The meeting was called to order at 5:31 p.m. Members Present: Also Present: Charles Locke, President, AFSCME Union Local 192 Brian Wilson, Superintendent of Public Service Ronald Campau, Chairperson Charlotte S. Washington, Personnel Analyst II Gretchen Guisbert, Secretary III Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 09-01 RESOLVED, That the minutes of the 1255th Regular Meeting held Wednesday, December 10, 2008, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 09-02 RESOLVED, That the minutes of the 98th Special Meeting held Monday, December 22, 2008, be approved as submitted. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 09-03 RESOLVED, That having reviewed the letter of December 22, 2008, from Randy Abrahamson, Senior Building Inspector, and approved for submission by Alex Bishop, Director of Inspection, requesting approval to use six (6) additional sick leave days for family illness, the Civil Service Commission does hereby confirm the administrative approval of Mr. Abrahamson's request for six (6) additional sick leave days for family illness, provided these days are utilized prior to June 30, 2009. 09-04 RESOLVED, That having reviewed the letter of January 8, 2009, from Karen Wyman, Clerk -Typist II, and approved for submission by Robert Stevenson, Police Chief, requesting approval to use six (6) additional sick leave days for family illness, the Civil Service Commission does hereby confirm the administrative approval of Ms. Wyman's request for six (6) additional sick leave days for family illness. 09-05 RESOLVED, That having reviewed the Departmental Correspondence of December 29, 2008, from Enomwoyi Franklin, Secretary II, and approved for submission by Robert Stevenson, Police Chief, requesting an unpaid medical leave of absence, the Civil Service Commission does hereby confirm the administrative approval of Ms. Franklin's request for an unpaid medical absence beginning on or about February 26, 2009, for approximately six (6) weeks. Page 1256' Regular Meering January 21,2009 09-06 RESOLVED, That having reviewed the letter of December 16, 2008, from Alex Bishop, Director of Inspection, as approved for submission by Jack Kirksey, Mayor, requesting carry over of vacation days based on a projected retirement date of December 31, 2011, the Civil Service Commission does hereby confirm the administrative approval to carry over excess vacation days; AND BE IT FURTHER RESOLVED, that the maximum number of days is fifty- seven (57) as established in accordance with Civil Service Commission Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f), AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days annually in the three (3) years immediately prior to retirement. 09-07 RESOLVED, That having reviewed the letter of November 26, 2008, from James Brophy, Fire Captain, as approved for submission by Shadd A. Whitehead, Fire Chief, requesting carry over of vacation days based on a projected retirement date of November 26, 2011, the Civil Service Commission does hereby confirm the administrative approval to carry over excess vacation days; AND BE IT FURTHER RESOLVED, that the maximum number of days is thirty- one (31) as established in accordance with Civil Service Commission Rule 25, LEAVES, Section 25.1 Annual Leave (Vacation), paragraph (f), AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days annually in the three (3) years immediately prior to retirement. 09-08 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the passing point of 66% or 66 out of the maximum score of 100 on the written test for Building Mechanic IV - Plumbing (919 o.c.). 09-09 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the passing point of 70% or 70 out of the maximum score of 100 on the written test for Sign Maintenance Worker 1 (1287 p.). 09-10 RESOLVED, That the Civil Service Commission does hereby confirm the administrative approval of the eligible list for Sign Maintenance Worker 1 (1287 p.). Page 1250' Regular Meeting January 21,2009 The Commission received and filed the following: Status of Temporary Employees Report for December 2008. Non -Resident Report as of January 1, 2009. Current Open -Competitive and Promotional Eligible Lists as of January 1, 2009. Affirmative Action Report for December 2008. Expiring eligible lists for the month of February 2009 — Chief Accountant (902 o.c.) and Water Meter Repairer 1 (1254 p.). Removal of names from active eligible list report for the month of January 2009 — No changes. Council Resolution #537-08, Referring the status of the deferred compensation providers to the Mayor for his report and recommendation and after consideration of the Committee of the Whole, authorization of the Director of Human Resources to obtain proposals for expanding the field of deferred compensation providers, for submission to City Council for its consideration. Memorandum of January 13, 2009, from Robert F. Biga, Human Resources Director, to all City Employees regarding the Premium Only Plan. