HomeMy WebLinkAbout94th Special Meeting951h SPECIAL MEETING OF THE CIVIL SERVICE COMMISSION The 95^ Special Meeting of the Civil Service Commission was held on Thursday, February 28, 2008. The meeting was called to order at 4:00 p.m. Members Present: Harry C. Tatigian, Chairperson Charlotte S. Mahoney, Commissioner Members Absent: Ron E. Campau, Commissioner Also Present: Yvonne Lillibridge, President, AFSCME Robert F. Biga, Human Resources Director Union Local 192 Derrick L. Washington, Personnel Analyst II The Chairperson stepped down to second the following motions: Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 08- RESOLVED, That having reviewed the request for approval of the contract between the City of Livonia and AFSCME Union Local 1917, the Civil Service Commission does hereby approve the contract between the City of Livonia and AFSCME Union Local 1917 for the period December 1, 2004 through November 30, 2007, to be submitted to City Council for their review and approval. The Commission tabled the request for a promotional examination for Water Foreman until the next regular meeting of November 8, 2006. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and adopted, it was 06-177 RESOLVED, That having reviewed the memorandum of October 25, 2006, from Robert F. Biga, Human Resources Director, requesting an open - competitive examination for Clerk -Typist I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, an applicant must: 1. Be a citizen of the United States or resident alien with the right to work in the United Slates; and 2. Have a high school diploma or a valid equivalency certificate; and 3. Have a minimum of one (1) year of full-time paid work experience as a Clerk -Typist or in a similar classification which involved typing as a requirement. (Part-time experience may not be substituted for full-time experience required.) 4. Be able to type 45 words per minute without error. Page 2 94th Streoal Meeting October 31, 2006 PARTS OF EXAMINATION AND WEIGHTS Performance -30% Written Test -30% Interview -40% 'A minimum of thirty (30) applicants who score highest on the Performance and Written test will be invited to the Interview part of the examination. The required minimum typing speed is 45 words per minute without error. Applicants must pass the Written, Typing Performance test and Interview in order to be placed on the eligible list. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-178 RESOLVED, That having reviewed the memorandum from Demick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination for Librarian I and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: 1. Be a citizen of the United States, or a resident alien with the right to work in the United States; and 2. Possess a Masters Degree in Library Science from an American Library Association accredited university. PARTS OF EXAMINATION AND WEIGHTS 100% Interview In the event the number of qualified applicants exceeds fifteen (15), an evaluation will be made and the fifteen (15) applicants with the most appropriate and responsible combination of experience and training will be invited to the interview. Candidates must pass the interview in order to be placed on the eligible list. Upon a motion by Mr. Cant seconded by Ms. Mahoney and unanimously adopted, it was 06-179 RESOLVED, That having reviewed the memorandum from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination for Library Aide I and proposed qualifications and parts of examination and weights, the Civil Page 3 94th Speoal Meeting October 31, 2006 Service Commission does hereby approve the following parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: Be a citizen of the United States, or a resident alien with the right to work in the United States; and Possess a high school diploma or its equivalent; Have completed at least two (2) years (60 credit hours) at an accredited college or university; and Have experience in the use of computers or word processing equipment. PARTS OF EXAMINATION AND WEIGHTS Written Test -50% Interview -50% A minimum of the lop twenty (20) candidates with the highest score on the written test will be invited to the interview portion of the examination. Candidates must pass the written test and the interview in order to be placed on the eligible list. Upon a motion by Ms. Mahoney, seconded by Mr. Campau and unanimously adopted, it was 06-180 RESOLVED, That having reviewed the memorandum from Derrick L. Washington, Personnel Analyst II, to Robert F. Biga, Human Resources Director, requesting an open -competitive examination for Program Supervisor — Office Manager, and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following parts of examination and weights: QUALIFICATIONS Be a citizen of the United States or resident alien with the right to work in the United Slates; and Have a high school diploma or a valid equivalency certificate; and Have either: a) A minimum of five (5) years full-time, paid clerical work with experience in supervision with a two-year Associates Degree; OR b) A minimum of seven (7) years full-time paid clerical work with experience in supervision. Experience using Microsoft Office database experience and Excel preferred; and Have the ability to work in a confidential environment; and Have the ability to take minutes using shorthand or electronic device. NOTE: Candidates are required to submit original High School Diploma or GED Certificate and/or College Degree or official transcripts at the time of interview. Page 4 94th Special Meeting October 31, 2006 PARTS OF EXAMINATION AND WEIGHTS Written Test - 25% Performance Test - 25% Interview -50% A minimum of the fifteen (15) qualified applicants who have the highest passing combined score on the written and performance tests will be invited to the interview part of examination. Applicants must pass the written, performance and interview parts of examination in order to be placed on the eligible list. Upon a motion by Mr. Campau, seconded by Ms. Mahoney and unanimously adopted, it was 06-181 RESOLVED, That the Civil Service Commission does hereby approve the eligible list for Greenskeeper II (1235 p.).
