent of Public Service, and Patrick A.
Hogan, Director of Public Works, requesting a promotional examination for
Service Representative (Sewer) and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:
QUALIFICATIONS
This examination is open only to employees of the City of Livonia who, by the closing date of
this announcement:
Are employed in the Public Service Division of the Department of Public
Works; and

2. Have regular status in the classification of Sewer Maintenance Worker I or
Sewer Maintenance Worker 11; and
3. Have at least two (2) years of full-time paid experience as a Sewer
Maintenance Worker, and
4. Must be eligible for and maintain either a Temporary Instruction Permit (TIP)
for, or have a valid Group "A" or "B" Commercial Drivers License with Air
Brake. An employee in this classification is subject to all requirements of the
Federal Omnibus Transportation Employee Testing Act of 1991, as amended,
and;
5. Must have or be eligible for and maintain an Industrial Truck Driving Permit
for operation of a forklift.
PARTS OF EXAMINATION AND WEIGHTS
Written Test -80% Departmental Rating —20%*
'In the event there is only one qualified applicant for this position, the Parts of Examination and
Weights will be 100% Departmental Rating.
Candidates must pass the Written Test and Departmental Rating in order to be placed on the
eligible list. Pursuant to AFSCME Union Local 192, Promotions 20.13. in competitive
examinations which include Departmental Ratings, the Departmental Rating from 0 to 100 will
count as 20% of the examination, but a score under 70 will not disqualify the candidate from
continuing in the process.
The Commission received a letter on August 19, 2008, notifying them that AFSCME Union
Local 192 Grievance #08-10 was settled with DPS administration and therefore, was being
withdrawn from the agenda.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-175 RESOLVED, That having reviewed the letter of August 12, 2008,
from Earl Fesler, Senior Fire Inspector, as approved for submission by Shadd A.
Whitehead, Fire Chief, requesting permission to carry over vacation days in
excess of the maximum based on a new projected retirement date of
September 2, 2011, the Civil Service Commission does hereby approve Mr.
Feslers request to carry over excess vacation days up to a maximum payout of
sixty-eight (68) days as provided in the City of Livonia's agreement with the
Livonia Fire Fighters Union (LFFU).
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
08-176 RESOLVED, That having reviewed the letter of August 7, 2008,
from Alex Bishop, Director of Inspection, requesting a promotional examination
for Assistant Director of Inspection and proposed qualifications and parts of
examination and weights, the Civil Service Commission does hereby approve the
following qualifications and parts of examination and weights:

QUALIFICATIONS
This examination is open only to employees of the City of Livonia, who by the closing date of
this examination:
Are employed in the Inspection Department;
Have a minimum of two (2) years experience in the classification of
Building Inspector;
Are in the classification of Senior Building Inspector, and
Have State of Michigan certification for Building Inspector and Plan
Examiner, certification from the State of Michigan in additional inspector
disciplines is a plus;
Possess and maintain a valid State of Michigan driver's license with a
good record.
PARTS OF EXAMINATION AND WEIGHTS
40% -Interview 60%- Departmental Rating'
'NOTE: In the event there is only one (1) qualified applicant, the parts of examination and
weights will be 100% Departmental Rating.
Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was
08-177 RESOLVED, That having reviewed the letter of August 21, 2008,
from Shadd A. Whitehead, Fire Chief, requesting an extension of the
probationary period for Daniel Lee, Fire Inspector, due to a medical leave of
absence, the Civil Service Commission does hereby approve the request to
extend Mr. Lee's probationary period for one -hundred and seventeen (117) days.
The Commission granted the Human Resources Director Administrative Authority with regard
to approval of extensions of probation, since the Civil Service Commission Rules provide for
automatic extensions of probationary periods during leaves of absence.
Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was