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 09-11 RESOLVED, That having reviewed the letter of January 8, 2009, from Alex Bishop, Director of Inspection, requesting an open -competitive examination for Heating Inspector and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of application, applicants must: Be a citizen of the United States or resident alien with the right to work in the United Slates; and Possess a high school diploma or equivalency certificate; and Have four (4) years experience in either the work classification of heating ventilation air-conditioning (HVAC) or hydronic heating and process piping or a combination of experience in both classifications defined in 1984 P.A. 192, M.C.L. 338.971 ET.SEQ. and known as the Forbes Mechanical Contractors Act. Two (2) of the four (4) years of experience shall have been at the Journey level or at a higher level. Possess and maintain a valid State of Michigan driver's license with an acceptable driving record. Preference may be given to applicants with dual registration as either mechanical/electrical, mechanical/plumbing or mechanical/building inspector. Page 1250'° Regular Meeting January 21, 2009 Have ACT 54 State registration as Mechanical Inspector and Plan Reviewer or be able to become registered within six (6) months of hire. If not, ACT 54 state certified as Mechanical Inspector and Plan Reviewer, must have the credentials and experience needed to obtain state certification. Failure to obtain registration will be cause for dismissal. Interview —100% Candidates must pass the Interview in order to be placed on the eligible list. IN ORDER TO BE REGULAR, THE APPLICANT MUST PASS THE STATE OF MICHIGAN CERTIFICATION FOR MECHANICAL INSPECTOR. FAILURE TO DO SO SHALL BE CAUSE FOR DISMISSAL. In the event the number of qualified applicants exceeds fifteen (15), an evaluation will be made of the applicants and the fifteen (15) applicants with the most appropriate and responsible combination of experience and training will be invited to the interview. Candidates must pass the Interview in order to be placed on the eligible list. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 09-12 RESOLVED, That having reviewed the letter of January 8, 2009, from Alex Bishop, Director of Inspection, requesting an open -competitive examination for Plumbing Inspector and proposed qualifications and parts of examination and weights, the Civil Service Commission does hereby approve the following qualifications and parts of examination and weights: QUALIFICATIONS By the closing date of the announcement, applicants must: 1. Be a citizen of the United States or resident alien with the right to work in the United States; and 2. Possess a high school diploma or valid equivalency certificate; and 3. Have either two (2) years of full time paid work experience as a licensed journey plumbing worker or shall be licensed as a master plumber under the provisions of 2002 PA733 (formerly 1929 PA 266) or have a degree in Sanitary Engineering from an accredited college or university. 4. Possess and maintain a valid drivers license and have an acceptable driving record. 5. Preference may be given to applicants with dual registration as either plumbing/mechanical, plumbing/electrical or plumbing/building inspector. 6. Have Act 54 State registration as Plumbing Inspector and Plan Reviewer or be able to become registered within six (6) months of hire. If not, ACT 54 state certified as Plumbing Inspector and Plan Reviewer, must have the credentials and experience needed to obtain state certification. Failure to obtain registration will be cause for dismissal. Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 09-13 RESOLVED, That having reviewed the letter of December 15, 2008, from Robert Stevenson, Police Chief, requesting a classification upgrade for Wanda Roberts, Clerk -Typist I (RPT), the Civil Service Commission does hereby deny the request for a classification upgrade and reaffirms the language in the AFSCME Union Local 192 contract, Article 20.G, regarding promotions. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 09-14 RESOLVED, That having reviewed the letter of January 6, 2009, from Evelyn Truckly, Clerk -Typist II, as recommended for approval by Kathleen Monroe, City Librarian, requesting an extension of an unpaid leave of absence, the Civil Service Commission does hereby approve a thirty (30) day unpaid leave of absence with the option that she may use thirty-two (32) hours of Family Illness charged to her sick leave bank and approves an additional twenty-four (24) hours charged to her sick leave bank, if needed; AND BE IT FURTHER RESOLVED, it is with the understanding that Ms. Truckly must also use her personal business and vacation banks before the thirty (30) day unpaid leave of absence period will begin. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was 09-15 RESOLVED, That having reviewed the memo of January 13, 2009, from Jan Patterson, Personnel Clerk, and Departmental Correspondence of December 19, 2008, from Robert Simmons, Fire Captain, requesting permission to carry over vacation days in excess of the maximum based on a new projected retirement date of December 31, 2011, the Civil Service Commission does hereby approve Mr. Simmon's request to carry over excess vacation days up to a maximum payout of thirty-one (31) twenty-four (24) days as provided by Civil Service RULE 25, LEAVES, Section 25.1. AND BE IT FURTHER RESOLVED, that the maximum number of days is based upon the employee qualifying for the bonus vacation days for not using more than five (5) sick leave days annually in the three (3) years immediately prior to retirement. Page 1256' Regular Meeting January 21,2DO9 Upon a motion by Ms. Mahoney, seconded by Mr. Tatigian and unanimously adopted, it was 09-16 RESOLVED, That having reviewed the letter of January 15, 2009, from James Zoumbaris, City Engineer (Operations) and Patrick Hogan, Director of Public Works, requesting an extension of original probation for Jill Russell, Secretary I, the Civil Service Commission does hereby approve a six (6) month extension for Ms. Russell, to end July 7, 2009. Upon a motion by Mr. Tatigian, seconded by Ms. Mahoney and unanimously adopted, it was RESOLVED, That the meeting be adjourned at 5:47 p.m. Gretchen Guisbert, Secretary III Ronald E.
